Former Asian Football Confederation President Mohammed Bin Hammam is alleged to have paid out £3 million in bribes to football officials to secure support for the 2022 Qatar world cup bid

Leading MPs have called on Fifa to strip Qatar of the 2022 World Cup after it emerged illicit payments of £3 million were made to corrupt officials.

John Whittingdale, chairman of the Commons culture select committee, said: 'There is now an overwhelming case that the decision to where the World Cup should be held in 2022 should be run again.'

Conservative MP Damian Collins, who submitted a private member’s bill to Parliament last month that would fight corruption in football, also called for the process to be re-run.
A damning email dossier shows how Mohamed Bin Hammam former president of the Asian Football Confederation used the slush fund to garner support for Qatar's bid to host the tournament.

The Sunday Times reports that the bribes helped sway key members of FIFA’s 24-man ruling committee into giving the green light for the Arab emirate to host the tournament, despite its lack of football infrastructure.
It is alleged that delegates who decided upon the destination of the 2022 competition were treated to lavish junkets and large cash payments to secure their support.
The secret dossier provides evidence of £3 million in cash payments to football officials across the globe in order to secure support for the Qatari bid.

When the decision was announced, there was shock as the Gulf state has no tradition of football or any suitable stadiums.

Also, concerns were raised that with temperatures exceeding 50c, it would be dangerous for both players and supporters.

During one session in 2008, Bin Hammam is believed to have handed over $200,000 in cash to 25 delegates who had been flown to Kuala Lumpur to discuss the bid.

It is alleged that African football officials received cash payments up to $80,000 from accounts controlled by Bin Hammam.

FIFA president Sepp Blatter, right, awarded the competition to Gulf state following a vote in December 2010

The disclosures come less than two weeks before Brazil is set to host the World Cup and will heap pressure on the tiny desert state.

One official sought $232,000 to be paid into his personal bank account which he said would be used to develop football pitches.

Bin Hammam was banned from world football 2011 after he was discovered bribing officials during his bid to get elected Fifa president.

Fifa is now under pressure to re-examine the Qatari bid as a result of the latest corruption allegations

The Qatari World Cup committee now face an investigation by Fifa's ethics investigator Michael Garcia.

The New York lawyer is due to fly out to the middle east next week to investigate the controversial competition bid.

Among the shocking allegations, The Sunday Times alleges that former Caribbean football chief Jack Warner was paid $450,000 before the 2010 bid.

[h=3]COUNTING THE COSTS: QATAR 2022[/h]Qatar, which holds the world’s third-largest natural-gas reserves, plans to spend more than $200 billion on new infrastructure before hosting the sporting event.

This is expected to include $34 billion on a rail and metro system, $7 billion on a port and $17 billion on an airport.

The stadiums will cost $4 billion, according to the ministry of business and trade.

However, the Middle Eastern state of two million people is facing delays and escalating costs related to the event.

Work started later than planned on the metro system, and the opening of the new airport is six years behind schedule.

It originally announced plans for 12 stadiums, including nine new playing fields and three refurbishments, but that has bee cut to eight.

Fifa decided to announce the winners of the 2018 and 2022 World Cup bids on the same day in 2010, when they awarded the competition to Russia and then Qatar.
England had run a campaign to host the competition in 2018, but were humiliated when they received only two votes.

Prime Minister David Cameron and Prince William played a central role to the failed English bid.

Only last month, FIFA president Sepp Blatter admitted it had been a ‘mistake’ to hand the tournament to Qatar after technical assessors had said the searing temperatures could be harmful to players.

The revelations emerged as it was reported that police were probing World Cup match-fixing involving Nigeria.
A football agent was secretly filmed claiming that Nigerian footballers were willing to rig ties in Brazil for cash, saying: 'I know the games, I know the system.'
Members of the Qatar delegation denied that Bin Hammam had any role in their successful bid, while members of his family refused to comment on the issue.

Haswaaa, huyo Blatter juzi kajitetea eti hizo tuhuma zinatokana na racism/ubaguzi wa rangi. Toka lini rushwa ikawa sawa na racism?

Sepp Blatter has indicated he wants to seek a fifth term as Fifa president and called Uefa "disrespectful" after calls for his resignation.
He has been widely criticised over the damage corruption allegations have caused football's governing body.
But the 78-year-old Swiss said he was angered by calls by his European counterparts for him to quit.
"This was the most disrespectful thing I've ever experienced in my entire life," he said at Fifa's congress.
Ahead of the 2014 World Cup, which starts in Brazil on Thursday, Blatter said "his mission is not finished" after Fifa decided not to impose an age limit nor maximum terms for officials.
Meanwhile, he floated a new proposal for matches where managers would be allowed two challenges to refereeing decisions during a match with immediate television reviews.
Any such plan would need to be approved by the International Football Association Board.
With continuing controversy over Qatar's successful bid to host the 2022 World Cup, Blatter has come in for increasing criticism.
On Tuesday, he faced calls from Football Association chairman Greg Dyke and a number of senior European members to keep to his 2011 pledge and step down next year.
However, Blatter was greeted with applause as he gave his closing remarks at Fifa's annual congress on Wednesday.
"I know that my mandate will finish next year on 29 May in Zurich, but my mission is not finished," he said.
"We will build the new Fifa together. We have the foundations today because we have the budget for the next four years.
"Congress you will decide who takes this great institution forward. But I can tell you I am ready to accompany you in the future."
At the annual congress, investigator Michael Garcia said he has already reviewed the majority of the files obtained by the Sunday Times as part of his long-running investigation into the Qatar 2022 World Cup bid.
The New York lawyer announced last week that he would not extend the investigation beyond 9 June after the British newspaper published a series of articles based on a huge leak of secret emails and documents.
That prompted fears he was ignoring evidence that The Sunday Times claimed was proof that former Qatari football chief Mohamed Bin Hammam helped secure the 2022 World Cup for the Gulf state through secret deals and favours.
But Garcia told Fifa's congress on Wednesday: "No-one should assume what information we have or do not have.
"The vast majority of that material has been available for us for some time, long before the recent wave of media reports.
"We have gone to what appears to us to be the original source of that data and we are confident that we will have full access to whatever else may be in that data set and we will review that data for anything else relevant prior to issuing any final report."

Garcia also revealed that, over the last six months, he has spoken to representatives of every bid team involved in the joint bidding process for the 2018 and 2022 World Cups.
He said he and his team have "spoken to or attempted to speak to" every member of the Fifa executive committee who voted in the election in December 2010, whether they remain active football officials or not.
This would appear to suggest that Garcia has attempted to interview Bin Hammam, even though the former Fifa vice-president was banned from football for life for his part in another bribery scandal in 2011.
Garcia, a former US district attorney, is expected to hand over his report to Fifa's adjudicatory chamber in the next six weeks.
Blatter said last week that he expected a summary of Garcia's findings to be made public in the autumn.

FiFA SPONSORS BACK 2022 INQURY

Football's world governing body Fifa is under growing pressure from a number of sponsors after its decision to award the 2022 World Cup to Qatar.
Sony, Adidas, Coca-Cola, Visa and Hyundai/Kia have expressed concern over claims of wrongdoing in the bidding process.
In total, five of Fifa's six main sponsors have issued statements relating to the Qatar bid.
Only airline Emirates has so far declined to comment.
Oil company BP and the maker of Budweiser beer, who also sponsor the World Cup, have also registered their concerns.
Qatar was chosen to host the World Cup in December 2010, beating off competition from Australia, Japan, South Korea and the United States.
Fifa's ethics committee is already investigating allegations of corruption surrounding Qatar's successful bid, with a report due next month.
In response to the clamour for a fresh investigation, Fifa president Sepp Blatter has called for time.
He posted a message on his Twitter account (external) at the weekend, insisting the organisation was taking the allegations seriously.
However, the concerns of a number of high-profile sponsors will increase the pressure on Fifa to act.
Vice-president Jim Boyce has already said he would support a re-vote if allegations of corruption are proven.
German sportswear company Adidas, which has a long-term sponsorship deal with Fifa that runs until 2030, said in a statement: "The negative tenor of the public debate around Fifa at the moment is neither good for football nor for Fifa and its partners."
Coca-Cola added: "Anything that detracts from the mission and ideals of the Fifa World Cup is a concern to us."
Car manufacturer Hyundai/Kia said in a statement: "We are confident that Fifa is taking these allegations seriously and that the investigatory chamber of the Fifa ethics committee will conduct a thorough investigation."
Fifa issued a statement from its marketing director Thierry Weil, in an attempt to calm the situation.
"We are in constant contact with our commercial affiliates, including Adidas, Sony and Visa, and they have 100% confidence in the investigation currently being conducted by Fifa's independent ethics committee," said Weil.
"Our sponsors have not requested anything that is not covered by the ongoing investigation by the ethics committee."
Last week, the Sunday Times newspaper alleged that Qatar's former Fifa vice-president, Mohamed bin Hammam, paid £3m to football officials around the world to help win support for Qatar in the run-up to the World Cup vote in December 2010.
Now Bin Hammam is facing claims he used his contacts in the Qatari royal family and government to arrange deals and favours to secure the tournament for his country.
According to the emails, some of which have been seen by the BBC, the 65-year-old Bin Hammam:
Visited Vladimir Putin in the Kremlin to discuss "bilateral relations" between Russia and Qatar a month before the votes for the 2018 and 2022 World Cups.
Brokered government level talks for Thailand's Fifa executive Worawi Makudi to push a deal on importing gas from Qatar to Thailand. Makudi told the paper he did not receive a concession for his part in any gas deal.
Invited Germany's former Fifa executive Franz Beckenbauer to Doha just five months after the vote with bosses from an oil and gas shipping firm which was employing him as a consultant. The firm involved says it was exploring possible Qatari investments in the shipping and maritime sector but that no deal ever came from the talks. When approached by the Sunday Times, former German international Beckenbauer declined to comment.
Fixed meetings between nine Fifa executive committee members, including Blatter, with members of the Qatari royal family.
Arranged a meeting between the Qatar bid team and Uefa boss Michel Platini at European football's headquarters in Nyon. Platini, who has openly admitted voting for Qatar, says Bin Hammam did not attend the meeting and insists he has nothing to hide.
Qatar's World Cup organising committee reiterated it was confident the bid had been won fairly. Bin Hammam has so far declined to comment.
Emails leaked to the Sunday Times appear to demonstrate Bin Hammam, banned from football for life in 2012 for his part in another corruption scandal, was working to secure support for the Qatar bid.
But while that might be uncomfortable for Qatar and Fifa, it is not clear that he or the bid broke any of the governing body's bidding rules.
Fifa executive committee members were not subject to the same restrictions placed on bid officials, while all bidding nations used heads of state and senior government figures to try to win votes.
England's failed bid for the 2018 tournament used Prince William, the president of the Football Association, and Prime Minister David Cameron throughout the latter stages of their campaign.
It is also part and parcel of big sporting bids for countries to use them to try and broker big trade deals.
Fifa's chief investigator, lawyer Michael Garcia, must now consider whether to include the latest revelations in his long-running inquiry into the bidding process for the 2018 and 2022 World Cup tournaments.
He intends to wind up his investigation on 9 June before filing his report with Fifa's new adjudicatory chamber in the middle of July.
Fifa has confirmed to BBC Sport that Garcia will provide an update in person to delegates from 209 national associations in Brazil this week.

Fifa 'like mafia family', says former FA boss Triesman

Lord Triesman told the House of Lords: "FIFA I'm afraid behaves like a mafia family."
The former chairman of the Football Association, Lord Triesman, has accused Fifa of behaving like a "mafia family".

Speaking in Parliament, the Labour peer said football's world governing body had a "decades-long tradition of bribes, bungs and corruption".

He suggested fictional mafia boss Don Corleone would "admire" its approach.

The 78-year old indicated he would seek a new term as the head of Fifa next year, saying his "mission is not finished" and he is "ready to accompany" the organisation as it seeks to build a new future.

Fifa is probing corruption claims over Qatar's winning bid to host the 2022 World Cup, allegations that are denied by the Gulf nation but which have prompted calls for the bidding process to be reopened.

'Non-existent investigations'
Speaking during a debate in the House of Lords, Lord Triesman called for major change at the body that runs world football and organises the World Cup.

"Fifa, I'm afraid, behaves like a mafia family," he said. "It has decades-long traditions of bribes, bungs and corruption.

"About half of its executive committee who voted on the last World Cup have had to go.

"Systematic corruption, underpinned by non-existent investigations where most of the accused are exempt from the investigation, make it impossible to proceed."

Referring to preparations for the Qatar tournament, he suggested that "foreign construction workers dying in their dozens in Qatar stadium construction sites are essentially ignored".

'Eliminate corruption'

He praised the "exemplary" work of British media, including the Sunday Times and the BBC Panorama programme, in revealing corruption in Fifa and said it was time for the organisation to "step up to the mark" and "eliminate corruption wherever it exists".

And he applauded the stand taken by current FA chairman Greg Dyke against the "grotesque" accusation by Fifa general secretary Sepp Blatter that criticism of the world governing body was racist.

"Don Corleone, I believe, would have recognised the tactics and he probably would have admired them."

'Upright'
Don Corleone was the patriarch of the most powerful New York mafia family in Mario Puzo's seminal novel The Godfather, which was turned into a series of Hollywood films.

Speaking at Fifa's Congress in Sao Paulo, Mr Blatter said the organisation must be "responsible and upright" in all its activities and "listen to all voices" about its future.

Mr Dyke is among a number of European football officials to have urged Mr Blatter to retire when his current four-year term ends next year.

But attempts by a number of European federations to limit how long a Fifa boss can remain in office and to set an age limit on incumbents, which would have effectively barred Mr Blatter from standing again, were defeated in a vote on Wednesday,

Mr Blatter, who is thought to retain the support of delegates from Asia and Africa to continue in the role, told the Congress that although it would make the final decision on would lead the organisation, "I can tell you I am ready to accompany you in the future".

The BBC's sports editor David Bond said this was Mr Blatter's strongest hint that he wanted to stay in the job for another four years.

For the good of the game, Blatter has got to go
