Energy and Petroleum Regulatory Authority (EPRA) is under growing scrutiny even as it hosts a high-level delegation from Brazil’s energy regulator, Brazilian Electrical Energy Regulatory Agency, for a benchmarking visit aimed at strengthening cooperation in the energy sector.

The visit, led by ANEEL officials Fernando Mosna and Christiano Rocha, follows the signing of a Green Energy Partnership agreement between Kenya and Brazil in March 2026. The partnership focuses on regulatory development, renewable energy expansion, research, and capacity building within the energy sector.

During the meeting, EPRA’s acting Director General Joseph Oketch outlined Kenya’s electricity sector reforms, investment opportunities, and efforts to expand access to affordable and sustainable energy. The engagement also seeks to position Kenya as a regional leader in clean energy transition.

However, the benchmarking trip comes at a sensitive time, with EPRA facing intense public and parliamentary scrutiny over fuel pricing and governance concerns. The sector has been rocked by allegations of manipulation of fuel stock data and an irregular KSh4 billion fuel procurement deal conducted outside the government’s official framework.

The controversy has already led to high-profile resignations, raising questions about transparency and accountability within the sector. As Kenya engages in international cooperation, the spotlight remains firmly on EPRA to restore public trust while navigating ongoing reforms.
