Tanzania bado inaidai Uganda kiasi cha Dola za Kimarekani 8,824,964.56 kama sehemu ya fidia kutokana na Vita ya Kagera ya mwaka 1978/79. Hayo yamesemwa bungeni na Waziri wa Ulinzi na Jeshi la Kujenga Taifa, Mh. Shamsi Vuai Nahodha, wakati akijibu maswali kutoka kwa wabunge huko Dodoma.

Mh. Nahodha amesema kuwa hadi hivi sasa Uganda imeilipa Tanzania Dola 9,656,065 kama sehemu ya deni hilo. Malipo ya kwanza yalifanyika wakati wa utawala wa Rais Mkapa ambaye alianza mazungumzo na serikali ya Uganda baada ya Uganda kusuasua kwenye mazungumzo ya awali. Amesema kuwa serikali ya Tanzania iliitaka serikali ya Uganda kulipa fidia kwa sababu uvamizi wa Kagera ulifanywa na kiongozi wao, Idd Amin, na kuwa Uganda ilikubali kulipa fidia hiyo. Hata hivyo, Uganda haijafanya malipo yoyote hivi karibuni.

Rekodi zinaonyesha kuwa mwaka 2000, Uganda iliilipa Tanzania Dola 9,656,065 kupitia Wizara ya Ulinzi na Jeshi la Kujenga Taifa na Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa. Hata hivyo, mnamo mwaka 2000, bunge lilifahamishwa na Naibu Waziri wa Fedha wa wakati huo, Prof. Crispin Haule, kuwa kwa mujibu wa mkataba baina ya nchi hizo mbili, Uganda ilitakiwa kuilipa Tanzania Dola za Kimarekani milioni 123.2.

Uganda has already paid Tanzania over USD9 million as part of compensation because of Kagera war fought between 1978 and1979.

Defence and National Service minister, Shamsi Vuai Nahodha, disclosed this in Dodoma when responding to question by Mbinga MP, John Komba who had wanted to know the reason as why the government doesn't ask for compensation from Uganda.

He said Tanzania assisted Uganda in a war that led to the overthrow of Idi Amin's regime. "This also gave a room for Ugandan President Yoel Museveni to get into power. But, on the other side of the coin, Museveni has teamed up with Rwanda to ditch from using the Dar es Salaam Port and instead use Mombasa Port in Kenya," said Komba.

Nahodha admitted: "It is true Tanzania fought with Uganda between 1978 and 1979 following invasion made by Idd Amin Dada in Kagera Region claiming it is part of his territory."

He added that because the war was caused by Amini's invasion, after the war in 1979, Tanzanian government asked Uganda to pay compensation and Uganda agreed to d so.

"Unfortunately, Ugandan government didn't heed to its promises at that time. The Tanzania's third phase government under President Benjamin William Mkapa reinvented the talks with Uganda," he said, disclosing that the neighbouring country was required to pay USD18,481, 029.91.

Nahodha said that Uganda has paid an instalment of about USD9,656,065 and the money was deposited in the government's basket fund.
"So, the remaining amount is USD8,824, 964.56."

Relations between Tanzania and Uganda had been strained for several years before the war started. After Amin seized power in a military coup in 1971, the Tanzanian leader Julius Nyerere offered sanctuary to Uganda's ousted president, Milton Obote. Obote was joined by 20,000 refugees fleeing Amin's attempts to wipe out opposition. A year later, a group of exiles based in Tanzania attempted, unsuccessfully, to invade Uganda and remove Amin. Amin blamed Nyerere for backing and arming his enemies.

The relationship between Uganda and Tanzania remained strained for many years. In early October 1978, dissident troops ambushed Amin at the presidential lodge in Kampala, but he escaped with his family in a helicopter. This was during a period when the number of Amin's close associates had shrunk significantly, and he faced increasing dissent from within Uganda.

When General Mustafa Adrisi, Amin's Vice President, was injured in a suspicious car accident, troops loyal to Adrisi (and other soldiers who were disgruntled for other reasons) mutinied. Amin sent troops against the mutineers (which included members of the elite Simba Battalion), some of whom had fled across the Tanzanian border.

The rebellion spilled over into Tanzania, where Tanzania-based anti-Amin exiles joined the fighting against Amin's troops.

Wamemaliza kulipa deni la vita ya kwanza lakini bado wanaendelea kulipa deni la vita ya pili na inasemekana itawachua hadi mwaka 2034 kulimaliza.

I'm not sure, so I need to check the official figures.
