Inter-Korean Deal to Benefit Dar, East Africa

INTER-KOREAN agreement that North Korea and South Korea leaders signed last week is set to promote political-economic cooperation with Tanzania and the entire East African region.

During the Inter-Korean Summit, the two heads of states, Kim Jong Un and Moon Jae-in signed the agreement, pledging to work towards the common goal of denuclearisation on the peninsula.

The Ambassador of the Republic of Korea in Tanzania, Sonog Geumyoung said during his visits to Tanzania Standard Newspapers Limited (TSN) headquarters in Dar es Salaam yesterday that his country will continue to support Tanzania in building inclusive economy. He commended TSN, the publishers of Daily News, Habari Leo and SpotiLeo for effective coverage of last week's Inter-Korea Summit.

"The Inter-Korean Summit is a significant step for peace and security of the Korean people and also for strengthening politicaleconomic cooperation with Tanzania," he said, adding, "I hope Tanzania as one of the powerhouses in East Africa will support the peace and security initiative reached in the inter-Korean Summit," During the visit, the Korean Ambassador whose country finances various social and economic projects in the country announced the beginning of the construction works of Selander Bridge Flyover early next year.

He said Korea will continue to support Tanzania in the implementation of various infrastructure projects, including roads, Standard Gauge Railway (SGR) and health facilities. He said the historical transformation on the Korean Peninsula will promote Tanzania tourism industry through increased number of tourists.


Currently, Tanzania receives 3,000 tourists from Korea.

"Tanzania is a strategic tourism destination for Korea thus the agreement is meant for increased flow of tourists," he said. Similarly, he said the agreement between the two countries will promote trade relations between Tanzania and the two countries in the Korean Peninsula.

TSN Deputy Managing Editor Tuma Abdallah said the historical agreement reached by the two countries of the Korean Peninsula was important and the publishing house will continue covering all the development events.

"We are making close follow-ups on events happening after the agreement signing between the two countries of South and North Korea and cover them in our papers," she said.

The two leaders agreed through regular meetings and direct telephone conversations to hold frequent and candid discussions on issues vital to the nation, to strengthen mutual trust and to jointly endeavour to strengthen the positive momentum towards continuous advancement of inter-Korean relations as well as peace, prosperity and unification of the Korean Peninsula.

The funds will be used to construct a tower, to-be-completed in a year, which will accommodate the hub. The institute will provide training for railway specialists from the countries, which cluster around the SGR including Kenya, Uganda, Tanzania, South Sudan, Rwanda and the Democratic Republic of the Congo (DRC).
Kenya's lecturers in this field will be training in China to fulfill their rail engineering degree programs. Ten RTI lecturers are already in China. Another 40 lecturers are expected to arrive in the next few months.
While experts from China would offer education for a whole new generation of Africa's railway engineers, Kenya and China have held talks over partnership exchanges between some of their respective universities.
Kenyatta University in Nairobi is recruiting students to go to China to upgrade their engineering skills.
Beijing Jiaotong University has recently launched a new program for Kenyan students, who had just graduated from high school. They can come to China for railway engineering studies.
The program was first discussed at the China-Africa summit last year to modernize Kenya's rail network. It will provide education for 60 young students; 25 of them had arrived in China to begin their studies.

Eng Tanui however, said that once the institution is running, it will have its own money. “Once the institution runs effectively, it will have its own leadership and its faculties of learning, research and innovation will start generating money through linkages with the private sector.”
Plans to establish the Kenya Advanced Institute of Science and Technology (KAIST) were first announced in May last year following a meeting between President Uhuru Kenyatta and South Korean President, Park Guen-hye. At the time, Seoul committed to invest Sh.10 billion in the university which will be modeled in line with the vision and principles which guided the establishment of Korea Advanced Institute of Science and Technology.
Konza Techno City, a Kshs.1.48 trillion project, is an ICT business hub dubbed “Africa’s Silicon Savannah.” The project, a multi-billion- dollar ICT business hub, has the ability to spur massive employment, trade and investment.
Kenya strives to achieve sustainable development through the promotion of youth employment and vocational training, infrastructure development, ICT and innovations, food security initiatives, industrialization and trade facilitation, and regional integration within East African Community.
The research university will offer Masters and PhD programmes in electric and electronic Engineering, ICT Engineering, Civil Engineering and Agricultural Biotechnology. Twenty Masters and five PhD students will be admitted into each of the programmes annually.
Kenya’s Vision 2030 secretariat has said that the two countries have ironed out the regulatory framework under which the university will operate.
The institution will be established also in accordance with a provision of the universities Act which gives the President the Mandate to award a charter to a research institution of “strategic national importance.”
In a statement, KOTDA said: ”Kenya KAIST will be founded upon a legal framework fundamentally distinct from that governing existing Kenyan universities so that it can pursue innovative approaches unconstrained by existing convention.”
The government is expected to bring on board by April this year a consultant to design the institution at the planned 5,000 – acre Smart City. Construction is set to begin before the end of 2017 and run for 39 months.
The Korean University against which KAIST will be modeled has been a key part of Seoul’s industrialization strategy since the 1970s. Currently, 20 per cent of Samsung Electronics executive – level engineers have graduated from the Korean KAIST. In 2013, the university executed government and private sector research contracts worth about 23.4 billion.
Eng. Tanui says although the university at Konza will begin from a base of 150 students per year, the plan is to grow the student body just as the Korean institution did.

Collins Juma, penned the deal on Kenya’s behalf, while the Korean team was led by the Korea Electric Power Corporation, (KEPCO) Executive Vice President Lyu Hyang-reol and Korea Nuclear Association President, Dr Kim, Insik Besides Mr. Keter, others who witnessed the signing included Kenya’s Ambassador to Korea, Mohammed Gello, as well as MPs Moses Cheboi (Kuresoi North), Muthomi Njuki (Chuka Igambang’ombe), Mohammed Elmi(Tarbaj) and Soipan Tuya (Narok County Woman Rep).
The Kenyan delegation has been on a four-day nuclear power cooperation visit to South Korea. This has included a visit to Doosan Heavy Industries and Construction Company and the Kori Nuclear Power Plant Complex in Busan. This development comes in the wake of an agreement signed between Kenya’s Ministry of Energy and Korea’s Ministry of Trade, Industry and Energy in May 2016 during the visit by President Park Geun-hye to Kenya. That agreement facilitated the exchange of technical information, specialists as well as training opportunities for Kenyans in Korea’s vast nuclear power industry.
As part of the partnership with South Korea, sixteen Kenya students have been enrolled over the past three years at the KEPCO International Nuclear Graduate School (K-INGS) to undertake Masters degree courses in Nuclear Power Engineering.
