The Ministry of Education and Sports left Shs160.799 billion unspent in externally financed projects by the end of the 2025/2026 financial year, even as it warned Parliament that rising student enrolment without a corresponding increase in funding was straining its resources.
According to the Ministry’s FY2025/2026 performance statement, Shs287.005 billion was released for externally financed projects, but only Shs126.206 billion had been spent by the end of June 2026, leaving about 56% of the funds unused.
The Ministry attributed the low absorption rate largely to difficulties in acquiring land for the Uganda Secondary Education Expansion Project, which delayed planned construction activities.
In contrast, the Ministry reported spending 96.9% of the funds released for activities financed directly by the Government of Uganda, indicating a significant difference in expenditure between domestically and externally financed programmes.
The figures come amid the Ministry’s concerns over increasing enrolment, which it says is putting pressure on available resources as budget growth fails to keep pace with demand.
