Dar es Salaam. The Police Force has established an Information and Communication Technology (ICT) Department in an effort to curb hate speech in social networks which has been endangering peace and security in the country.

Dar es Salaam Special Zone Police Commander, Mr Suleiman Kova, revealed this in the city yesterday when commenting on resolutions reached during a meeting of clerics organised as a way to resolve religious tensions.

"The ICT department will be dealing with people using social networks, including Jamii Forums, Facebook, Twitter, YouTube and many others to spread hate speech among religions. It will also deal with disgusting text messages," said Mr Kova.

Mmmh! based on which instrument since we are still working on the legal framework ( according to Eng. Dr. Zaipunah - Ministry of Science and Technology), I would suggest for Police to give a hard push for the Government to speedup the process before giving a false hope. With the status quo of our legal framework DPP may not be in a position to authorise for cases of that nature to go to court, and if he can most will end up quashed. I would also suggest for Police to embark on special recruitment event to employ digital gurus, instead of picking Shamsi Nahodha recent doctrine of picking candidates from JKT, GO for quality professionals Kamanda Mwema.

Aondoe kwanza mafaili ya karatasi yaliyozagaa kila police post yawe computerized ndiyo aje na la ku deal na mitandao!hajui hata priorities za ICT ktk jeshi la polisi

Kova your ICT WILL BE HACKED BEFORE

safi kova, no more hate speeches, enough is enough, kunawatu wameshindwa kutumia vizuri social networks time now to remind them how.

They should first put in place tools to criminalize cyber offenses. Cyber law has to be enacted as soon as practicable by way of certificate of urgency. Otherwise is "porojo" tu.

Law, Policy on ICT Needed, Says Expert

The government has been challenged to speed up the formulation of laws and the Information and Communication Technology (ICT) Policy so as to protect the National ICT Broadband Backbone (NICTBB), which lacks legal protection.
The call was made in Dar es Salaam over the weekend by Consulting Engineer and Director of ICTs Eng Dr Zaipuna Yonah in a seminar with news editors on the progress of the National ICT Broadband Backbone (NICTBB).
Yonah said lack of laws and policy governing the fibre optics industry is a big challenge but the task to create one is daunting since the document currently the National ICT policy of 2003 must be reviewed to match the periodic technological development.

Cyber Crime Laws in the Works

Policy and law to define and provide a framework for operation and enforcement of legally-accepted cyber activities in the country is in the works.
This comes after the country has, as all others, experienced increasing cyber criminal activities.

The Consulting Engineer and Director of ICTs in the Ministry of Communication, Science and Technology, Dr. Zaipuna Yohan, warns that it is high time for the country to acclimatize the technology era and that includes creating legal frameworks to govern its use.

"While cyber crimes and other related on-line activities in Tanzania pose a significant threat, existing Tanzanian laws do not recognise many cyber space crimes …," Dr. Yohan explained.

Highlighted is theft through Automated Teller Machines (ATMs), un- authorised online posting of personal information and creation of country disorder through online interception and revealing of government secret information and the posting of false accusations against government operations and leadership.

He acknowledged that cyber crime is a growing global concern and that it is the fastest growing criminal trend.

While the sector is closely associated with information and communication technologies (ICTs), however, the laws of the latter do not provide adequate legal framework to safeguard on-line services.

"Needless to say, there is a huge gap between existing laws and ICTs advancement which creates loopholes for cyber criminals to act with impunity …," he said.

Detailing, Dr Yohan revealed that pursuant to the aforementioned facts, a need exists to have a new set of legislations that will address and advocate the ongoing cyber criminal activities.

The proposed set of legislations will cover Electronic Transactions and E-commerce, Cyber and Computer systems and also provide the Privacy and Data Protection Act.

Dr. Yohan said that legislations will help define the laws, create governing bodies for cyber operation on the identified cyber areas and/or add roles to the current controlling bodies to govern the new cyber issues.

The legal framework will create a ‘controlled environment' against virtual crimes that threaten national security and stability. Also, it will provide legal guidelines to bring to identify and charge crimes committed through or in electronic transactions and e-commerce that threaten business growth between companies, organisations consumers, suppliers and other service providers.

Polisi hawakuwa na watu wa ICT! Btw wanajua udhaifu wa sheria zilizopo?

go and reminds kova how to delete COOKIES and how countercheck the deleted informations in RECYCLE BIN his PC before he remind others.
ALL UGLY FACE BELONGS TO POLICE

The serikali has to review the ICT policy of 2003, take the bill of cyber law to the parliament. Make it a law. Otherwise any cyber criminal offense can not be enforceable in any court of law in TZ, because it is not an offense in the eye of the law.

This move is deadly comic, sijui kama police wanajua kutumia ATM machine leo wanataka ku-curb cyber crime labda kama serikali iamue ku-outsource huu utaalamu toka huku kwetu uraiani lakini kwa jeshi la magumashi kama hili this shit will remain a wish forever, they don't have the power of moving into pragmatism in this instance.
