Nikiwa kati ya WATU waliohudhuria mikutano ya kampeni hasa ya urais,nimeona mengi,nimesikia mengi,ahadi kemkem,tam,nzuri na zenye kuvutia na kama JK,SLAA au LIPUMBA mmoja wo kishinda na kutekeleza ahadi zake basi TANZANIA itakuwa kama Boswana au kama sio kuifikia Afica kusini. Sina sababu ya kuzitaja ahadi kwani wengi wenu mwazijua.

Ni saa 12:30 za jioni siku ya ijumaa,natoka ofisini kwangu JMOO nakwenda posta ili kupanda gari la kuelekea mbezi nyumbani kwangu(mbezi ya kimara).Abiria ni wengi kama kawaida,wezi wamo,ila kuna magari ya kwenda mbezi ya buku(elfu moja) naingia na muda si mrefu gari inajaa na kuondoka,wote tumekaa,foleni ni kama kawaida kwani inaanzia faya na uku gari ikiwa imewekwa radio moja ya chama tawala.Watu tupo kimya na aliyesimama ni konda tu.


Mara hiyo radio ikaanza kutangaza sera za mgombea uras wa chama tawala,ahadi nyingi,kile mara iki najua mwazijua sina shida ya kuzitaja ila ni moja tu ambayo nitaitaja ambayo imenipelekea kuandika UJUMBE huu kwenu,ni ile ya KUNUNUA BAJAJI 40 KWA WAMAMA WAJAWAZITO,hapo ni saa 1:30 za jioni na hatujavuka magomeni.


Mara baada ya huyo mgombea kutaja iyo ahadi,nikasikia sauti kuoka nyuma ya gari ikisema “ZIMA RADIO YAKO AU BADILISHA STESHENI”ni sauti ya kike tena mwanamama mjamzito.Dereva alizima radio,tukawa kimya kila mtu nahisi alikuwa anajiuliza kwanini huyu mama kasema radio izimwe au ibadilishe stesheni,ukimya ulitawala kama dk 15.Tukiwa tunaanza foleni ya ubungo pale mahakama ya ndizi au bigbrother, na ikiwa ni saa 2:07 za usiku,nikasikia sauti ya mwanamama mwingine(sio mjamzito) ikisema “KAMA MIMBA ZINGEKUWA ZINABEBWA KWA ZAM HUYU KIKWETE ASINGETAMKA MANENO HAYO”nikashtuka nikageuka nyuma nikakutana uso kwa uso na yule mama mwenye mimba,mimba yake ilikuwa ni kama ya miezi nane tena ilikuwa kubwa(namaanisha tumbo ni kubwa sana).


Tukiwa tupo stand ya mkoa na gari likiwa limesimama na ni saa 2:45 usiku kumbuka nimetoka posta saa 12:30 za jioni.Yule mama mjamzito akasimama akaanza kusema “MIMI SITOMPA KURA KIKWETE KWA JAMBO ILI,NILIKUWA NIMPE ILA KWA JAMBO KAMA ILI SIWEZI KUMPA”uku akilia na kutokwa na machozi,yule mama mwingine aliyesema “kama mimba zingekuwa zinabebwa kwa zam huyu kikwete asingetamka maneno hayo” akaanza kumbembeleza yule mama mjamzito akimsii akae.Nilimtazama kila mtu ndani ya gari sura zilibadilika zikawa sura za majonzi.

Nikatoka kwenye daladala(kimawazo) nikaleta taswila ya BAJAJI nikamuweka yule mama nyuma na mimi nikawa dereva,nikafikiria umbali wa kilometa 50 toka kijijini kwetu kule kanyigo kuja hospital,barabara imejaa mashimo,nikawaza tumbo la yule mama akiwa yuma na uchungu na babaji ikiwa inayumba kwenye mabonde ya barabara,”NILILIA” nilishutushwa na honi nyingi za magari ambazo zilikuwa zikilipigia daladal letu kwa kutotembea, kwani kila mtu alikuwa kwenye mawazo ya yule mama(naisi) na dereva alijisahau kwa kumuonea huruma yule mama.Nilikuwa karibu na dereva nikamuuliza vp?,akajibu “WE ACHA TU”uku akitoa leso na kufuta machozi na kuanza kuendesha gari.

Ni saa 3:07 usiku tupo kimara tunaanza foleni ya kimara stopover,watu wote wapo kimya akuna aliyeshuka mpaka sasa na konda kaka kwenye mlango ameinama,kila mtu kainama,uku wengine wakivuta mafua,na yule mama mjamzito akionekana ana asira na uku machozi yakimtoka yenyewe.Nikajiuliza ina maana watu wote tunakwenda mbezi?,pia huyu mama vp mbona kabadilisha kila mtu ndani ya daladala? Katumwa nini?.Nikasikia sauti ya baba mmoja kutoka katikakti ya gari akisema shusha konda hapo,konda akasema wapi?,baba akajibu hapo hapo,Mmmmmmmmm?,”Samahani konda nilikuwa nashuka bucha nimejisahau” alisikika yule baba akisema,Mmmmmmmmm?.Ndipo nilipoona kila mtu karudi katika hari yake ya kawaida na wengine wakashuka hapo kama watu sita hivi.Nikajiuliza je walikuwa wanawaza nini? Mpaka wapitishwe kituoni?.Je walikuwa katika taswila kama yangu?,au uchovu wa kazi?


Kati ya wale walioshuka pale njiani(sio kituoni) baba mmoja akasema akimwambia yule mama mjamzito “POLE SANA MAMA NA MIMI NAKUHAIDI SITOMPA KURA KIKWETE”akatelemaka.Tunavuka stopover na ni saa 3:30 usiku,kila mtu kaanza kusema lake”KIKWETE HANA AKILI”alisikika baba mmoja,”KIKWETE NI MGONJWA” alisikika dada mmoja,”WANAIGEIZA NCHI YA FAMILIA KWANI HAPA TUNATAWALIWA KIFALME” alisikika kaka mmoja.Ni saa 3:45 nashuka kibanda cha mkaa na niliposimama nikwaambia abilia “HUYO NDIO RAIS WENU HATA KIWA CHIZI SI MLIMCHAGU WENYEWE” nikajibiwa na konda “SHUKA UKO NA NENDA ZAKO”,Mmmmmmmm ata konda?

As the 10th parliament is in deep discussion towards the implementation of the ruling party’s (CCM) promise which was given out last year, 2010(the party's manifesto is the one being implemented since it is the party that won the elections and therefore forming the government) on giving out the three tyres motorcycle commonly known as “Bajaj” in helping patients especially pregnant women living in rural areas where transport is a big problem.

Meanwhile on February 15, 2011 it was reported by several daily news papers in the country about Tanzania being ready to issue loans to its Members of Parliament (MPs) worth ninety (90) million Tanzania shillings each to buy a car.

The loan to Members of Parliament, goes hand in hand with the bill which if passed, its implementation will officially come into force on June, 2011, the bill aims at enabling Members of Parliament to be covered with health insurance that can enable them to access treatments in public and private hospitals in and outside the country.

The deputy minister of Health and Social Welfare Dr. Lucy Nkya proved the intention of the fourth regime government through her answer when she responded to a question in the just ended 10th Parliamentary sessions in Dodoma town.

“The government has the plan of buying Bajajs’ especially in the forth coming budget year 2011/2012 as part of improving health services among women and children as honorable President Dr Jakaya Kikwete promised during his campaign in 2010 election year and in his speech while opening the 10th parliament”.

That argument of buying Bajajs’ which will be used for carrying patient’s especially pregnant women who are about to give birth, caught many MPs’ attention that led to the rise of strong debates resulting to different opinion with regard to the matter.

Some members of the Parliament especially those coming from the ruling party, Chama Cha Mapinduzi (CCM) have been supporting that decision by the government to the extent of even condemning those who question the quality and ability of such motorcycles to be used in carrying patients.


The information concerning availability on loan amounting Tsh 90 millions for each Member of Parliament has shocked the citizens who are directly being faced with a number of challenges in poor health services example shortage of ambulances, medication for patients, enough bed to accommodate patients, and even shortage of electricity in some of the hospitals in the country. On the other hand the same government fails to solve citizen’s problems and on some critical issues being addressed under a slow pace arguing lack of fund.

The shortage of fund from the government has become questionable following the decision of giving that loan to every Member of Parliament. Following the fact that, there are 357 parliamentarians it will therefore cost the government about Tsh3.2 billions!

As every Member of Parliament will take Tsh 90 millions, it will be equivalent of one Member of Parliament buying about 18 Bajajs’ for a price of Tshs 5 million each. And for the whole amount being invested for enabling Members of Parliament (approximately to 3.2 Bil) to buy luxurious cars for their own use could manage to buy about 6,426 Bajaj’s which is 16 times more of those being promised by Honorable President Kikwete (as he promised 400 Bajaj’s only).

Basing on the above analysis, it means that every region was to get 222 Bajaj’s (for there are 29 regions in our country Tanzania) different from the current 400 Bajaj promised by President Kikwete which are expected to be distributed to all regions especially those in greater demand.

We also have to consider the money which will be spent in buying 400 Bajaj’s as promised by President Kikwete can be enough to buy appropriate ambulances at the amount of Tsh 30 million each, whereby 67 ambulances can be bought. Those 67 ambulances can be seen as few but are durable and can cope with the existing poor infrastructure and stay longer.

Moreover the distribution of Tsh 90 Millions does not consider whether some of the members of Parliament have been in their position for more than one term. Logically they already had an opportunity to receive an amount to be spent on buying a car in his/her previous term(s) in the parliament. It also does not matter whether some members of Parliament holds position which are supplied with vehicles such as ministers, deputy ministers, speaker, the opposition leader in parliament among others.

The Prime Minister, Honorable Mizengo Pinda once made a unique history for refusing a new car which was bought for him on his appointment for the second term to hold the same position. He emphasized on using the previous car he was using during his previous term of appointment that he still hold.

It should be remembered that Policy Forum in collaboration with Sikika both nongovernmental organization in 2010, issued a publication on unnecessary government expenditure. The publication showed the need for the government to rectify and to do away with unnecessary expenditure of the tax payers’ money.

The said information contained statistical data and a deep analysis of the unnecessary expenditure in the government encounter such as buying of luxurious cars which results lose to the government about Tsh 15.3 Billions.

The recommendations of that publication on the procurements of cars included; “to stop buying new cars. Highly expensive cars should be sold and exchanged with less expensive cars which consumes little amount of fuel. That includes the big convoy of BMW and Mercedes Benz for state house”.

The publication published by Policy Forum and Sikika, recommended also on the unnecessary government expenditure that; “an amount of Tsh 15.3 billion which the government has set in buying new cars, it could cover the construction of more than 100 Dispensaries in rural areas. This would at the end improve the provision of health services to the citizens especially among the rural areas residents”.

It should be remembered that the government had the aim of cutting down unnecessary government expenditure in buying expensive cars, as it was stated by the minister of finance and economic affairs Honorable Mustafa Mkullo during the budgetary speech on 10th June, 2010.

“During the financial year of 2010/11, the government plans to reduce buying new cars. The government will also take measure to intensify the ability of the Government Procurement and Supply Agent (GPSA) to be able to coordinate well the procurement of new government cars, which includes identifying the cars to be ordered for reducing procurement costs, running and maintenance” said Hon. Mkullo

It does not only cost a lot in purchasing such expensive cars, but also needs a lot of money in facilitating its well being which includes the high consumption of fuel and expensive spare parts.

It should also be noted that still the country’s budget depends on external support from foreign countries or organizations and also collection of tax from citizens, as its expenditure is increasing day after day that led to intensify curiosity.

That expenditure evokes more questions especially on government priorities in dealing with luxurious things or to deal with challenges facing the country particularly ensuring the availability of improved social services.
