One Tanzanian ceneral can take a whole lot of money intended for purchase of weaponry and decides to deposit in his personal account elsewhere and nothing happes. One general can authorize the purchase of used Bell helicopters each at a price of two brand new helicopter and gets away with it!

Before the WAR in the early 80's Uganda was ranked highly compared to any country in East and Central Africa, but I think you know the result of that War.
I can assure you this ranking is biased based on "Who is buying arms from us" Take it from ME. You have already failed flush out Al-shabab after staying there for more than a year. Remember JWTZ was able to liberate our land and the whole of Uganda within a year despite the fact that Idd Amin's Army was highly ranked

The war with Uganda was fought in late 70s and not early 80s. One thing you didn't mention is that in those early days before Iddi Amin squandered the strength of Ugandan forces, the quality of Ugandan forces was not only based on physical muscles but also the intellectual capacity of the servicemen at least for middle and high ranking officers. Iddi Amin's naivety to kill intellectuals in his forces was a self-defeating ticket even before the war with Tanzania, and this factor played a major (though not only) role in his fall. You have to consult the good guys in the Tanzanian forces in the early 70s when Nyerere did the analysis and knew the exact strength of Gen Nduli and his forces vs TPDF's. and that's why we could not fight him in 1971 when he seized power and was already testing our resolve to counter him.
