Kabila hails Dar's role in empowering DRC army
President Joseph Kabila of the Democratic Republic of Congo (DRC) has praised Tanzania for her peacemaking role in the Great Lakes Region, and empowering his soldiers who have just graduated from the Tanzania Military Academy (TMA) in Monduli, district, Arusha region.
A total of 414 Officer Cadets from the DRC together with their 23 counterparts from Tanzaniawere commissioned by President Jakaya Kikwete at the TMA base on Saturday.
"This is the first time that DRC Cadets have undergone military training in Tanzania and this occasion should be considered historic in the regional peace enforcement," said President Kabila adding that from now henceforth his country will use the Monduli army training facility to build capacity of his country's battalions.
Addressing hundreds of wananchi who gathered at the TMA Parade Square to witness the commissioning of the 437 officers and their march of colours, President Kabila, who spoke in Kiswahili, pointed out that it was however not the first time that Tanzania and DRC were cooperating in defence drills.
"Between 1997 and 1998 our defence forces underwent joint training and exercise at Kamina (which is a city in Katanga Province of the Democratic Republic of the Congo) and this first batch of DRC officer cadets who are graduating from Monduli should further reinforce the mutual cooperation between our two countries' armed forced especially now that the Great Lakes Region is being threatened by rebel forces, terrorists and other attackers," said President Kabila.
One of the officer cadets from DRC Baharani Prince was awarded by President Kikwete for topping academic performance in the intake 54/13 DRC of the officer cadets' course, while Cadet Ibrahim Juma from Tanzania became the overall best performer.
The Minister for Foreign Affairs and International Cooperation Mr Bernard Membe and his DRC counterpart Raymond Tshibanda were among the distinguished guests at the event.Others were the Minister for Defence Mr Hussein Ally Mwinyi and DRC Ambassador to Tanzania Mr Juma-Alfani Mpango.
DRC has failed to make economic advancement due to series of the Congolese Civil Wars, whose latest onslaught started in 1996, through which the toppling of Mobutu Sese Seko's 31 year reign was realized in 1997.
So far the wars have resulted in the deaths of 5.4 million people since 1998, though many of these deaths were caused by other factors such as malaria, diarrhoea, pneumonia and malnutrition, aggravated by displacement and unsanitary and over-crowded living conditions with many of the victims being children under five.
TMA is Tanzania's top military training institution where President Kikwete, after successfully completing a similar course, was commissioned there as a lieutenant in 1976.
The President also undertook the Company Commander's Course in 1983 at the same academy, whereby in his military career, he rose to the rank of Lieutenant-Colonel
From 1984 to 1986, President Kikwete was Chief Political Instructor and Political Commissar at the Military Academy, where he retired from the military as a lieutenant-colonel when political pluralism was reintroduced to Tanzania in 1992, and when he chose to become a full time politician.
Before the establishment of TMA, Tanzania used to send its military personel to be trained in Israel, India, Egypt, Sudan, Russia and in the United Kingdom but today the Monduli-based academy has grown to become the most respected and reliable military academy in the world, catering for officers from various countries and continents.
The historical background of the Academy dates way back to 1969, when the first Officer Cadet School (OCS) was established at Kurasini in Dar es Salaam before shifting base to Monduli, Arushain September 1976.
In 1972, institution for party cadres was established in Monduli district, some 40 kilometres west of Arusha town and 8km south of the current TMA location.
The institution which went by the name "Party Cadres Military School (PCMS) was charged with the task of training middle and high ranking Party and Government functionaries with the aim of improving and strengthening their leadership, command qualities and articulations.
