Kabila hails Dar's role in empowering DRC army



President Joseph Kabila of the Democratic Republic of Congo (DRC) has praised Tanzania for her peacemaking role in the Great Lakes Region, and empowering his soldiers who have just graduated from the Tanzania Military Academy (TMA) in Monduli, district, Arusha region.



A total of 414 Officer Cadets from the DRC together with their 23 counterparts from Tanzaniawere commissioned by President Jakaya Kikwete at the TMA base on Saturday.

"This is the first time that DRC Cadets have undergone military training in Tanzania and this occasion should be considered historic in the regional peace enforcement," said President Kabila adding that from now henceforth his country will use the Monduli army training facility to build capacity of his country's battalions.

Addressing hundreds of wananchi who gathered at the TMA Parade Square to witness the commissioning of the 437 officers and their march of colours, President Kabila, who spoke in Kiswahili, pointed out that it was however not the first time that Tanzania and DRC were cooperating in defence drills.

"Between 1997 and 1998 our defence forces underwent joint training and exercise at Kamina (which is a city in Katanga Province of the Democratic Republic of the Congo) and this first batch of DRC officer cadets who are graduating from Monduli should further reinforce the mutual cooperation between our two countries' armed forced especially now that the Great Lakes Region is being threatened by rebel forces, terrorists and other attackers," said President Kabila.

One of the officer cadets from DRC Baharani Prince was awarded by President Kikwete for topping academic performance in the intake 54/13 DRC of the officer cadets' course, while Cadet Ibrahim Juma from Tanzania became the overall best performer.

The Minister for Foreign Affairs and International Cooperation Mr Bernard Membe and his DRC counterpart Raymond Tshibanda were among the distinguished guests at the event.Others were the Minister for Defence Mr Hussein Ally Mwinyi and DRC Ambassador to Tanzania Mr Juma-Alfani Mpango.

DRC has failed to make economic advancement due to series of the Congolese Civil Wars, whose latest onslaught started in 1996, through which the toppling of Mobutu Sese Seko's 31 year reign was realized in 1997.

So far the wars have resulted in the deaths of 5.4 million people since 1998, though many of these deaths were caused by other factors such as malaria, diarrhoea, pneumonia and malnutrition, aggravated by displacement and unsanitary and over-crowded living conditions with many of the victims being children under five.

TMA is Tanzania's top military training institution where President Kikwete, after successfully completing a similar course, was commissioned there as a lieutenant in 1976.

The President also undertook the Company Commander's Course in 1983 at the same academy, whereby in his military career, he rose to the rank of Lieutenant-Colonel

From 1984 to 1986, President Kikwete was Chief Political Instructor and Political Commissar at the Military Academy, where he retired from the military as a lieutenant-colonel when political pluralism was reintroduced to Tanzania in 1992, and when he chose to become a full time politician.

Before the establishment of TMA, Tanzania used to send its military personel to be trained in Israel, India, Egypt, Sudan, Russia and in the United Kingdom but today the Monduli-based academy has grown to become the most respected and reliable military academy in the world, catering for officers from various countries and continents.

The historical background of the Academy dates way back to 1969, when the first Officer Cadet School (OCS) was established at Kurasini in Dar es Salaam before shifting base to Monduli, Arushain September 1976.

In 1972, institution for party cadres was established in Monduli district, some 40 kilometres west of Arusha town and 8km south of the current TMA location.

The institution which went by the name "Party Cadres Military School (PCMS) was charged with the task of training middle and high ranking Party and Government functionaries with the aim of improving and strengthening their leadership, command qualities and articulations.

not entirely true. Ni kweli jeshi la DRC lina matatizo mengi, lakini usisahau jeshi la DRC lina mamluki wengi toka Rwanda (watutsi). Kumbuka wakati wa Nkundabatware, wakati wa James Kabarebe etc. Hivyo wakati kagame akianzisha mambo yake hao mamluki wake ndani ya FARDC wanafanya sabotage. Kuna wakati kabila alikusanya watutsi ndani ya jeshi la DRC akasema hao ndio watangulie front-line kupambana na M23....hahahahaha, jamaa wakaasi siku hiyo hiyo kujiunga na M23 what does that tell you? Kuna wakati nkunda naye aliambiwa CNDP warudi jeshini FARDC kwa sharti la kupelekwa sehemu nyingine mbali na eastern DRC, WAKAKATAA! tatizo lilikuwa nini? tatizo ni kuwa hawa ni mamluki wa kagame.

Kama unavyosema ni ukweli, basi it was a major oversight katika army ya congo kuruhusu watutsi kuwa na vyeo vikuu kwenye army to begin with. Ingawa pia kuwa na a good army lazima wanajeshi wawe very parriotic na waamini kazi ya kulinda nchi katika vita ni kitu cha kujivunia kitu ambacho wanainchi wa DRC ni kama hawana kwa sababu ya historia ndefu ya vita. It is as if they don't identify with being citizens of DRC being a sovereign nation, I think because the goverment is mostly there by name only

1. sio kama ninavyosema ni kweli, ninachosema ni FACT! research who james kabarebe is, who laurent nkundabatware is etc.
2. Changamoto iliyopo ni kuwa si kila mtutsi ni mnyarwanda. Wako watutsi DRC, Uganda, na hata Tanzania. Hata majuzi hapa Tanzania imewapa uraia watu wa Burundi ambao kama sio wahutu basi ni watutsi. Hivyo hakuna kosa lolote kuwa na mtutsi au mhutu jeshini, kwani hilo ni kabila tu. Serikali ya DRC kama ya Tanzania au kwingineko kokote kule haiwezi kukataza watutsi raia halali wa DRC kuingia jeshini, huo utakuwa ubaguzi. Kama ambavyo sisi pia hatuwezi kuzuia mtu kuwa na madaraka kwa vile ana asili ya nje, ndio maana tuna kina rage, kina dewji, n.k Mtoto wa prof shivji anaweza kuwa Rais wa Tanzania, kama ambavyo Obama ni mjaluo-mmarekani bila tatizo.
Tatizo ni watutsi wachache kama KAGAME wenye ideology za zamani za kujiona wao ni bora kuliko makabila mengine yote ya Afrika. Hawa watutsi-extremists ndio wanaotumia mwanya wa uwapo kwa watutsi halali kupenyeza watutsi mamluki, au kutumia watutsi hao hao halali kwa kuwashawishi kwa fedha, vyeo n.k ili kuitumikia Rwanda. So ingawa serikali ya DRC ni dhaifu, imejaa rushwa n.k, you have to appreciate changamoto inayopata DRC when it comes to Rwanda/kagame.

Kuna wakati kabila alikusanya watutsi ndani ya jeshi la DRC akasema hao ndio watangulie front-line kupambana na M23....hahahahaha, jamaa wakaasi siku hiyo hiyo kujiunga na M23 what does that tell you? Kuna wakati nkunda naye aliambiwa CNDP warudi jeshini FARDC kwa sharti la kupelekwa sehemu nyingine mbali na eastern DRC, WAKAKATAA! tatizo lilikuwa nini? tatizo ni kuwa hawa ni mamluki wa kagame.
Hivyo hata hapa bongo tungelea wale wahamiaji haramu, wakaingia jeshini kwetu, ungeshangaa tukipigana na kagame tunachapwa kama watoto kumbe kuna "wahangaza, wanyambo..." humo JWTZ wanafanya mambo...

Unachosema ni historia.Congo DRC inajenga jeshi jipya lenye nidhamu lisilo na ukabila.Kwenye medani ya vita hakuna jeshi rahisi kulishinda kama jeshi la kikabila.Sababu makabila mengine hayawi co-operative ku-feed military inteligence kwa jeshi la kabila moja lakini waweza support na toa taarifa kwa jeshi la upinzani.Rwanda jeshi lake kama limejengwa zaidi na kabila moja imekula kwao.Ukabila ulifanya jeshi la mobutu,Rwanda,uganda la idi amin lishindwe na wapinzani kuchukua.JWTZ sio jeshi la kikabila hivyo hata wakitokea watusi walio ndani ya JWTZ waasi watapambana na makabila zaidi ya 120 yaliyomo ndani ya jeshi na kuonyeshwa cha mtema kuni.Majeshi kama ya RWANDA,KENYA,UGANDA si imara sana sababu yamejengwa kikabila zaidi kwenye maeneo mengi nyeti.Ikitokea vita ya uhakika yatakwama tena sana tu.Ndio maana kupiga M23 ilikuwa kazi ndogo sana sababu kilikuwa kikundi cha kijeshi cha kikabila fulani kisichoungwa mkono kwa dhati na makabila mengine.JWTZ ni moto wa kuotea mbali.
 
Kwa kweli Tanzania imechangia pakubwa kuboresha amani Afrika, hili linafahamika, ni vile tu Wabongo hapa JF huwa mnatufanya kushika jazba kwa hizo kejeli zenu. Unapofanya mazuri, hufai kuwaringishia wenzio kwa matusi, inakua hata huo uzuri uliofanya unakua hauna ladha. Kwa hili la amani, Tanzania imeongoza Afrika yote kama taifa ambalo limejitolea kwa hali na mali.
