Mkapa was a staunch advocate of the flawed neo-liberal economic policies and therefore presided over their implementation to the letter during his 10-year rule. Ironically, these policies only served to comfirm the nation as a perennial beggar and aid-dependent. How can you grant rampant tax holidays to big investors and yet expect to immediately become free from aid dependancy? This is an inherent problem with politicians: they would say one thing but do a completely different thing!
