The Uganda National Examinations Board (UNEB) has arrested five people accused of selling fake examination papers as the 2026 Uganda Certificate of Education (UCE) examinations begin.
UNEB Executive Director Daniel Odongo said the suspects were arrested by the board’s security team on Wednesday and were being taken to court to face charges.
Speaking on Thursday during the official commissioning of the 2026 UCE examinations at UNEB offices in Kyambogo, Odongo said the arrests followed reports of individuals selling papers they falsely claimed were genuine examination materials, with several members of the public already falling victim to the scams.
“We will use all the resources at our disposal to track down these perpetrators of examination malpractice who are hoodwinking the public,” Odongo said.
He warned that both sellers and people attempting to obtain examination papers illegally could face prosecution under the UNEB Act, Cap 259, and the Penal Code.
Citing Section 25(1) of the UNEB Act, Odongo said anyone convicted of unlawfully obtaining or attempting to obtain examination papers or materials, including items falsely presented as genuine papers, faces a fine of up to Shs40 million or imprisonment for up to 10 years.
The warning comes as 503,355 candidates begin the 2026 UCE examinations. Of these, 264,722 are female and 238,333 are male, representing a 16 per cent increase in registration compared with last year.
Odongo said UNEB security teams were already on the ground to safeguard the examinations and track down individuals seeking to exploit candidates and the public through examination fraud.
He urged candidates, parents and the public not to pay for purported examination papers and to report suspected scams to the relevant authorities.
