Shirika la Japan(JICA) liliandaa semina ya kuwafunda Internal Auditors wa serikali. Semina ikafanyika Morogoro,kwa gharama za JICA.
Dr Mpango akiwa ni mualikwa,akamkoromea waziwazi Internal General Auditor wa serikali Mohamed Mtonga. Kwamba kwanini hafuati utaratibu wa serikali wa ubanaji matumizi.
Akamwambia alitakiwa awashauri JICA wafanyie mkutano serikalini halafu fedha zilizokuwa zikodie hotel zipelekwe serikalini kufanyia mambo mengine.

Govt, donor disagree on cost-cutting initiative
Morogoro. There was a confrontation of sorts here yesterday between finance minister, Dr Philip Mpango, and officials from the Japan International Cooperation Agency (JICA) over the implementation of government directive requiring official meetings to be held in government boardrooms instead of private venues such as hotels.
This happened during the opening of a five-day workshop for government’s internal auditors, sponsored by Jica, which Dr Mpango officiated.
The minister reprimanded Internal Auditor General, Mohammed Mtonga for failing to brief the sponsors on government’s new cost-cutting directive—included in the June national Budget speech—which forbids holding meetings and seminars in private hotels. Such meetings, the directive prescribes, should be held in government boardrooms.
Dr Mpango, who is a former World Bank economist, said holding the seminar in a private hotel was a waste of money, which could have been used to fund some development projects.
“This should end today. You should follow government directives, otherwise if you repeat this next time you shall have your salaries cut. There are many government institutions in Morogoro that could have provided us with a venue for this workshop. You were supposed to advise the sponsors to hold this seminar in a government boardroom and see if they could commit the money to some development projects,” Dr Mpango said, addressing Mr Mtonga.
In a rebuttal to the minister, Chief Representative of Jica in Tanzania, Toshio Nagase said they were not happy being told how to spend their money.
“This money is ours. And only we can decide how to spend it. No one else has the right to direct us how to spend it,” he told reporters after the end of the seminar held at the Edema Hotel here. Mr Nagase said the idea to hold the workshop at a private hotel was Jica’s and no government official should be blamed for that. He said they decided to take 100 internal auditors from ministries, departments, agencies and local government from seven regions and 14 local government authorities to a hotel in Morogoro and pay them allowances to serve as a motivation.
“We took them out of their work stations and we had to motivate them. Motivation is crucial in training programmes such as this one. That is why we have paid each of the participants Sh45,000 per diem for the five days they stayed here in Morogoro,” Mr Nagase said, adding that all the expenses, including accommodation, transport and meals, were paid for by Jica.
The government has adopted a number of cost-cutting measures under the 2016/17 budget including the use of government boardrooms for all meetings and seminars, banning printing and photocopying of official documents of more than 50 pages and giving a priority to government owned commercial organisations when procuring goods and services.
