This what we wanted our "man" in Dar es Salaam to tell them instead of him mounting diplomatic tension between Dodoma and Kigali.

Isn't it the same thing? After disarming what next? They want to go home. Someone will have to receive them and ensure that they are resettled. That means talking to them regardless of the tone of voice. That would eventually be the outcome of what JK was proposing. Wouldn't it?

I'm not sure if anybody is surrendering. You surrender in the battlefield. These are called 'feelers' for negotiations. In all calculations if anybody dreamed that FDLR could go back to Rwanda by means of military victory they were hallucinating. Similarly Rwanda invaded Eastern DRC several times, one time with acquiescence of the DRC Government and FDLR was not wiped out. The remaining option is to negotiate and end the hate between Rwandans. In TZ we say 'Kubali Yaishe'.
