President Samia’s Visit to Russia: Wrong Timing!

President Samia Suluhu Hassan’s reported state visit to Russia in June 2026 raises profound political and moral questions for Tanzania. At a moment when the country is still grappling with the aftermath of the disputed 2025 General Election and demands for accountability over post-election violence, the symbolism of such a visit could not be more troubling.

State visits are never merely diplomatic formalities. They communicate priorities, values, and political alignments. When a leader chooses to stand beside another government on the international stage, the visit inevitably sends a message about legitimacy and solidarity.

Russia remains under unprecedented international scrutiny following its 2022 invasion of Ukraine. The war has resulted in massive human suffering, widespread destruction, and continuing international condemnation. Although Russia has maintained relations with many countries and continues to host foreign leaders, it remains diplomatically isolated from much of Europe and North America. For Moscow, every high-profile state visit serves as evidence that it is not alone.

This is precisely why President Samia’s planned visit matters.

The timing is especially problematic because Tanzania itself faces unresolved questions about political violence following the October 2025 General Election. Human rights organizations, opposition parties, and United Nations experts have documented allegations of excessive use of force, extrajudicial killings, arbitrary arrests, and restrictions on fundamental freedoms during and after the election period. While the exact number of fatalities remains disputed, there is broad agreement that the events represented one of the most serious political crises in Tanzania’s recent history.

The government’s own Commission of Inquiry reportedly investigated election-related killings and unrest. Yet many Tanzanians continue to demand transparency, accountability, and publication of the full findings. Before seeking new diplomatic prestige abroad, the government should first address unfinished business at home.

A visit to Moscow risks creating the impression that international partnerships are being prioritized over domestic accountability.

I have seen that some supporters of the trip are arguing that foreign policy should be guided by national interests rather than ideological considerations. They will point to opportunities for trade, investment, energy cooperation, and tourism. These arguments deserve consideration. Tanzania has every right to pursue economic partnerships with any country.

However, foreign policy is not only about economic transactions. It is also about political signals.

At a time when Tanzania’s democratic credentials are under intense scrutiny, associating closely with a government accused of suppressing dissent and waging a devastating war against a neighboring state may further damage the country’s international reputation. Rather than reinforcing Tanzania’s image as a democratic and reform-oriented nation, the visit risks placing it in a growing bloc of governments perceived as indifferent to accountability and human rights.

There is also a strategic risk. Russia’s international position remains uncertain as the Ukraine war continues. Aligning too closely with Moscow may complicate Tanzania’s relations with important Western development partners, investors, and democratic allies. A balanced foreign policy requires engagement with all major powers while avoiding unnecessary identification with any one geopolitical camp.

The question is therefore not whether Tanzania should maintain relations with Russia. It should. The question is whether a high-profile state visit is appropriate at this particular moment.

For many Tanzanians, the priority should not be international ceremonies in Moscow but truth, justice, and reconciliation at home. Before seeking diplomatic victories abroad, the government should demonstrate a clear commitment to accountability for election-related violence, transparency in the Commission of Inquiry's findings, and the protection of democratic freedoms.

A government that has not fully answered questions about its own conduct risks appearing insensitive when it embraces another government that faces global condemnation for its actions.

History may judge state visits not by the agreements signed, but by the political messages they send. In June 2026, the message sent from Moscow may be one Tanzania can ill afford.

Katika kipindi ambacho Marekani na Umoja wa Ulaya tayari wameonyesha kutoridhishwa na mwenendo wa kisiasa nchini Tanzania, hususan baada ya matukio ya Oktoba 2025, malalamiko ya ukiukwaji wa haki za binadamu, na kuendelea kushikiliwa kwa viongozi wa upinzani, jambo la mwisho ambalo Tanzania ilihitaji ni kutuma ujumbe unaoweza kutafsiriwa kama kuhamisha mwelekeo wake wa kimkakati kutoka kwa washirika wake wakuu wa maendeleo kwenda Moscow.

Tatizo si kwenda Moscow.

Tatizo ni kwenda Moscow wakati Washington na Brussels wanaanza kuhoji mwelekeo wa kisiasa wa Tanzania.

Diplomasia sio suala la hisia; ni suala la muda, mazingira na maslahi ya taifa.

Ukweli ambao hatupaswi kuuficha ni kwamba kwa sasa Russia haiwezi kuchukua nafasi ya Marekani na Umoja wa Ulaya katika maendeleo ya Tanzania.

Takwimu zinaonyesha wazi:

  • Marekani imechangia zaidi ya dola bilioni 3 katika kipindi cha 2020–2025.
  • Umoja wa Ulaya umechangia takribani dola bilioni 3.2.
  • Russia imechangia karibu sifuri katika Official Development Assistance (ODA).

Haya si maoni. Hizi ni takwimu.

Wakati mwingine katika siasa tunajidanganya kwamba washirika wanaweza kubadilishwa kwa urahisi. Historia inaonyesha sivyo.

Marekani na Umoja wa Ulaya hawatoi fedha pekee.

Wamekuwa nguzo muhimu katika:

  • mapambano dhidi ya UKIMWI na malaria,
  • chanjo na mifumo ya afya,
  • elimu,
  • maji safi,
  • kilimo,
  • uwekezaji wa sekta binafsi,
  • teknolojia,
  • mafunzo ya wataalamu,
  • na upatikanaji wa masoko ya kimataifa.

Pengo litakalotokana na kupungua kwa ushirikiano huo haliwezi kuzibwa kwa picha za viongozi kukutana au mikataba michache ya kisiasa.

Mataifa hayajengwi kwa alama za kidiplomasia; yanajengwa kwa maslahi halisi ya wananchi.

Swali ambalo viongozi wanapaswa kujiuliza si kama tunaweza kuwa marafiki wa Russia.

Swali ni:

Je, Russia inaweza kuchukua mzigo wa afya, elimu, uwekezaji, biashara na maendeleo ambao Marekani na Umoja wa Ulaya wameubeba kwa miongo kadhaa?

Mpaka sasa, jibu la ukweli ni hapana.

Hatari kubwa zaidi si kupoteza misaada.

Hatari kubwa ni kupoteza imani.

Mataifa yanaweza kuishi bila misaada kwa muda fulani.

Lakini ni vigumu kuishi bila imani ya wawekezaji, masoko ya kimataifa, taasisi za kifedha na washirika wa maendeleo.

Fedha za dunia zina tabia moja:

Hukimbilia kwenye utulivu, uwazi wa kisiasa na taasisi zinazoaminika.

Ndiyo maana nchi yenye busara haiharibu madaraja kabla haijajenga mengine.

Na hata kama imeamua kujenga daraja jipya kuelekea Moscow, ni hatari kubomoa madaraja yaliyoiunganisha na Washington na Brussels kwa zaidi ya nusu karne.

Kwa sababu katika siasa za kimataifa, si kila rafiki mpya ana uwezo wa kuchukua nafasi ya rafiki wa zamani.

Na katika wakati ambao Tanzania inahitaji uwekezaji zaidi, ajira zaidi, teknolojia zaidi na masoko zaidi, taifa linapaswa kuwa makini sana lisije likachanganya uhuru wa kidiplomasia na kujitenga kidiplomasia.

Uzalendo wa kweli si kupiga picha na mataifa makubwa; uzalendo wa kweli ni kuhakikisha maamuzi ya leo hayaleti gharama ambazo wananchi wa kawaida watazilipa kesho.
