Afande Ssemigo has clarified that tenants should not be forced to pay rent for a house before occupying it, noting that rent is supposed to be paid for the period a tenant has already lived in the property.

Speaking on the matter, Afande Ssemigo said there is no law requiring tenants to pay for a house before entering and using it. According to his interpretation, the law provides that a tenant pays rent for the month they have occupied the premises.

The remarks come amid ongoing debates between landlords and tenants over rent payment arrangements, particularly the common practice of demanding several months or even years of rent in advance before a tenant can move into a house.

Afande Ssemigo argued that rent should correspond to the period a tenant has stayed in the property, emphasizing that housing agreements should remain fair to both tenants and property owners.

His comments are likely to spark discussion among landlords, tenants, and housing sector stakeholders, as advance rent payments have long been a common practice in Uganda's rental market despite concerns about the financial burden they place on tenants.

The issue of rent payments continues to be a subject of public interest, with many calling for greater awareness of tenants' rights and obligations under Uganda's tenancy laws.
