The True Patriots Should Take a Stand and Walk!

If there is another Golden Opportunity for a true Intifada to the politics of Tanzania, then this is the perfect time for it.

As Kikwete's Government is presenting its 5th budget and all indicators are showing no progress to eradicate Poverty, Ignorance and Diseases, but to enrich the rich and sinking the country into a massive debt, it is tme for th true Patriots of all colors who are congregating in Dodoma, not only denounce the budget, but to walk away from the budget session in Dodoma and return to their constituencies!

Yes all the true Patriots of Tanzania, those who claim to be the representative of the Wananchi voices and causes, do not need to wait to debate or discuss any other presentation from any ministry or present a bill, they should simply pack their bags, forgo the salaries, allowances, posho and any form of payment to facilitate their stay in Dodoma and go back home and tell the Government to use the money to built Hospitals, purchase desks and books, and raise minimum wage!

The shameful increase in spending of our Government in comparison to its earnings is an embarrasment to us as a Nation and we are expanding the debt with such magnitude that it may take 7 to 8 generations for Tanzania to be able to repay the debts that have been accumulated and accrued this budget of 2010.

It is very simple action, and it does not need rocket science or too much thinking or contemplation of the aftermath of the walking out! Rather than thinking about your own political futures, you should all think about the uncertainty of future of Tanzania due to soaring debts, incompetence and ineffectiveness of CCM government and its leadership that has embraced all methods of expolitation of labor and resource in addition to plundering of our economy through massive and organized corruption and delibarate sabotage of national assets done through inferior contracts and trade agreements.

Yes Revolutionary Right Reverend Kishoka is urging you, the Mbunge to Walk out of this Bunge session, and save our country from falling deeper into abject poverty!

Historia ya nchi yetu imeonyesha kwamba viongozi wote waliowahi kuwa Patriots kwa nchi yetu wamekufa maskini na wengine hadi leo hawathaminiki na hata familia zao kwa sababu they have nothing (monies) to show!. Fedha za EPA, Meremeta na hata Richmond, hazikuwa kwenye bajeti yetu wala kuhesabika kuwa ni za kwetu, hivyo tulivunja miiko ya kuwa waaminifu kwa kutumbua pesa za wenye EPA, Meremeta na hata msamaha wa WB-IMF ambao ulisema fedha hizo za msamaha ndio zitulletee mitambo wakati ule wa Richmond.

Ninachozungumzia hapa ni hili la matumizi kuongezeka kila siku na kukopa kila siku lakini hakuna mwenye hiari ya kusema tukaze mkanda, Serikali ipunguze ukubwa wake na matumizi na vitabu vikaguliwe kwa umakini na kuhakikisha matumizi yanadhibitiwa.

Ukisoma kauli ya Zitto kusema kwa kila shilingi 100 tunayotumia 23 ni mkopo mimi nitakataa na kusema 45 ya hizo 100 ni mkopo na hil ni deni na mkopo ulioisha majuzi mwaka wa fedha wa 2009 ulioikwisha. Sasa hili la 23 ni deni jipya linaloanza na bajeti hii.

Hakuna motisha au msisimko kutoka Serikali kubuni mbinu za kuongeza mapato na ubora wa maisha ya Mtanzania. Lengo la awamu ya nne imekuwa kuwafurahisha wawekezaji.

Majuzi kuna aliyedai kuwa ni heri Mkapa alitufutia deni, sasa swali ni kuwa kama Mkapa alituachia ziada, tumeimalizaje kwa miaka mitano na kuongeza deni letu maradufu kwa kiasi tukope kwenye mabenki ya biashara ili kujiendesha?

Ndio maana natoa wito kwa Wabunge kuondoka Chimwaga na kujirudia majimboni mwao!

When a budget proposal is bad, MPs should vote against it. They should not run from it. Or are you calling for a crisis in governing?

The budget is bad, but it is not the problem. It’s but a consequence of it. “True patriots” should solve the underlying problem. Running from a consequence will not be enough.

The problem is bad governance. This can be solved by changing the way we govern ourselves. But we cannot elect the same people over and over again and expect a different result!

Kenya has been able to improve the way they govern themselves. And they are pondering more fundamental improvements. Why can’t we do the same?

I was convinced that we could rally around Slaa and usher in a new set of leaders. But the man has disappointed me. He only wants to strengthen the opposition. He does not want to be President. But what we need now is not CCM ruling and a stronger opposition. We need a new ruling party and CCM in the opposition!

Benjamin Mkapa did a tremendous job of building macroeconomic stability. But he also dealt us a bitter blow by leaving us Kikwete. We would have been much better off with Kigoda, Salim or even Mwandosya. Did Mkapa have to leave us the worst of the contenders?

Does this mean that I have lost all hope? No. That would go against everything I believe in. And I believe in Mwalimu’s famous saying: “It can be done, play your part”. But I am at a loss as to what my part ought to be right now. Do you, dear compatriots Kishoka, Mzee Mwanakijiji, Mkandara and others, know what your part ought to be?

Until a few weeks ago, I thought my part was to drum up support for Slaa. But the man just wants to be in opposition! What a waste! It’s a national tragedy!

Kuna namna nyingi za kuamsha mabadiliko. Hili ninaloliwasilisha ni la kushinikiza Serikali ya Tanzania ikwame kwenye tuta na wala si kuisaidia ipande tuta. Huo ndio msimamo wangu.

We are already suffering and we have nothing to loose if the Government will come to a stand still and crisis erupt! May be then Watanzania will learn a lesson of not trusting CCM and its false promises to take us to the promised land.

Ni mpaka pale Kikwete na Serikali yake hata wakitumia mabavu ya kijeshi au kebehi na Wazee wa Dar wakae mkao wa kifo cha Mende na kuwa taabani na kujirudi na kusahihisha upuuzi wanaofanya ndipo Watanzania tuamke na kukataa kuwapa miaka mingine mitano ya kutuhujumu.

Kinachotokea sasa hivi cha matumizi yasiyo na msingi au kikomo ni uhujumu wa kihalali unapitia bajeti na unatungiwa sheria na kupitishwa Bungeni kama sehemu ya bajeti na matumizi kwa Taifa!

Wameacha kuiba kwa ujanja ujanja au kuwa na mikataba hewa, sasa hivi wanaweka uhujumu kama sehemu ya bajeti na watakaoumia ni Wananchi ambao kila siku wanaambiwa safari ya kupata maendeleo na maisha bora kwa Mtanzania yako mbali na yameingiliwana mtikiso wa uchumi wa dunia!

Up to now, even a child can sense the smell of the garbages of our government which have lost its sovereignty. My concern here is not just an agree to disagree the ruling power, but its more toward the lack of Real Jingoists who are ready to do what they are saying, lack of Patriots who are ready to practice the feeling of majority with all of his heart. For a time now we have being calling some are Patriots but in real sence they are not, they are just an OPPORTUNISTS who are using the available opportunities by acting as a patriots while their intention is against the feeling of Majority, Thus is why they are easily be bribed and changed. What Dr. Slaa have noted is what am trying to express here. We do not have a real Heroes yet in the system, if there is, they are not yet active. You can not be a president of yourself with a hope of achieving the bests if you do not have a good team to stand after your decision. I agree much to Dr. Slaa's vision of having a REAL strong opposition that can led the country towards the real changes.

We need a revolution period! Not the Millitary Junta like West Africa or South America, but a revolution through people representatives as long they are on our side and they are ready to fight our battle and on our behaf and not on behalf of any establishment.

Yes this issue with budget is critical. Kikwete trounced the plea to improve welfare of Tanzania workers and even declared he cared not for their votes! Now if you are Mbunge and you have a President who has audacity to utter such garbage, then you have to choose a side, either you are for the people or establishement!

The budget support the existance of the establishment and thus the more frequent flyer miles accrued by our President to tour the world and an open check book to pay for pesky and fish project and expenditures!

If we deny him the money, he will cease to function and thus his down fall and so is his party.

If you read the budget and the so many delightful promises and the propagandas that have started being trumpeted by Kikete himself like delivering 2005 election promises and the revived chorus of media that is showering praise to the Government descicion to remove taxes and duty to combine harvesters (which peasant in Tanzania can afford a tiller, let alone tractor and combine harverstor?), then you will find so many gaps that quantify the assesment made by Zitto and even of all people Mramba!

To me, CCM must fall and at this minute I can careless at what cost! We are already paying steeply and dearly to make a decent living, to have jobs, to secure food, shelter and decent education and health services.

I will not mince my words or make compromise on this plea to ask the true patriots to walk out. Enough is enough, each year we hear compounding promises of better tomorrow at the same time we are raking significant compound interest on loans to make us see another day due to incompetence and mismanagement of our treasury don eby CCM and its leadership.

As far as opposition and Dr. Slaa are concerned, my stand is clear, they are not ready and willing to fight the battle and slug it mpaka kieleweke. Dr. Slaa can surely see that consigning CCM to the ranks of the opposition would be the surest way to strengthen the opposition! How could he have, as his ambition, to simply strengthen the ranks of an opposition to a government that everybody else wants changed?

Reverend Kishoka: you say that you want a revolution. Truth is, you can't have one. Not of the nebulous nature that you described. And we both don't want a military coup. We just want a clean, honest to God change of government. Not a messy change that starts from looters in the streets.

It is possible to have a democratic, peaceful, morale boosting and people empowering change like they did in Zambia, in Ghana and in Kenya.

Are you saying that MPs could deny JK money by not passing the budget? He does not need a budget to access the treasury. As long as you and I pay taxes, JK will have money.

And, it is CCM, rather than JK, that is our real problem. It is the protection of CCM that enables our rulers to plunder the Treasury with impunity. And if you think that people who are vying for a second term are plundering the Treasury now, wait until they get that second term. I tell you Brother, you ain't seen nothing yet!

Watanzania hawajawahi kuona Kiongozi akigomewa kwa hoja au msingi ambao unaeleweka, siku wakiona kitendo hicho kinatokea kitaacha everlasting impression kwenye mawazo yao na huko mbele ya safari nao watadiriki kufuata nyayo za hao waliogoma.

Kuondoka Bungeni si kutoa masharti tena, kila mwaka tunaambiwa hili litasawazishwa, lakini halisawazishwi. Utoh katoa ripoti yake inayoonyesha Serikali kuu inavyoshindwa kutekeleza mapendekezo ya mkaguzi mkuu, sasa kwa nini Wabunge waendelee kuridhika na majibu batili ya Serikali?

Kikwete hata akitumia mamlaka ya hali ya hatari na kujipitishia bajeti, bado kama Wabunge wataikataa bajetti na hata kuacha hizo posho Dodomana kurudi makwao itakuwa ni kitendo cha kishujaa sana na kitamwacha Kikwete akihangaika kukusanya Wazee wa Dar, wanafunzi wa UDOM kujisafisha, lakini ukweli unabakia kuwa uzembe wa uongozi wake unalihujumu Taifa letu kihalali na kwa kupitia sauti na wawakilishi wa umma.

Bob Marley alisema "total destruction is only solution" sisi solution yetu sasa ni kumwacha akae pekee yake pale Bungeni na wale Wabunge wake ambao ni waoga, wenye kulinda maslahi binafsi na ni bendera fuata upepo ambao watabakia kuwa mihuri isiyo na uwezo wa kuhoji.

Ikiwa Serikali kuu inajifanyia mambo bila kujali mihimili mingine, kwa nini hao wengine nao wasifanye lile lililosahihi kwa Watanzania na umma wa Watanzania?

Chukulia mfano, Serikali yetu inaingia mikataba na inawakingia kifua wawekezaji na kuliambia Bunge halina mamlaka kupitia hiyo mikataba, huu ni uhuni na ubabe na umeendelezwa si na Buzwagi pekee, mpaka sasa hivi tunaviingiza vyombo vya ulinzi na usalama kuwa makuli kwa kitendo cha JKT na Magereza kutumika (ardhi na nguvu kazi)kwa Wawekezaji wa kilimo (ambao wameondolewa ushuru na kodi ya pembejeo) kisa ni Kilimo Kwanza. Leo hii hakuna mbunge atakayeweza kuhoji undani wa mkataba huo, bila kuimbiwa manufaa na akisimika mguu chini, atafanyiwa mikingamo na mizengwe aondolewe.

THen why continue to compromise with such attitude from executive branch? Mbunge katumwa na Wananchi na anafanya kazi kwa manufaaya Wananchi na si Serikali Kuu.

Narudia tena kama Wabunge wenye kudai wao ni Wapiganaji na ni wanalinda maslahi ya Taifa wana akili timamu na ni mashujaa wasioogopa maslahi yao binafsi, basi wafungashe virago, wamwambie Spika kuwa hizo posho ambazo wangelipwa zirudi hazina au zipelekwe kwenye mfuko wa maendeleo wa Wilaya na wao hawakubaliani na Bajeti hii na mwelekeo wa uendeshaji wa Serikali ya Kikwete!

A real Patriot is the one who can act not just to act but also to act with a sense of Urgency. If all MP's can step out of the parliament there must be something positive to happen, that is true for every thought.
