Tensions are mounting across the Teso sub-region after former Works Minister and senior Arrow Boys commander, Musa Ecweru, issued a public ultimatum calling on retired former Deputy Chief of Defence Forces (CDF) Lt Gen Peter Elwelu to surrender to recognised authorities or face what he described as a coordinated hunt by local security structures.
Ecweru's remarks have stirred debate and concern across the region, drawing attention to longstanding security dynamics involving the Arrow Boys, a community-based vigilante force that gained prominence for helping communities defend themselves against cattle rustling and insurgent threats in eastern Uganda.
Speaking during a public engagement, Ecweru accused Elwelu of actions that he said had created unease within sections of the community and warned that local leaders and security actors would not remain passive. He urged the retired general to present himself to relevant authorities and seek legal avenues to address any outstanding concerns.
The statements have quickly become a major topic of discussion in Teso and neighbouring regions, with residents expressing mixed reactions. While some have welcomed calls for accountability and adherence to the law, others have cautioned against rhetoric that could inflame tensions or be interpreted as encouraging extra-judicial actions.
Lt Gen Elwelu, a former senior military commander who served in various leadership positions within the Uganda Peoples' Defence Forces (UPDF), has not publicly responded to Ecweru's ultimatum. Security agencies have also not issued an official statement regarding the matter.
Political analysts warn that the dispute could deepen divisions within the region if not handled through established legal and institutional channels. They argue that any allegations against individuals, regardless of status, should be addressed by competent authorities to avoid creating uncertainty or tension among the population.
