The Kampala Capital City Authority (KCCA) has told Parliament that the controversial Ham construction project was initially stopped because the developer had started work without following the required approval process.
Appearing before Parliament, KCCA Deputy Executive Director Benon Kigenyi said he personally signed the stop order to halt the project until the developer complied with the law.
According to Kigenyi, KCCA later guided the developer through the proper approval process, including conducting an Environmental Impact Assessment by the National Environment Management Authority (NEMA) and reviews by an inter-agency committee involving KCCA, NEMA, and the ministries responsible for Works and Environment.
He said the project was only allowed to continue after meeting the necessary requirements and that all approvals issued were conditional.
Kigenyi added that the project is now under continuous monitoring by the inter agency committee to ensure it complies with environmental and construction standards and to prevent any negative impacts.
He also told lawmakers that KCCA will submit the Environmental Impact Assessment report and all approval documents issued to the developer for Parliament's review.
