President Yoweri Museveni has questioned judicial officers over the delay in the appeal filed by Christopher Okello Onyum, who was sentenced to death for murdering four children at a daycare centre in Ggaba.
Museveni says he personally pushed officials to ensure the case was handled quickly, but the matter later moved into the appeals process, where it has remained pending.
Okello was convicted and sentenced to death on April 30 after the High Court rejected his insanity defence. He later appealed both his conviction and sentence, arguing that the evidence and his mental-health defence were not properly evaluated.
The contrast has drawn attention because the original trial was fast-tracked through Uganda's new mobile-court system, while the appeal has taken considerably longer.
