Chadema has drawn up a guideline to be used in evaluation of the performance of its leaders at various levels including councillors and members of parliament.
"The evaluation guideline, the first of its kind, is aimed at ensuring the leaders execute their duties effectively," Chadema Secretary General, Dr Wilbrod Slaa, told a news conference in Dar es Salaam on Tuesday.
He also said that the party has resumed its "Movement for Change" campaign in five regions. The regions are Iringa, Dodoma, Singida, Manyara and Morogoro. He said the party will hold campaign rallies in 4,000 villages in those regions.
Dr Slaa cautioned the government over what he described as irregularities in the process of collecting public views on the new constitution being conducted by the Constitution Review Committee.
He said there were cases where district commissioners were preparing a few people to give views prepared by CCM leaders for the interests of the ruling party.
"DCs prepare selected people a day or two before the committee arrives and coach them what to say or present to the committee," Dr Slaa told journalists.
"Chadema is monitoring the whole process and will speak publicly about this because the new constitution is for the people. But going by what is happening on the ground at the end of the day there will be views of the selected few as opposed to public views," he explained.
Commenting on threats of attack against Chadema leaders, including Ubungo MP John Mnyika and himself, he said the government should investigate the allegations, instead of running to the media to politicise the issue.
