Keep in mind .President is the head of state.If there was any negligence in rescue and evacuation or negligence in checking the ferry before departing ,lack of rescue equipment s and stuff like that ,where by government is responsible then he will be blamed.

But another crucial peace of evidence is there was no mechanical problem with the ferry, because it had been serviced new pair of engines. So far everything is pointing overcrowding. So does Magufuli deals with overcrowding of marine vehicles?
