The Minister of Local Government, Balaam Barugahara Ateenyi, has ordered the arrest of Namahande Saul the Headteacher of Bupoto Primary School in Namisindwa District after the school administrator admitted to inflating the school's enrolment figures to fraudulently obtain additional government capitation grants.
The incident happened during the Minister's inspection tour of the Bugisu Sub-region, where he has been assessing service delivery and accountability in local government institutions.
According to the Headteacher's admission, the school's enrolment was exaggerated by 346 learners, enabling the school to receive significantly more capitation funding than it was entitled to. Based on the current capitation grant allocation, the inflated figures reportedly translated into about UGX 6 million in extra funding each term, amounting to approximately UGX 20 million annually.
In a video recorded after his arrest, the Headteacher publicly apologised to President Yoweri Museveni and admitted responsibility for the fraud.
"I have been caught for inflating the number of learners by 346. I ask for forgiveness. I will not do it again."
He further admitted that he had been solely benefiting from the fraud, saying he had been taking the entire share obtained through the inflated enrolment figures.
Minister Balaam Barugahara condemned the misuse of public funds, saying resources meant to improve education must benefit learners rather than individuals. He directed security officers to arrest the Headteacher and ensure he is investigated and held accountable.
The case adds to a series of accountability inspections by the Minister across the Bugisu Sub-region, where several public officials have faced disciplinary action over alleged financial mismanagement and poor service delivery.
