    SIKU ya kwanza ya wabunge kujadili mpango wa kubadilisha sheria ya manunuzi ili serikali iruhusiwe kununua mitambo iliyotumika ilikumbwa na kioja cha aina yake baada ya umeme kukatika ghafla na giza kutanda ukumbini hali iliyowafanya baadhi ya wabunge kupiga kelele; Dowans! Richmond! Dowans! Richmond! Dowans na baadaye CCM! CCM! CCM!

    Ikipitishwa, sheria hiyo itaiwezesha Serikali kununua mitambo ya Dowans ili kutatua tatizo la umeme linalolikabili Taifa.Kelele hizo zilizoandamana na kejeli za kuwasha kurunzi za simu za mikononi na kumtaka mtoa mada kuendelea kwa kutumia mwanga huo hafifu zilisikika katika eneo walilokuwepo wabunge wa Chama cha Demokrasia na Maendeleo (Chadema).


    Mkuu wa Mamlaka ya Udhibiti Manunuzi ya Umma (PPRA), Dk Ramadhani Mlinga ndiye aliyekuwa akitoa mada juu ya taratibu za Usimamizi wa Mifumo ya Manunuzi Serikalini.


    "Endelea! Endelea! Endelea!" Walisikika wabunge hao wakisema huku wakiwa wamewasha kurunzi za simu zao ambazo mwanga wake haukuhimili giza lililokuwepo kwenye ukumbi wa Hoteli ya Blue Pearl, Ubungo, Dar es Salaam." Wabunge walibakia gizani kwa takriban dakika 10 kabla ya umeme kurejea.


    Waandishi wa habari nao walitumia fursa hiyo kuwahoji baadhi ya wabunge na wakati wa mahojiano hayo, wabunge hao waliwasaidia wapigapicha za televisheni kwa kuwasha kurunzi za simu zao na kuwamulika usoni wale waliokuwa wakihojiwa ili waonekane vizuri.


    Mbunge wa Iringa Mjini (Chadema), Mchungaji Peter Msigwa alisema hayo ni matokeo ya Serikali ya CCM kukumbatia mikataba mibovu kama walioingia na kampuni ya Richmond Development LLC... "Mkataba huo ndiyo uliorithiwa na Dowans ambayo hukumu imetaka Tanzania iilipe kampuni hiyo Sh 94 bilioni."


    Mbunge wa Viti maalumu (Chadema), Naomi Kihula alilibebesha mzigo wa lawama Shirika la Umeme Tanzania (Tanesco) akisema kuzima kwa umeme huo ni ishara kwamba shirika hilo la umma haliheshimu hata Bunge.


    Mbunge wa Singida Mashariki (Chadema), Tindu Lissu alisema kitendo ni adhabu kutoka kwa Mungu kwa mjadala huo akidai kwamba Mkuu wa PPRA, Dk Milinga alipinga vikali utoaji wa zabuni kwa Richmond lakini vigogo serikalini wakashikilia msimamo wa kumpinga.


    Alisema hakubaliani na mpango huo wa kubadili sheria hiyo ya manunuzi ili kuwezesha serikali kununua mitambo ya Dowans kama njia ya kutatua tatizo la umeme nchini.


    Baada ya jenereta la hoteli hiyo kuwashwa, Dk Mlinga aliendelea na mada yake na kueleza kwamba kutatua tatizo la umeme nchini kwa kununua mitambo mipya itachukua muda mrefu. Lakini akasema sheria ya PPRA inayotumika sasa hairuhusu kununua mitambo iliyotumika jambo ambalo linaibana serikali kutafuta suluhu ya tatizo la umeme nchini kwa haraka.


    Kwa mujibu wa Mlinga, siyo lazima sheria hiyo iruhusu moja kwa moja ununuzi wa mitambo iliyotumika, bali iwe ni mazingira magumu kama yalivyo nchini sasa na kwamba kutakuwa na vigezo.


    "Taratibu (kwa sheria mpya) zitaandaliwa ili kukabiliana na mazingira ya kusaidia mitambo ikinunuliwa iwe na vigezo vya kitaalamu vinavyoonyesha uwezo wake wa kazi," alisema.


    Lakini hakuna mbunge aliyechangia kwenye mkutano huo unaongozwa na Mwenyekiti wa Kamati ya Bunge ya Uchumi na Fedha, Dk Abdallah Kigoda aliyeonyesha wazi kwamba anaunga mkono mpango wa kubadili sheria hiyo ya manunuzi.


    Hali hiyo ilimfanya Dk Kigoda kuwataka wawe makini kwa sababu kamati yake ilijadili kwa undani suala hilo na kubaini kwamba sheria hiyo ina upungufu... "Suala la manunuzi tulifikirie kwa umakini," alisema akieleza kuwa wabunge ndiyo wanaotarajiwa kuokoa jahazi la tatizo la umeme nchini.


    Aliwataka wajaribu kufikiria njia fupi ya kulitatua ili kuokoa uchumi, maana hali inaweza kuwa mbaya zaidi kwa taifa iwapo litadumu kwa siku 100.


    Awali, akifungua mkutano huo, Naibu Spika wa Bunge, Job Ndugai aliwataka wabunge hao kutumia fursa hiyo kuishauri serikali kuhusu utaratibu mzima wa usimamizi na mifumo ya ununuzi wa umma kwani hali ya nchi ni mbaya.


    "Eneo la manunuzi ni changamoto kubwa kwa serikali. Bado kuna udhaifu katika udhibiti na uwajibikaji katika eneo zima la manunuzi," alisema Ndugai na kuwataka wabunge kuwa makini na kutumia mjadala huo kuishauri serikali kwa sababu asilimia 70 ya bajeti yake inatumika kwa manunuzi na asilimia 90 ya bajeti ya maendeleo nayo hutumika katika suala hilo hilo.


    "Fedha nyingi za Serikali zinapotea katika manunuzi. Ni changamoto kwetu sisi wabunge kuishauri ipasavyo Serikali katika eneo hili. Muswada wa Sheria ya Manunuzi ya Umma ya mwaka 2010 unategemewa kujadiliwa na kupitishwa na Bunge lijalo," alisema Ndugai.


    Hata hivyo, alisema kabla ya kupelekwa bungeni, Kamati ya Bunge ya Fedha na Uchumi itawashirikisha wadau mbalimbali kuuboresha.

    Watanzania tunatakiwa kusoma hadi darasa la ngapi ili tuwe na uelewa mpana? Haiingii akilini mwangu kama kuna mantiki kwa serikali kupoteza muda mwingi kushawishi wabunge waridhie kubadilisha sheria ya manunuzi ya umma ili iweze kuruhusu mazingira ya ununuzi wa mitambo chakavu.

    Hoja ya ununuzi wa mitambo chakavu ni mazingira ya kujenga ufisadi bila kujibu maswali ya msingi kama haya:
    1. Siyo kweli kuwa hoja hii ya kubadilisha sheria inalenga kununua mitambo ya Dowans?
    2. Kwanini Serikali ya Tanzania ilijenga mazingira ya kukodi mitambo badala ya kununua ya kwake?
    3. Kwanini unununzi wa Mitambo chakavu uwe kipaumbele wakati kuna uwezekano wa kununua mitambo mipya?
    4. Je, huu utaratibu unaofikiriwa kuingizwa kwenye sheria unatumika katika nchi gani?
    5. Je, waliokuwa wamenunua mitambo ambayo wameyatumia hadi yakawa chakavu wana sababu gani za kuuza mitambo hiyo na ipo katika hali gani?
    6. Je, mitambo chakavu ikinunuliwa na bado ikashindwa kufanya kazi atalaumiwa nani?
    7. Ni nini tatizo la serikali katika kununua mitambo yake wenyewe?Je, ni kutokuwa na fedha au kutokujua soko la mitambo kama hiyo?

    Tuna haja ya kuwa na maswali mengi ya kujiuliza katika mazingira ya utendaji wetu. Tunapaswa kushangaa sana kwani kama mitambo mipya tunashindwa kununua lakini yakiwa chakavu tunayaweza tuna maanisha nini? Haiingii akilini kama serikali yenye ubavu hata wa kukopa fedha hata IMF ishindwe kununua mitambo yake hadi inunuliwe na kampuni binafsi au watu binafsi.

    Tunahitaji kuelewa mazingira ya dharura ni yepi kwa sababu tukichukua mfano wa tatizo la umeme linaeleweka miaka mingi na msimu wa maji kukauka kwenye mabwawa unaeleweka. Dharura inaanza lini na nani wa kufafanua maana ya dharura.

    Watanzania tunatakiwa kuwa makini kwani sasa ninaona nchi hii hatuna viongozi bali tuna watu wanaotaka kutawala nchi kwa malengo yao na kwa faida yao

    Na ni bora walizimikiwa umeme mkutanoni. Wao ndio walishinikiza mkataba uvunjwe, halafu wao hao hao ndiyo wanapigia kelele suala la Dowans halafu wanalalama nchi kuwa gizani. Lakini hawaji na mkakati mbadala wa kututoa gizani. Wa-TZ kwa kujifanya tunajua kuongea na kupiga kelele nyingi ni mafundi. Wanaume wa kweli ni wale waliopeleka suala la Dowans mahakamani. Wabunge na wote wanaopigia kelele suala la Dowans na umeme bila mkakati mbadala ni madebe matupu.

    Kwa nini kila mara umeme ni dharura. Hatutaki kanunueni mitambpo mipya. Suppose hiyo Dowans isingekuwepo mngechukua hatua gani kukabiliana na hii dharura?

    [FONT=&quot]The image of the San Rafael waterfall is ubiquitous in Ecuador's Amazon region, appearing on everything from tourist brochures to the backs of buses, alongside the Virgin Mary meant to protect drivers.[/FONT]
