CCM: Slaa illegally named president

Chama Cha Mapinduzi has said Chadema placards referring to Dr Wilbrod Slaa as president were illegal and called on the National Electoral Commission (NEC) and the Registrar of Political Parties to take action.
CCM campaign Manager, Abdurahman Kinana complained in Dar es Salaam yesterday that the Registrar and NEC have been favouring opposition parties by failing to take any action against some placards which refer to the Chadema presidential candidate as president.
"This is a violation of the law. How can a candidate call himself ‘President' while elections are yet to be held and NEC has not officially announced the president?" Kinana asked.
He voiced the complaints when responding to Chadema accusations that First Lady, Salma Kikwete was using public funds to support her husband, President Jakaya Kikwete in his campaign.
Kinana said CCM had no plans to lodge formal complaints concerning the placards, but wanted the Registrar and NEC to take action, because they have already started to remove some of the CCM placards that Chadema complained against.
Reached for comments, Chairman of the National Electoral Commission Judge Lewis Makame said that they have not seen a single placard that shows a candidate calling himself president.
"I am not in a position to make a comment as I haven't seen any of the placards identifying a candidate as the president", said Makame.
Chadema lawyer, Tundu Lissu said that there is no law which prohibits presidential candidates from identifying themselves as president.
Lissu said that Chadema has not violated any law and that it will not remove the said placards.
Early this month, the Political Parties Advisory Council directed CCM to remove campaign placards bearing the photographs of the party's presidential candidate Jakaya Kikwete in his capacity as Head of State.
The council claimed that such photographs were government property which could even be used by other political parties. It said the photographs showed Kikwete fulfilling his duties as President and not as CCM candidate.
In another development, Kinana defended the First lady, Salma Kikwete saying that she was using the party resources and not the government funds as it has been claimed by Chadema.
"These complaints have no logic. Let us continue with election campaigns and stop publicising untrue information," said Kinana.
The party's head of campaign said this following complaint that First Lady Salma Kikwete is using public funds to support her husband, President Jakaya Kikwete in his campaign.
He said that it wasn't a big deal for the First Lady to use the government plane because the Tanzania Government Flight Agency allows government officials to hire its planes.
He said there are documents which show that the aircraft used by the First Lady was hired by CCM, adding that the agency is legally allowed to offer such a service to government officials.
Kinana called upon Chadema to stop raising irrelevant issues and concentrate on selling policies to wananchi.
Addressing a campaign rally in Bunda, Mara Region early this week, Chadema presidential candidate, Dr Willbroad Slaa directed the party lawyers to file a suit at the High Court of Tanzania against Mama Salma Kikwete for allegedly embezzling governments' funds.
According to him since the campaigns commenced on August 20, this year President Jakaya Kikwete's wife has been touring the regions using taxpayer's money and government vehicles and at the same time her convoy consists of several government officials.
"Mama Kikwete does not contest for any political post administered by National Electoral Commission but she is moving around the country spending taxpayers' money campaigning for CCM," Slaa said.
He said Chadema will also investigate whether WAMA has been turned into a political entity.
According to Dr Slaa such an act was embezzlement and misuse of government funds and properties and required legal action.
Dr Slaa said that he saw no reason why Chadema should keep quiet when Mama Salma Kikwete continues to misuse government funds and properties while she was not a government official.
Slaa further stressed that what Mama Salma Kikwete was doing was unlawful because there were no records showing that she had been appointed by Kikwete to be a government official for any department.
On Sunday last week Mama Salma Kikwete arrived in Mara region from Dar es Salaam by a government plane made Fokker 50 with registration no. 5H-TGF.
