Namisindwa SSS Temporarily Closed Over Poor Sanitation, Illegal Student Charges

The government has temporarily closed Namisindwa Senior Secondary School in Namisindwa District over poor sanitation conditions and allegations of illegal charges imposed on students.
The decision followed an inspection conducted by the Minister for Local government, Balaam Barugahara Ateenyi, who revealed that the school, with an enrolment of more than 600 students, had no functional toilet facilities despite receiving UGX 44 million in government funding every school term.

According to Balaam, the inspection found the school's sanitation situation to be alarming, posing a serious risk to the health and safety of learners.
Following consultations with the Acting Minister of Education and Sports, Hon. JC Muyingo, and Hon. Simon Mulongo, it was resolved that the school be temporarily closed until Monday to allow the administration to urgently restore proper sanitation and hygiene standards.

The school management has been directed to empty and rehabilitate the existing toilet facilities to ensure they are safe and usable before learners return.
The inspection also established that the school had been charging every student UGX 65,000, contrary to President Yoweri Museveni's directive on government-funded education under the Universal Secondary Education (USE) programme.

As a result, the headmaster and other responsible officers have been ordered to report to the relevant investigative authorities for case management and further investigations into the alleged misuse of public funds and violation of government policy.

Balaam reaffirmed the government's commitment to safeguarding learners and ensuring that public resources allocated to education are used for their intended purpose.

He warned that any individual found abusing public funds or disregarding government policies would be held accountable in accordance with the law.​

Minister of Local government, Balaam Barugahara Ateenyi, has also expressed concern after discovering that students at Namisindwa Senior Secondary School in Namisindwa District were allegedly being charged UGX 65,000 as a PTA fee despite the school being a government-funded institution under the Universal Secondary Education (USE) programme.

The discovery was made during an inspection visit by the minister, who also raised concerns over poor sanitation conditions at the school which forced Him to close the School until this is fixed.

Balaam said the school, which has an enrolment of more than 600 students, had serious sanitation challenges, including non-functional toilet facilities, despite receiving government funding every term.
Following the inspection, the government temporarily closed the school to allow the administration to address the sanitation concerns and restore proper hygiene standards.

The government has maintained that schools benefiting from USE funding should not impose unauthorized charges on learners.
