Why don't you ask for the decision makers to put up the university in Mtwara/Lindi/Songea? It does not mean that these places are ignored,rather development process is gradual. Develop the infrastructure first then put up colleges/universities otherwise we are just wasting time locating a university at a place where the infrastructure is so poor! Are we serious when we say we should build this university in Dodoma with the present infrastructure? I suggest this university to be built in DSM and it will be superb: many lecturers will flow in to teach,students' enrolment will surpass all other universities in the country. Put it in Dar and not Arusha to bring real competition to the UDSM.

...Si kweli kwamba sehem kuwepo Chuo KIKUU lazima sekondari nyingi ziwepo...?umepata hii fikra?...Kwani Chuo kinakuwa Mali ya watanzania wote...hivyo wanaosoma si wakazi tu wa sehem hio....All politics/ regionalism/ udini aside.

Pemba / Kigoma ziko geographically isolated na probably zinahitaji shule za msingi na sekondari zaidi kuliko vyuo vikuu.
Inabidi tujenge vyuo vikuu sehemu zenye watu wengi na zilizo accessible kwanza, halafu tuta decentralize. Huwezi kuacha sehemu kama Dar/ Mwanza/ Kilimanjaro Nyanda za juu kusini ziwe na haja kubwa ya vyuo vikuu ukaenda kujenga chuo kikuu Pemba. Labda kidogo Kigoma, lakini ukijenga Chuo Kikuu sehemu ambapo hamna sekondari za kutosha maana yake haujaweza ku plan effectively -unless you are investing for the very long term, which our country cannot afford to front as doing right now, simply because we dont know what will we have for dinner so to speak- kwa sababu sanasana utafanya watu wa mbali waje kusoma hapo, unaingia cost zaidi.

Vyuo vilivyopo maeneo ya sasa wengi si wakazi wa sehem husika...na Ndio maana tunapata matatizo pia ya "Accomodation"...Ingalikuwa wenyeji wengi wanasoma Vyuo husika tatizo la Hostels lingepungua kwa kiasi kikubwa sana!!!!

Wewe unasema si kweli kwamba sehemu inayofaa kujengwa Chuo Kikuu iwe na sekondari nyingi, una disregard hierarchy ya decentralization.Kwamba unataka kujenga Chuo Kikuu, kwa mfano, mfano tu,Kibondo huko, kwenye shule za sekondari 4 na kati ya hizo zenye A Level mbili, wakati demand iko Kilimanjaro, Mbeya na Dar kwenye maelfu ya shule za sekondari, hatima yake itabidi watu wa Kilimanjaro, Dar na Mbeya watoke makwao huko kuingia katika ma treni, mabasi na mitumbwi kuja Kibondo kusoma.
Hizi infrastructure zetu zinavyotengenezwa inabidi tuwe makini sana kwa sababu kuna ma hidden costs kibao humu.Wenzetu wanapigia hesabucost ya traffic jams kwenye uchumi, kwamba Wamarekani kwa mwaka mmoja wanatumia so much billion manhour kwenye traffic jams, na hiyo inakuwa sawa na dollar billion ngapi katika uzalishaji.Sisi tunaona muda hauna thamani wakati ni moja kati ya vitu ambavyo huwezi kuvirudisha.
Kwa hiyo ninachosema ni kwamba, kabla hatujajenga Chuo Kikuu Pemba na Kigoma (by the way kujenga na decentralization ni lazima na haki ya wananchi wa huko) nataka kuona kwambakuna local demand kwanza, nataka kuona kuna shule za sekondari zenye A-Level za kutosha zitakazoweza kutoa wananfunzi wa kwenda kwenye hivi vyuo, sitaki kuona mwanafunzi anatoka Ruvuma analazimika kwenda kusoma Pemba au Kigoma eti kwa sababu tu ndiko chuo kiliko.Hizi ni characteristics za command economy inayofanya mambo kibabebabe tu bila kujali forces za market.Ikiwa mtu ataamua kwenda kusoma sehemu nyingine ya Tanzania -pengine kwa utashi wa kutaka kuijua nchi yake vizuri not unlike Chelsea Clinton alivyoamua kwenda Stanford kusoma undergraduate degree wakati wazazi wake wako DC na kwa baba yake ni Arkansas- that is fine, as long as huu ni utashi wa mtu binafsi tu mwenye uwezo huo na si kwa sababu hamna shule za karibu.
My point has to do with the whole point of gradual decentralization.Fine, tutajenga vyuo Pemba na Kigoma tukijaaliwa, lakini tujenge sensible demand basi, tujenge sekondari basi.Sio tunajenga our version of a bridge to nowhere.
