what difference with a godown at a cost of $3.5 mln?This thing looks like a kiosk and then this is not a government property, it is a private property. Show us a proper cruise terminal owned by the poor government of Tanzania.

Anyway, lakini kusema ukweli hio $3m ni ilikua pesa nyingi, especially considering the whole of Mama Ngina waterfront ilijengwa na $4.5m na iko na majumba mengi, Mosque, Open Arena, bara bara , cabro pavement. Overview
In accordance with international ESIA practice, the Area of Influence of a project includes not only the core project components but also any Associated Facilities related to the project.Associated Facilities are defined by the IFC as “…facilities that are not funded as part of the project and that would not have been constructed or expanded if the project did not exist and without which the project would not be viable ”.
In the context of this SGR Project, the relevant Associated Facility per the above definition is considered to be the 220 kV transmission line from Dar es Salaam to Morogoro for the electrification of SGR line (the “TL Project”), which will be constructed and operated by TANESCO.
Tanzania Electric Supply Company Limited (TANESCO) is a parastatal organization under the Ministry of Energy in Tanzania, which owns most of the electricity Generating, Transmitting and Distributing facilities in Tanzania. In such cases where a third party is responsible for an Associated Facility, IFC PS1 states that the client should address E&S risks and impacts in a manner that is commensurate with the client’s degree of control and influence over the third party. In the case of the SGR Project, the Government of Tanzania (GoT) for Tanzania Railway Corporation (TRC) is the borrower. Since both TRC and TANESCO are both state owned companies, the GoT is in the position to control or dictate actions to TANESCO. Therefore, with the GoT support, TRC has requested TANESCO to formally confirm managing E&S risks or impacts for the 220 Kv Dar es Salaam- Morogoro TL in line with international standards such as IFC PS.
In line with information provided by TRC to date, TANESCO is receiving funding from WorldBank for the implementation of the TL Project ; therefore itis assumed that the project will be developed with consideration of the WorldBank Safeguards and related WB/IFC Guideline on Environmental, Health, and Safety Guidelines for Electric Power Transmission and Distribution.

So connecting from the TRC video and the ESIA report by Yepi, you can see that the dedicated SGR transmission line is not part of the $1.9B contract funding. The transmission line has its own separate EISA and feasibility report, it will be funded separately, owned and operated by TANESCO for the exclusive use of the SGR with TANESCO assuming all the risks of maintain the transmission line for the operation of the SGR...

..hivi kwani wewe unapotumia stima hapo kwako ni nani mwenye wajibu wa kuhakikisha kuwa the transmission infrastructure ipo ili upate hio stima?
The SGR electricity transmission line will be build, owned and operated by TANESCO in such a way that TRC will be paying the cost of using electricity....However, the cost of installing catenary poles along the line will be covered by the government as part of the overall SGR build cost.
But why should transmission line cost be factored in the electrical SGR cost? Isn't transmission line the duty of an electrical company? Assuming we r factoring in the $150 mln for TL still the cost will be lower in comparison to ur diesel SGR! 1.2 bln + 1.9 bln=3.1+0.15= $3.25 bln! Then add says $400 mln for locomotives! then u get $3.65 bln for Dar-Makutupora (336+205) 541 km which less than the cost of $3.8 bln for Mombasa-Nrb diesel SGR of length 472 km!Maana ya "build" ndio hujui ama nini?
