What do you mean by strong system? I predict you mean a government system. And who is the head of the government system? The president. Corruption is a learned behaviour like liquor drinking or reggae dancing. Given the power vested to this person, the President, if he/she is a person of integrity, of good will, never will he/she fail. Read the history of Europe; how the system was made effective. There was no such illusion of separating strength from individuals' characters.

Yani rushwa kwenye uongozi Wa JPM ndio mkubwa kuliko Tawala zote,watu wengi hawafamu misallocation of fund na ambitious project ndio rushwa mbaya kuzidi zote.Maana yanatekelezwa mambo ambayo hayapo katika Mpango na hela zinatolewa kiholela,Leo hii ni Mbunge gani anaweza kuhoji matumizi ya pesa kwenye miradi ya reli,umeme n.k huku hayakupita bungeni??
