KCCA Blames Owino Market Flooding on Encroachment and Blocked Drainage

Kampala Capital City Authority (KCCA) has attributed the recurring floods at St. Balikuddembe Market, commonly known as Owino Market, to encroachment on drainage channels, unauthorised construction and blocked drainage systems.​

Appearing before Parliament's Committee on Physical Infrastructure on Wednesday, 15 July 2026, KCCA Deputy Executive Director Benon Kigenyi said more than 90 percent of the 295-metre Nakivubo drainage channel has been encroached upon. He explained that the encroachment has significantly reduced the channel's capacity to carry storm water, increasing the risk of flooding.

The committee, chaired by Hon. Mpaka Mwine, raised concern over the city's preparedness ahead of the expected rainy season.

Mpaka urged KCCA to take urgent measures to reduce the impact of flooding, particularly in areas that are frequently affected. These include Owino Market, the Nakivubo Channel, the Nateete–Busega corridor, Kinawataka, Kalerwe and Bwaise.
The committee emphasized the need for immediate interventions to improve drainage systems and protect businesses, property and residents from the effects of recurring floods.
