I salute you!General Sarakikya alihamishwa JWTZ sometime in early 1974 na akafanywa waziri wa utamaduni na michezo. Sababu za kutolewa JWTZ hazikutangazwa lakini nafasi yake kama CDF ilichukuliwa na Gen Twalipo ambaye alikuwa RC wa Kagera nafikiri. Mwalimu pia alicreate new strcture kama nafasi ya Chief of Staff ambayo alimteua Brig. Nkwera au Mkwera na Western and Eastern Brigades ambapo aliwateua Col. Mayunga na Musuguri na kuwapandisha vyeo kuwa Ma-Brigediar. Pamoja na Sarakikya pia walihamishwa toka JWTZ quite a number of officers -Col. Marealle; Lt. Col Metili & Kibola; Ma-Major Ndosi & Mrema pamoja na several officers at Captain and Lieut. level e.g. Mushi; Nkya; Ihula; Bob Nasser etc. Most of them were from the Kilimanjaro/Arusha regions. They were transferred to senior positions in parastatals and the civil service. It was this transfer which led to rumours that there was something brewing in the JWTZ aganst the government.
It is important to recognize kuwa mabadiliko haya yalitokea baada ya the first invasion of Uganda by Uganda rebels based in TZ through Mutukula. Invasion hii ambaye ilitokea July 1972 failed very badly and the invaders were routed by Idi Amin who also bombed Bukoba and Mwanza. This routing of the rebels led to the Mogadishu peace agreement between TZ na Idi Amin - John Malecela was the Foreign Minister and he led the TZ delegation to Mogadishu and he did an excellent job in getting this agreement from the ugandans as legally Tanzania was in the wrong as she had allowed the guerillas to invade Uganda kutoka kwenye ardhi yake against the provisions of OAU charter.
According to David Martin's book Idi Amin - the 1972 invasion of Uganda had been superintended by the National Service and JWTZ were not involved but when it failed it was the JWTZ who were in the trenches defending the country. National Service then was being led by lawrence Gama - ambaye aliyekuwa amemuoa dadake yake mwalimu.
The whole invasion created some dis-quiet in the JWTZ especially among the educated officer corp most of whom had been trained in Canada & Britain. In fact the JWTZ had two types of officers those who had come through the NCO route - like Musuguri; Kyaro; Twalipo; Chacha etc and those who had come through the cadet route like Marealle; Kombe, Mayunga; Kiwelu; Mwakandalile; Wolden etc. These two groups of officers were not often talking the same language as they had very different educational backgrounds. The events of transfers from the JWTZ coincided also with the worst drought in the 1973/74 season which TZ had ever faced - and there were severe food shortages all over the country including in Dar. NMC had to import large amounts of maize to stave off famine and starvation. During the same period the Ethiopia government of Emperor Haile Selassie had been overthrown in early 1974 by the young officers because of famine which had killed thousands of people while he was pictured feeding his lions in the zoo next to the Imperial Palace in Addis. The overthrowing of Selassie sent shivers among many African political leaders - I believe including Mwalimu.
One of the major outcomes of the 1964 army mutiny was the reliazation by Mwalimu that mutiny was caused by intelligence failure and he therfore set out to establish an efficient intelligence service under the legendary first DG - Mzena. It is this service which was able to arrest the 1971 coiup plotters of Titi/the Chipaka brothers etc.
Whether there was real coup plot in 1973/74 it is difficult to say but ni tuseme tu kuwa hali halisi ilikuwa ya wasiwasi na Mwalimu hakuweza ku take the risk and let things take their own course and he had to act first by transferring out of JWTZ any suspected officers including the commander then Gen Sarakikya. That is part of Mwalinmu being a statesman.
Jambo la muhimu hapa ni kuelewa kuwa vyombo muhimu vya taifa ambavyo Mwalimu alivijenga ni JWTZ na TISS - Tanzania Intelligence and Security Services. In fact I would rate TISS as being even more important than JWTZ - as during the cold war period weak intelligence systems ili-lead to serikali nyingi kupinduliwa and chaos followed e.g the overthrow of Obote by Idi Amin and Tito Okello in 1971 & 1985 was largely due to intelligence failure. The important thing for TISS however sio kuhesabu vizibo vya bia but the analytical capacity to intelligently analyze information and issues.

Umetoa maelezo na analysis nzuri sana. Kuhusu TISS nasikia kuanzia enzi za Mwinyi imekuwa "corrupted" na sasa hivi wamejaa marafiki na watoto wa mafisadi tu. Lakini Mwinyi alishindwa ku-corrupt jeshi kama alivyofanya na TISS, ingawa alijaribu--mpaka ikafikia kushirikiana kibiashara na marehemu Kombe. Kuna mengi ambayo hayajawekwa hadharani na mchango wako ni muruwa kabisa.
