Kwanza, nianze kwa kusema hii issue ya regional integration, there are two ways of looking at it. There is the short term effects of it and then there is the long term effects that sum up to a so called bigger picture!
I think Tanzania may stand to lose a few things in the short term, but we should be farsighted and see beyond that. Tanzania's population is fast approaching 50million and is growing real quick. If there is ever to be a Federal Government of EA, it will comprise of a majority of Tanzanians. It will also be headquartered on Tanzanian soil. Tanzania will also be the breadbasket of the entire EA as well as energy powerhouse. Kenyans have massive geothermal potential and we have gas. Together we can rise up, we just have to make those sacrifices, however painful they may first appear to be.
Honestly, i think regional integration is the right way to go, but we should do it in a way that everyone benefits. Tuandae national agenda tutakayostrive to attain within the EAC...what are we in the EAC for? Once we answer that question tutaua hii 'Kenya-TZ' cold war. Wakenya wameshajibu hilo swali na ndio maana wanachakarika! IAfrika njoo umwage sera!

Nimeona baadhi ya maandishi yake Amb Mwapachu kuhusu EA, alipokuwa SG wa EAC alikuwa na conservative approach to EAC alipostaafu akawa advocate wa more EAC integration where he wants detailed and deliberate approach to political federation as opposed to just slogans. Labda hii inamaanisha mambo mengi yakihistoria ndani ya EAC yametatuliwa.

Hadi sasa hakujakuwa na major negative impact kwa inchi yeyote ya EAC kutokana na EAC. Takwimu.za EAC zinaonyesha kuimarika kwa uzaaji kati ya inchi za Jumuiya.

The current stage of integration that is monetary union and the next one being Political Federation are set to take a minimum of 10years for their implementation. This will be done as we consolidate Customs union and Common Market meaning that there will be a good amount of Economic integration that will have taken place. Issues to do with integration will be done at the same time when EA countries continue to grow their economies. These means that We will be at a different place economically and politically. For these reasons I don't see any major adverse economic effects to any EA country should political federation come to fruition. Politically, state politicians will lose power over the military and foreign policy. On things like human rights, EA citizens will have political power to advance them. So the EA plane that is coming from tarbulent skys will have a soft landing, according to me.

Sure Tanzania with their numbers will have a head start in the federal government, maybe thats why the usually enthusiastic Kenya politicians are now lukewarm on this EAPF. This is coupled with the fact that Tanzania has immense influence on Burundi and given that Uganda (the would be swing state) will not give Kenya (that is perceived to be as an economic power house) political power on top of their economic power. But as long as state rights and citizens rights are protected in the EA constitution, there is nothing to fear.

By the way EAC integration is getting new fans in the name of Entertainers mostly TZ Kiswahili music and movie industry through an initiative I saw sometime back, want direct access to one mass market in EA Kiswahili speaking countries.

Watanzania ni waoga mno wa mabadiliko ya kisiasa na hawaoni mbele sana kutokana na fikra mgando.

Wananchi wanategemea serikali iwatoe kwenye umasikini wakati uzalishaji na upokeaji wa kodi ni mdogo. Watanzania wengi ni wavivu wa kazi na wakwepaji wa kodi. Starehe tumeiweka mbele. Kila siku tunazalisha aina mpya ya pombe badala ya kuzalisha kompyuta na madawa ya kujikinga na magonjwa.

Sisi bado tunasubiri kuonyeshwa na serikali jinsi ya kuzalisha kama wakati wa ujamaa. Kuna wengine hapa JF pia wanadai sera za Ujamaa ndio nzuri zaidi kwa Watanzania. Wameshasahau njaa na shida za ukosefu wa bidhaa chini ya siasa ya ujamaa na kujitegemea ya Nyerere. Tunasubiri kulishwa, kuvishwa, kuelimishwa na kutajirishwa na serikali yetu badala ya kujituma wenyewe.

Wakati wenzetu na nchi nyingine duniani wameruhusu Uraia pacha, sisi bado tunang'ang'ania eti itaathiri usalama wa taifa. Sababu kubwa ya kupinga sio usalama wa taifa bali ni kutoona mbele kutokana na fikra mgando. Upingangaji wa uraia pacha unaenda kinyume na mambo ya dunia ya kileo. Mbingu hazijashuka Kenya wala Uganda waliporuhusu uraia pacha!

Swala la ardhi ndio kabisa usilishike. Jamii ya Tanzania inategemea kuwa wakulima wadogo wadogo, masikini na wenye elimu duni ya kilimo ndio njia pekee ya kuilisha jamii. Kuna ardhi kubwa tunashindwa kuitumia kwa kuwa hatuna uwezo wa kulima kitalaamu kwa kutumia matrekta na mbegu za kisasa. Ndio maana mpaka leo tunanunua matunda nje badala ya kuzalisha nchini. Watanzania watailalamikia serikali kwa ujinga huu lakini ukweli ni kuwa hawako tayari kumpa bepari ardhi ili alime kwa wingi. Wako tayari kumlipa bepari mwingine anayoishi Afrika Kusini asiowapa ajira wala kodi, ili mradi asiiguse ardhi yao.

Tusifikiri ukubwa wa watu na ardhi, pamoja na rasilimali ndio itatuletea maendeleo zaidi ya wenzetu. Utajiri ni elimu bora, kwenda na wakati katika mambo ya Uzalishaji, utamaduni wa kuchapa kazi na siasa bora. Mfano hai: Singapore.

Vitu vingine vitabaki kuwa siri kwa mataifa jirani lakini ukweli uliopo hata robo ya rasirimali zilizopo Tz hazijatumika.

Kwa navyofahamu Wa-south wamevuna madini karibu yote, halafu na nyie mmetafuna mengine yote kiufisadi maana kama kweli raslimali bado zipo hatungeona vijana wengi wenu wanakosa ajira hadi wameishia vituko tu, mara wamejaa jela za Uchina wanasubiri kunyongwa, wengine waliobaki wanatikisa mji eti panya road.

Ni kama tu demu ambaye katika ujana wake kila mwanaume anahangaika kumtongoza, lakini anapojiachia unakuta baadaye wote wanamsusia maana hamna jipya tena. Sasa hivi kuna ushindani mkubwa kati ya Wakenya, Wahindi, Wachina, Waingereza and Wa-south katika hilo shamba la bibi. Mchina gesi keshatoroka nayo, ila tunamfuata bila huruma.
 
as much as i would love this,it is not. It should more than obvious that i'm tanzanian. Tutashirikiana vipi na nchi kama Kenya, ambayo hata usalama wa nchi haujulikana kesho itakuaje. Tazama serikali za Uganda na Rwanda zilivyo na uwalakini katika nyanja za kimataifa, tunaweza vipi kuwa wamoja na nchi zenye migogoro ya kuhatarisha huo ukanda wa EA. Ni vizuri kuwa na economic bloc moja lakini uundwaji wake utategemea sana hali ya kiusalama na kiutawala katika nchi wanachama kwani nchi ya Tanzania itakua ni mhathirika wa kwanza.


Ahsante mkuu, sina cha kuongeza isipokuwa tu kusisitiza kwamba wakenya wanaweza kabisa kuwaweka mfukoni baadhi ya viongozi wetu 'mafisadi' wawasemee!

Lakini we are not really opened up economically kwa sababu sisi wenyewe tunajihisi kuwa we are bad in terms of let say in utilizing our arable land na our infrastructure. Tunaona ni bora tubakie hivi hivi tuu.

Kwa maana nyingine anasema kuwa tumeona ni bora zaidi kuendelea kukalia upumbavu wetu kwa kutofanya lolote kutuinia hapa tulipo ili tuweze kufunguka kiuchumi. Kwa sababu ya kuendelea kukalia upumbavu ndo maana tunaongopa kufungunga kwa sababu upumbavu wetu utakuwa exposed.

Anasema "we can only catch up if we improve our infrastructure...Tanzania needs to thinks more positively about the resouces that it is sitting on. That if we were to unleash those resources, that if we can improve our infrastructure, if we can develop confident young population that are not afraid that our jobs will be taken by Kenyans (this is because our education system has not really responded to the demands of the new knowledge economy. That is why our youngsters are so much afraid of Kenyans), ... we need to build better quality education here and out of that... we will be able to move away from this zero mind set ...which even today imposes a lot of fears or perceptions about the advantages of a deeper integration".

Hapo hasemi kuwa tukubali "kuliwa" halafu baadae tutakula. Bali anasema badala ya kuendelea kukalia upumbavu wetu, tuondokane na huo upumbavu kwanza ili tuwe confident na hivyo kuweza kufunguka kwa mtu yoyote bila kuwa na woga wa aina yoyote.

..Pia Ujamaa ulikuwa kati ya 1967 to 1985. Baada ya hapo tumekuwa Mabepari. Kwa hiyo utaona kwamba Ubepari umedumu ktk nchi yetu kwa muda mrefu kuliko Ujamaa. Pamoja na hayo sidhani kama tuna mengi ya kujivunia kutokana na kuendesha nchi yetu Kibepari.

..Mimi nadhani tuachane na haya mambo ya Ujamaa vs Ubepari,tuangalie ni jinsi gani tunaweza kuwa more productive.

The thing is, we are already in the integration system. Tanzania cannot afford to be closed minded and distrust everybody while acting in slow motion. It will be left behind and ignored while others pass us.

We can learn from others around us and fix what needed to be fixed or we can close our economy and watch the country burn with her remaining resources. Neither the jobless nor our regional partners have unlimited patience.

In this globalized world, it is the world citizens who own properties and resources. The job of a government is to make sure that they pay the right taxes and use the funds to provide a good living to her citizens. To think otherwise is to live in a dreamland. There is not a single country in the world which developed her resources on her own. What makes you think Tanzanians can pull it off?

Yes. Tena siyo mtazamo wake tuu bali mie naona kama ameongelea uhalisia ambao wengi wetu tunaukubali kwenye siasa za ndani tuu lakini zikija siasa za nje wengi wetu humu tunakuwa kama wale buku saba wa siasa za ndani. Mwapachu ameyaongelea in the context of the EAC, lakini mengi yana-apply pia kwenye siasa za ndani.

Nilishaandika mara kibao kuwa watanzania wengi ni waoga wa mabadiliko. We are afraid of changes. Wengi wetu ni bora kuendelea hivi hivi kuliko kubadilika. Ni kweli kama tukikubali a deeper integration, kuna uwezekano wa kupigwa bao kama tutaendelea kufikiria hivi hivi.

Why? Kwa sababu tuna karibu kila lakini hatuvitumii ipasavyo. Wao wakija watakuja na macofindence yao na kufanya kweli. Sasa tuchague moja. Tukatae deeper integration ili tuendelee kuukumbatia upumbavu wetu au tuondokane na huo upumbavu kwa kujiimarisha in terms of utilizing resources zetu effectively to the effect kuwa hata Wakenya wakija watashindwa ku-compete na sisi? I am sure utachagua option ya pili na ndiyo Mwapachu ana-recommend.

Pia nimeshaandika mara nyingi humu kuwa Watanzania wengi tumekuwa programmmed kufikiria the same thing, doing the same thing, tena in the wrong way. Mwapachu anashauri kuwa "in case of Tanzania the opportunity is to think differently ...about what... will unleash its economic growth, what will unleash its social and economic transformation and it cannot just be done internally, even when we have all the oil and gas here."

Point nyingine kubwa ambayo Mwapachu ameongelea ni lack of communication. There is no better communication kati ya watawala na watawaliwa. Anasema in Tanzania, "people are not that aware about what are benefits of deeper and wider integration".

Mie nafikiri conclusion yako ime-base kwenye comment yake ya mwisho kuwa "sometimes you have to go to a situation of win-loose situation for a while in order to build your capacity to go into a win-win situation." Lakini anasema "that has to be explained that there going to be... sacrifice, ... but in the end its going to benefit a lot."

Hapo nadhani alikuwa anaongelea short-term versus long-term benefits of deeper integration. Lakini overall, katika mahojiano yake ameongelea zaidi jinsi upumbavu wetu unavyotufanya tusiwe na confidence ya kufunguka kwa wengine ambayo tunadhani tuko nao kwenye level moja.

Kama wao wameanza kwa spidi kubwa, don't waste your time looking at their speed. Rather, start building up your speed slowly na hatimaye utawakamatia njiani. But it seems as if we are not building up our speed. Tumeishia kutazama na kujadili speed yao tuu. Nyerere alisema "porojo siyo mbaya, isipokuwa mkifanya katika jambo serious namna hii mtafanya makosa makubwa sana."
