Kampala International University (KIU) has started enforcing a new dress code that prohibits students and staff from wearing miniskirts, sagging trousers and casual footwear such as Crocs and bathroom slippers on campus.
The enforcement began on Wednesday, October 7, a day after the university issued a circular reminding its community to maintain a modest, neat and professional appearance.
The directive bans skirts and dresses ending above the knee, damaged or torn clothing, trousers worn below the waistline, as well as “inappropriate footwear” including bathroom slippers, Crocs and casual plastic beach footwear.
On Wednesday, campus security officers were seen stopping students considered to be improperly dressed and cautioning them about the new requirements.
Under the directive, security officers can deny entry to anyone who does not meet the dress standards. Students and staff who repeatedly violate the rules may also be referred to their respective disciplinary committees.
The move is likely to renew debate over how far universities should go in regulating the appearance of adult students.
Ugandan universities have taken different approaches to dress requirements, with some institutions imposing stricter standards based on their professional or religious identities, while others have adopted broader conduct regulations.
At KIU, however, the new circular makes clear that the requirements apply across the university and form part of the institution’s rules governing conduct on campus.
