The pupils were reportedly travelling for a study trip when the overcrowded vehicle was stopped.
Describing the incident as reckless and unacceptable, Dr. Lakisa said putting children in such conditions puts their lives at serious risk.
"Our children's safety is non-negotiable," she said, calling on the Traffic Police to strictly enforce road safety regulations and crack down on schools that overload vehicles.
She also urged school proprietors, headteachers and drivers to put children's safety first.
"Our children are not cargo. They are the future of Uganda. No convenience is worth a child's life," the minister said.
The minister warned that schools must comply with transport safety regulations to prevent avoidable road accidents involving learners.
