The National Cohesion and Integration Commission on Monday wrote to President Kibaki and Prime Minister Raila Odinga urging them to suspend all campaigns until July 13.

The cohesion team also announced that it had presented hate speech evidence against six MPs including a Cabinet minister and an assistant minister to the Criminal Investigations Department.

NCIC chairman Dr Mzalendo Kibunja named Higher Education Minister William Ruto, Assistant Minister Wilfred Machage and MPs Fred Kapondi, Dr Julius Kones, Mohammed Sheikh Dor and Hoshua Kutuny as persons they had adverse evidence against.

Also on the list is a political activist by the name Christine Nyangitha.

“We have worked closely with the police in the investigations. Based on the substantial evidence we have in our procession we have issued Cessation Notices to the said persons and in addition requested the security forces to investigate with a view to prosecute them accordingly,” Dr Kibunja said.

He also said that the list he had read was not exhaustive adding that they would continue monitoring hate speech and incitement from both the 'Yes' and 'No' camps.

The development came just a day after five people lost their lives and scores of others injured during Church prayer meeting that had turned into a 'No' rally at Uhuru Park on Sunday. The tragedy was the result of a stampede that followed two explosions that are still being investigated.

Dr Kibunja said that it is for this reason that they had written to the two principals to suspend the rallies until the official campaign period kicks off. He added that the law governing the review process should be enforced urgently and fully.

On May 19, the Interim Independent Electoral Commission announced that the official campaign period for the referendum would start on July 13 and end on August 2 – two days before the voting.

“We urge you (President Kibaki and Mr Odinga) to suspend all 'No' and 'Yes' campaign rallies until the official campaign period is announced by the relevant body,” Dr Kibunja read from the letter to the two principals.

Leaders from the 'No' camp in particular Mr Kapondi and Dr Machage have come under intense criticism over remarks made during the 'No' secretariat launch last week.The two had warned of eviction of some communities from Rift Valley, Nairobi, Western and Nyanza, during the Tuesday function.

“We will not accept to suffer while people sit on our land,” Mr Kapondi said and named Bungoma and Trans Nzoia as belonging to his Sabaot community.

Mr Kapondi said the recent conflict in Mt Elgon was because of land and that “we are telling Trans Nzoia residents they will have to pack their rags and go including those in Bungoma as the constitution will recognise us.”

Dr Machage, the Kuria MP, said the Kikuyu would be moved from Rift Valley if the proposed constitution was passed. He added that Nairobi would also return to the Maasai while Luos would have to leave Kuria.

“The (proposed) constitution will give us powers to forcibly remove them (Luos),” the Roads assistant minister said, adding the constitution was supposed to bring peace and harmony and not chaos.

The proposed law, however, does not give any powers to communities or individuals to evict others from their land.

On Monday, the Yes campaign national team leader Kiraitu Murungi said that their side was concerned of continued negative utterances from their opponents.

And in a statement signed by him and the 'Yes' national chief agent, Prof Anyang' Nyongo, the 'Yes' team asked security agents to quickly investigate the Sunday explosions at Uhuru park.

“We urge the government to leave no stone unturned and get into the root of this matter. The 'Yes' team wishes to urge those opposed to the passing of the new constitution to concentrate on real issues,” Mr Murungi read from the statement.

This clip summarizes everything that one needs to know about Kenya. It is frightening to see tribalists and myopic people holding positions of power.What I can conclude from that clip is the situation Kenya is very dire,and at any time this country can be engulfed in flames. It's highly unlikely for a country to move forward with leaders of the likes of Rutto.

The question that I am asking myself is if these people hate their neighbors that much then how would you expect them to embrace foreigners( Watanzania). I hope President Kibaki will act accordingly by firing that minister who was spewing venom.

State urges calm as sleuths target four likely suspects

Three and not two grenades exploded at Uhuru Park triggering the question whose missiles were they were, particularly because they resemble those routinely used by Kenya's security forces.

The national outrage was palpable, calls for unbridled investigations resonated across the country as political and religious leaders, including Christians and Muslims, called for calm and sobriety but condemned the mayhem.

President Kibaki convened a top-level Government security meeting on the morning after, where it emerged the plotters of the atrocities used two models of stun and hand grenades - GL36 used mostly in war-ravaged Afghanistan.

Sources revealed Police Commissioner Mathew Iteere told the meeting his sleuths were concentrating their exploration on four areas, the first and second being within the ranks of ‘Yes' and ‘No' camps, the third being possibility it was the work of the so-called ‘Yes-No-Yes' group, which is a syndicate of politicians and influential personalities who are undecided on taking one or other position and for strategic reasons and prefer to conveniently project themselves as friendly to both the ‘Greens' and the ‘Reds'.

The fourth group the security teams are looking into for possible leads is categorised as ‘extremists' and include some religious extremists and a vicious underground ring made up of members of a proscribed cultic and extortionist sect.

Though not on Iteere's list was a public claim it could have been the work of a conservative, insecure and renegade ring within the national security apparatus fearful of the consequences of a new constitution for its unit.

The desolation and helplessness of the country was discernible from the ashen face of a motorist struck and killed by the shrapnel as he sat in his car at Uhuru Park. It was only yesterday morning that he was found slumped dead on his seat, pushing the death toll up to six. But in total, seven people had been confirmed dead by Monday evening, after one more person succumbed to injuries at Kenyatta National Hospital.

President Kibaki captured the anger of the nation when he called Sunday grenade attack a heinous crime committed against the people of Kenya.

At Kenyatta National Hospital the horrendous story of human agony and misery dumbfounded all, including medical staff unused to handling victims of terror devices sprayed with flying shrapnel, which literally made some of the 102 patients hospitalised look like they were showered with shoemakers' nails.

Write to president

Government called for calm as the magnitude of the atrocity committed on Sunday continued to shock Kenyans.

But the grotesque nature of the crime targeting a group opposed to the Proposed Constitution forced the National Cohesion and Integration Commission (NCIC) to write to President Kibaki and Prime Minister Raila Odinga calling for suspension of campaigning for or against the draft until the official campaign period starts.

The chairman of the commission mandated by law to tackle hate speech and incitement, Dr Mzalendo Kibunjia, summoned Higher Education Minister William Ruto, who is leading the ‘No' camp, as well as Assistant Minister Wilfred Machage and MPs Fred Kapondi, Dr Julius Kones, Mohammed Sheikh Dor and Joshua Kuttuny. They will have to defend themselves against claims they have breached the law in their past speeches.

Though unrelated to the summons, Ruto was at the troubled Uhuru Park prayer meeting on Sunday and called the blast the work of people hell-bent on forcing the Proposed Constitution upon Kenyans. But yesterday Raila absolved the Government of blame as Kibaki ordered speedy and wholesome investigations.

A large team of investigators was put together with instructions to unmask those behind the grenade attacks. The President led condemnation saying the attacks were "a crime against the people of Kenya".

He vowed retrogressive forces that do not respect democracy and the rights of others to hold different views would be shamed. He met security chiefs at State House but later spoke bitterly at Kenya High School's centenary celebration.

He promised that the Government would get to the bottom of the crime and said all security agencies have launched investigations. Kibaki said the crime was an act of intolerance that has no place in the New Kenya that citizens seek to build.

Raila, Vice President Kalonzo Musyoka Deputy Prime Ministers Uhuru Kenyatta and Musalia Mudavadi, as well as Internal Security minister Prof George Saitoti and Chief of General Staff Gen Jeremiah Kianga were at the State House meeting.

Head of Public Service Francis Muthaura, National Security Intelligence chief Maj Gen Michael Gichangi and Iteere were present.

Reject violence

After the meeting, Raila led the ministers to Uhuru Park, the site of the blasts. They visited the two spots where the devices, which police said were grenades exploded.

Kibaki later visited the more than 20 victims still admitted to the Kenyatta National Hospital. Some 91 people were treated and discharged.

US Ambassador Michael Ranneberger also condemned the attacks and said Kenyans should reject violence and hate speech. He reminded Kenyans of what US Vice President Joe Biden said when he visited last week.

Islamic religious organisations - Supkem and Muslim Rights Forum - also condemned the attacks and called on Government to move fast in apprehending the perpetrators. "We also will not accept inferences being made out there that this was the work of the Muslim community in Kenya and this is also hate speech and those going around blaming the Muslim community without any shred of evidence must be subject to the hate speech legislation as they are doing nothing but inflaming the flames and passions of hatred," said Al Amin Kimathi, who heads Muslim Human Rights Forum.

Iteere said: "We are according this issue the maximum attention it deserves and will not leave any stone unturned."

The crack probe team is headed by the head of investigations at CID headquarters Mr Gideon Kimilu, assisted by head of anti-terror unit Nicholas Kamwende. Its members are drawn from NSIS, GSU and Directorate of Military Intelligence.

Detectives who briefed The Standard on the investigations said they were piecing together clues on what happened and possible motives for the attacks.

They said the number of explosions were three.

Detectives who spoke on condition of anonymity said they were first trying to establish whether the grenades were the type used by Kenyan security forces.

Combed scene

The officers spent the better part of the day recording statements from victims and witnesses. They also combed the scene before concluding there were three blasts.

"The motive was to derail the constitutional-making process and that is why we are looking into all those angles," one of the officers told The Standard.

The blasts occurred as a crowd queued to give tithe that one of the pastors who organised the rally had asked for shortly before 7pm. One of the explosives went off about 50 meters away from the main dais and injured 20 people.

The second one was more lethal and followed about seven minutes later. At the scene, shoes were still strewn all over and bloodstains marks were visible.

"The second one exploded as one of the pastors asked the congregation to ignore the first one thinking it was an electrical fault," said DS Njoroge who was providing sound system for the service.

Njoroge recalled the pastor had asked the congregation to donate Sh1,000 each to enable them continue conducting ‘No' rallies.

Leaders were on Monday united in condemning the Sunday attack on a ‘No' rally and called for sobriety to avoid raising tensions.

At Parliament Buildings on Monday, most MPs appeared puzzled by the explosions and discussed the matter in groups before holding separate press conferences.

Mr Peter Kenneth, the Planning assistant minister, described the attack as an unfortunate act. "Nobody should be attacked in the manner we witnessed. Security agencies should assure Kenyans that they are secure in this country," he said.

Kinangop MP David Ngugi, who is also the deputy leader at the PNU ‘Yes' secretariat, cautioned leaders to tread carefully and avoid utterances that could incite violence.

Narc Kenya chairperson Martha Karua said the explosions were the work of those who were out to disrupt the referendum scheduled for August 4.

She accused police of failing in their duty. "This is the work of someone out to disrupt the conclusion of the constitution making. The primary responsibility is for security agents to play their role but they are sleeping on the job," said the Gichugu MP.

Criminal act

Cabinet minister Mohamed Elmi, assistant minister Cecily Mbarire, and MPs Eugene Wamalwa, Gideon Konchellah, Millie Odhiambo, Rachel Shebesh, Danson Mungatana, and Margaret Kamar described the attack as a provocative and desperate act of evil. "This is a criminal act that should be investigated," said Mr Wamalwa, the Saboti MP.

Said Ms Mbarire, "This is an act mainly to provoke certain reactions and conclusions and we shouldn't fall prey to it." Prof Kamar termed the incident an act of cowardice by people who fear the ballot. "Whatever camp people are in, it is very important that we mature as a country to democratically allow people to do what they want to do," she said.

Mr Charles Keter, the Belgut MP in condemning the incident said: "We thought the process would be a simple campaign for or against the constitution. When it turns bloody, we begin to question whether the document is worth the trouble."

Assistant minister Wakoli Bifwoli described the act as perplexing. "I'm really shocked that we can go to such lengths. To deter such acts and instil fear in the perpetrators, the government must move fast,'' Mr Wakoli added.

In their press conference, MPs Peter Mwathi, (Limuru) Jamleck Kamau (Kigumo), and Kitutu Masaba's Walter Nyambati said the incident was a confirmation that the proposed constitution was faulty.

"We don't need a document that is calculated to punish a section of Kenyans," said Mr Mwathi as the trio revealed that they would try to have Parliament amend the Review Act to postpone the national referendum and allow for further negotiations over contentious issues.

"This draft has divided us and this tells us there's something wrong with what has been proposed," Mr Kamau said.

At Uhuru Park, 6.30pm. I was wrapping up P.R. for a client. The preachers were now asking for money. They asked people to come onto the stage with their Ksh 1000 notes. Not less. Strictly Ksh 1000. More than 300 people lined up. 'Shika Ngiri Moja mkononi, ubarikiwe. Shika Ngiri Moja mkononi, ubarikiwe'; I remembered Jesus' story about the poor widow who gave all the two coins that she had.

BOOM!

I saw smoke and people lying on the ground. After the first explosion, Margaret Wanjiru, Pius Muiru, Mark Kariuki, and other top TV preachers CONTINUED TO INSIST that they will pray for those who bring Ksh 1000 notes Sadaka to the stage.

'Shika Ngiri Moja mkononi, ubarikiwe. Shika Ngiri Moja mkononi, ubarikiwe' So, people ignored the first explosion. Five minutes passed after the first explosion and they continued to collect money.

BOOM!

The second explosion! The preachers stopped talking about miracles. They stopped talking about power of God. They gave up on the Sadaka. Now they took off, leaving people dead and injured.

Their dramatic exit may have made the stampede worse.

And that was after an afternoon of misleading the people about the contents of the draft constitution. An afternoon of promising miracles in exchange for cash. An afternoon of ironies, lies, greed and finally death.Is it possible that the God of these Kenya TV preachers can handle demons and evil spirits but cannot deal with terrorists?


Their God deals with invisible internal diseases during the 'NO' crusade/rally, but cannot handle fresh blast injuries, cannot heal shrapnel injuries, cannot heal blast burns, cannot heal freshly broken bones?

I believe God is real. But Sunday was classic exposure on how some people use the PROMISE OF MIRACLES to extort money from people.

Many of us remained. We assisted children and women to climb over fences and barriers. 'Saidia mtoto wangu!' a man pleaded with me. They were being crushed against the wall by the stampede. They were terrified there might be a third bomb.

I was terrified of a third bomb, especially because we were right next to the dais where the great men and women of God were seated just 2 minutes earlier.

I was scared that the attacker would have targeted the VIPs by placing a third bomb right next to the stage where we now were. I was thinking of dying in a third bomb and how I love my sweetheart.


Many of us had DAMN GOOD REASONS TO RUN. Instead, we stayed behind. We helped people through the stampede. I pulled up the child and then her father.

We pulled up many people. This huge, fat woman begged to be pulled up and I was wondering how I could do it. Somehow, I managed to pull her up. Adrenalin and fear does make one strong.

The great, spirit power filled men and women of God packed up their anointing, packed up their holy ghost fire, packed up their cash and took off, leaving ordinary Kenyans BEHIND to solve problems in ordinary non-miraculous ways.


We were all so scared. The fear was clear in our faces and our voices. None of us wanted to die. We were all expecting to die in the third bomb.

The reason these great men and women of God took off is that they were MORE TERRIFIED of a third bomb than the many of us who stayed behind to help. Ironically, all this happened in the presence of the top six Kenyan preachers.

I thank God (the real God. Not THEIR Cash money father) …I thank God that there was no third bomb. I got home safely, still in some shock but okay.

In summary, I will ask a question:

What would have Jesus done?

Would Jesus have continued to collect strictly Ksh 1000 notes right in the middle of a terrorist attack? Would Jesus have continued to ask people to line up with Ksh 1000 notes while seeing people lying on the ground from first explosion?

After promising miracles to desperate people, would Jesus have taken off with his miraculous powers, leaving ordinary people to deal with the stampede and with the injuries in ordinary ways?

From the great men and women of God, first I heard lies about the constitution, then I witnessed blackmail for miracles, then I witnessed blackmail turn to extreme greed during the attack as they continued to collect cash, then I witnessed them behave like pathetic human beings in the face of a real hard problems – the bomb aftermath and the stampede.

The only miracle I saw yesterday was that some people could stay behind to help, even after a second bomb attack.

My God is real and doesn't charge people for services. If weak, frightened people assisted other unknown people without charge, how much more can can we expect from the real God?
MY GOD IS REAL...!
 
Inasikitisha sana hali ilivyo kwa hawa ndugu zetu; hapa hamna cha udini wala ukabila ni UCHU wa wanasiasa wa Kenya kuendeleza matakwa yao kwa kuwatumia masikini wasiojua kitu ; ona sasa masikini wanakuwa victim bila hata kujijua kuwa wanatumiwa.
 
Suluhisho la matatizo ya wa-Kenya ni kuanzishwa kwa EAC - Ili matatizo yao yawe "spread across" !

SPREAD ACROSS... are you kidding.... yaani ndio watuletee matatizo yao huku.... ingawa sina uelewa mkubwa wa muongozo utakaongoza hilo shirikisho..lakini nafikiri swalal kama hili ni internal affairs... for god's sake utasemaje liwe "spread accross" naomba ufafanuzi tafadhali...with all due respect and NO OFFENCE lakini hiyo sumu huku hatuitaki kabisa......... nawaombea speed recover kwa wahanga wote
