Taasisi ya fedha ya Credit Suisse ya nchini Uswisi, imekiri kuikopesha Tanzania dola milioni 500 (karibu shilingi Trilioni 1.2) kwa masharti ya kulipa kwa miaka mitano. Mkopo huo ambao Tanzania inadaiwa kukopa kwa siri unatolewa na kundi mabenki (Syndicated loan) kupitia taasisi hiyo ya Credit Suisse. Moja ya benki zilizochangia mkopo huo ni benki ya maendeleo ya watu wa China, na Nedbank ya nchini Afrika Kusini.

Mbunge wa Kigoma mjini, Zitto Kabwe aliituhumu serikali kukopa fedha hizo kwa siri, bila bunge kushirikishwa wala taarifa zake kuwekwa wazi. Kwa mujibu wa Credit Suisse Tanzania imekopa fedha hizo ili kukamilisha miradi mbalimbali ya ujenzi wa barabara.

Mkopo huo unadaiwa kuwa na riba kubwa sana ambapo Tanzania italazimika kurudisha jumla ya Dola milioni 900 (zaidi ya shilingi Trilioni 2 za kitanzania) kwa miaka mitano.

Baadhi ya viongozi wa serikali walikanusha Tanzania kukopa kiasi hicho cha fedha hadi Credit Suisse wenyewe walipokubali kuwa wametukopesha. Suala hili limeendelea kuibua maswali kwanini serikali imekopa kwa siri na inaendelea kuficha ukweli wa taarifa hizi.

Waziri wa fedha Dr.Philip Mpango alipoulizwa amekataa kuzungumzia suala hili.!

Tanzania in talks wth Credit Suisse for $300M loan

(Ecofin Agency) - Tanzania has initiated talks with Swiss banking group Crédit Suisse which is headed by Tidjane Thiam, regarding a $300 million loan to finance infrastructure projects, Minister of Finance, Philip Mpango, announced on December 31, 2016.

“The government has initiated negotiations with Credit Suisse in the United Kingdom for a loan of $300 million following recent improvements in the cost of borrowing in European markets,” he said in a statement.

Mpango added that Tanzania was negotiating with other lenders such as the Kuwait Fund for Arab Economic Development, the Abu Dhabi state fund Mubadala Development and the OPEC Fund for International Development (OFID) for an undisclosed amount of loans.

The Eastern African country plans to get non-concessional external loans worth $936 million in 2016/2017 (July to June) to finance public spending.

Tanzania’s President John Magufuli, who was formerly minister of Public Works, promised to launch major infrastructure projects, including railways, a new port and a pipeline. A delegation of the International Monetary Fund (IMF) which was in Dar Es Salaam last October told the government to prioritize the financing of infrastructures to support its growth.

The government recently announced it forecast economic growth at 7.5% in 2017 and 7.9% in 2018, against 7.2% in 2016.

MYSTERY continues to surround the circumstances behind a $500 million (over 1 trillion/-) syndicated loan reportedly advanced to the government last month as part of efforts to raise much-needed funds for implementation of its 2017/18 fiscal year budget.

According to the reports from international financial markets, the government has closed a $500m five-year loan from a consortium of banks led by Credit Suisse, a leading global financial services company headquartered in Zurich, Switzerland.

Nedbank, one of the largest banks in South Africa, and the state-controlled Bank of China are also part of the group of lenders that issued the loan to Tanzania.

A syndicated loan, also known as a syndicated bank facility, is a loan offered by a group of lenders – referred to as a syndicate – that work together to provide funds for a single borrower. The borrower could be a corporation, a large project, or a sovereignty, such as a government.

According to one analyst: "The five-year maturity on Tanzania's new ($500m) loan has set a benchmark for other African sovereigns."

However, questions are being raised on exactly how much Tanzania will pay for that loan in terms of the interest rate.

Among the questioners is opposition ACT-Maendeleo party leader and Kigoma Urban member of parliament Zitto Kabwe, who said in a social media post:

"Tanzania has signed a $500m loan with Credit Suisse and a syndicate of other banks. The nation needs to be informed about the (interest) rate."

Although he declined to comment on the matter when approached by The Guardian in Dodoma yesterday, Finance and Planning Minister Dr Philip Mpango has previously been quoted as saying the government was in talks with Credit Suisse for a $300 million loan to finance various infrastructural projects in the country.

In a statement back in January this year, Mpango said separate talks were also underway with other potential lenders including the Kuwait Fund for Arab Economic Development, Abu Dhabi state fund Mubadala Development, and the OPEC Fund for International Development (OFID).

The negotiations with Credit Suisse followed “recent improvements in the cost of borrowing in European markets,” according to the statement.

It said Tanzania plans to borrow around $900 million from external non-concessional sources in the 2016/17 (July-June) fiscal year to support domestic revenues and finance public spending.

The government has also said it aims to issue its first Eurobond in the 2017/18 fiscal year to fund new infrastructure projects after repeated delays as the country sought a credit rating.

Although it has not specified how much money it wants to raise in the Eurobond sale, officials said it could be worth up to $1 billion.

It was announced last year that the government had concluded talks with ratings agency Fitch for a sovereign credit rating, and also hoped to finalise similar discussions with Moody’s Investors Service, paving the way for a possible debut Eurobond issue.

President John Magufuli, a former public works minister, has pledged to revamp ageing infrastructure while spearheading an aggressive anti-corruption drive since his election in 2015, both aimed at restoring efficiency to public services.

But while the key focus of the current 31.71 trillion/- budget for 2017/18 is infrastructure, the International Monetary Fund (IMF) has cautioned that some infrastructure projects may have to be delayed due to government revenue expectations for this fiscal year being “potentially over-optimistic”.

Flagship infrastructure projects being implemented by the Magufuli administration so far include construction of a standard gauge railway (SGR) network, revival of national carrier Air Tanzania Company Limited, and investments in new roads and upgrades of ports and airports.

Aksante kwa taarifa. Angalau nimejua kuwa nchi inafanya taratibu za kukopa kutoka huo muungano wa mabenki. Pia nimekuja kujua kwamba serikali ina mpango wa kuuza hati fungani za ulaya (EuroBond) ambayo pia ni njia nzuri ya kupata fedha kwa ajili ya kupata ya kutekeleza miradi ya maendeleo kama vile ujenzi wa reli ya kisasa, ununuzi wa ndege etc.

Lakini kitu ambacho bado sijakiona ni riba ya mkopo, licha ya kuwa kiasi cha mkopo na muda wa huo mkopo wameonesha kwenye gazeti. Tafadhali mwenye hiyo interest rate atujuze ili tuweze kuchangia.
