North Korea has been Juche since Kim Il Sung came into power.

I remember reading Juche in Mfanyakazi back in the eighties and nineties. It did not start to be Juche in 2009.

In fact the "Kujitegemea" in "Ujamaa na Kujitegemea" is Juche.
