Opposition MP Robert Maseruka (NUP, Mukono South) has questioned the recruitment and leadership procedures at Lira University, calling for urgent ministerial intervention over alleged irregular staff appointments.
Speaking in Parliament on October 29, 2026, Maseruka raised concerns over vacancies in key positions, including vice chancellor and dean of students, and the appointment of about 100 staff members without following established Public Service procedures.
He particularly questioned the decision by the substantive vice chancellor to appoint the university librarian as acting vice chancellor while preparing to leave the country.
“That doesn’t happen here on earth, not even in hell,” Maseruka said, expressing disbelief at the appointment.
The MP argued that the alleged administrative irregularities went beyond internal university management and could affect thousands of students. He called on the responsible ministry to intervene, ensure that recruitment follows the required procedures, and restore accountability in the institution's leadership.
Lira University has previously faced governance disputes, including disagreements over the reappointment of a deputy vice chancellor and allegations of nepotism and bribery in staff recruitment.
The concerns also come amid reports that the Ministry of Public Service approved a 106% increase in the university's staffing levels, raising questions about the financial implications of the expansion and the management of public resources.
Maseruka's remarks add to scrutiny of the university's recruitment processes, leadership arrangements and overall governance.
