According to the audit, some staff recruited through a headhunting process did not meet the minimum academic requirements, while others held qualifications that were unrelated to the positions they occupied.
The report cites examples of drivers who hold Uganda Certificate of Education (UCE) papers but do not meet the grades required for entry into public service. Some reportedly scored F9 in English, while others lacked the required number of subject passes.
