Job Description

The first case of HIV/AIDS in Tanzania was identified in Kagera Region in 1983. Since the, the disease has become pandemic. The estimated population prevalence in Tanzania in 10%, in Kagera Region the population prevalence in Bukoba Urban in 2004 was 8%. The disease has had, and continues to have a devastating social and economic impact on the population.

In October 2004, the Care and Treatment Programme including HAART at Kagera Regional Hospital started. MdM-France signed an agreement and received funding from Columbia University and through sub-agreements is providing technical support and funding to Kagera Regional Hospital (KRH) and TADEPA.

Following the success of this programme MdM-France plans to implement activities in south Kagera in three districts (Ngara, Biharamulo, Chato) by using the district approach to support PMTCT/+, counselling and testing, adherence and care and treatment, improving the linkages between care of HIV/TB patients and also to reduce the loss to follow-up. We plan to improve the laboratory capacity and develop Monitoring and Evaluation. Those activities will be established at primary health centre; and reinforce community linkages. MdM-France will directly manage the MTCT+ and provide technical advice and supervision to the other two components. HIV positive and eligible patients will be started on HAART, using standardized and simplified regimes. Patients enrolled on the program, but not eligible for HAART will receive monitoring and clinical care.

On the whole, the future of the MdM mission in Tanzania will have the following format:
- Representation office in Dar Es Salaam with the presence of the country coordinator. This office will support the different projects in both Kagera region and possibly the new region to be identified. It will also deal with public relation with donors, partners and national authorities
- Administration office in Bukoba, which will manage/support all the administration of the Tanzania mission. It will also support directly the projects in south Kagera and possibly in the new region in terms of logistics. This office will also manage the phase out and handover of activities at Kagera Regional Hospital in Bukoba
- Complete Care and Treatment activities in three districts in the south part of Kagera region the implementation side will be supported by an office based in Ngara.

The different duties of the General Coordinator are the following:
- To take overall responsibility for accounting procedures, processes, reporting (headquarters and donors), compliance with donor requirements and budgetary transparency in the field
- To assist all the local administrators with monthly and annual accounting follow-up, budget forecasting
- To centralize monthly accounting information from the different offices, review it and send it to the headquarters
- To supervise the collection of data from partner sites, and ensure timely reporting of this to donors and HQ
- To work closely with local partners to submit plans, proposals and reports according to MDM and donor procedures
- To conduct supportive and supervisory visits to these partners on a monthly basis
- To prepare and revise budget proposals
- To ensure that programmes run within the context of Tanzanian laws and regulations
- To assess and develop field human resource policy
- To manage the expatriate and local staff at the regional level
- To aassess the skills of management and administrative staff and provide training as required
- To improve and document field purchasing procedures and manage the purchase of items over an agreed value
- Oversee the management of logistics and the provision of monthly reports to the Headquarters
- Take overall responsibility for the drafting, formalisation and amendment of agreements and contracts with local authorities
- To support the MdM Country coordinator in the overall implementation and management of the program
- To represent MDM and the program to different stakeholders including donors, partners and regional/national authorities
- To report regularly to headquarters (desk, financial desk) and the Country coordinator and participate in management meetings
- To ensure the effective follow-up of the security guideline of MDM in Tanzania by both expatriate and local staff

Overall the position is there to supervise and manage all the administration of the project in Tanzania, coordinating the work done by staff at the different sites.

The General Coordinator will be the focal point in regards to administration and finance for working with partners, (4 hospitals and 3 district offices), and will have to oversee the submission of timely and accurate administrative and financial reports from these partners.

She/he will be based in Bukoba, where the administration coordination office is. He/She will be responsible for the management of the office and all the local staff in Kagera region. She/he will also represent MdM in Kagera region for the different partners, donor and regional authorities.

In addition, He/She will provide advice and technical assistance to local staff working on MdM programs, with a view to improving current accounting and logistical systems and ensuring technical skills transfer. He/She will have the responsibility of centralizing all accounting information in Bukoba office before sending it to the headquarters. He/She will also support the implementation of a new project in a new region of Tanzania if this is implemented. She/he will also represent MdM in Dar es Salaam with or during the absence of the Country Coordinator.

Terms of Reference (TOR) for the Short Term Professional (STP) to assist Medicine Regulation Harmonization in East African Community Countries

The Short Term Professional will serve as Technical Adviser to EAC Secretariat and carry out the following tasks:
  • Develop a medicine regulation harmonization operational document and in consultation with the member countries establish the necessary structure for the harmonization process to be operational;
  • Draft the TORs for the various components of the structure (Steering Committee, working groups);
  • Prepare a five year strategic plan and two year implementation plan and get it approved by the Steering Committee and implement it when approved;
  • Collect technical documents used by member countries for the operation of the various regulatory functions;
  • Review national technical documents with the appropriate working group and prepare draft common documents for each area of regulatory function, e.g. :
    • Common medicine registration documents;
    • Common Good Manufacturing Practice, Good Distribution Practice, Good Laboratory Practice, Good Clinical trials Practice documents;
    • Common documents for control of medicine promotion and advertising;
  • Get the common documents approved by the Steering Committee and distribute them to member countries;
  • Develop EAC SharePoint for exchange of information on medicine regulation between member countries, including the common technical documents;
  • Organize workshops and seminars to promote the common documents;
  • Follow the application of common documents by member countries;
  • Write report on activities carried out and achievements made and submit to EAC Secretariat and WHO/AFRO

REQUIRED QUALIFICATIONS

Education:
Essential: Degree in Pharmacy. Post-graduate degree in any of the pharmacy fields but preferably in medicine regulation and quality assurance.

DUTIES AND RESPONSIBILITIES
The Swahili Assistant Translator will work in the Court Interpretation and Translation Section within the Division of Court Services, Registry, under the broad supervision of the Chief of the Section and the direct supervision of the Terminologist. The incumbent will be expected to:

Responsibilities will include:
Organisational health and development
- The Executive Director is accountable to the Board of Trustees for Mkombozi’s full organizational performance. This includes the accumulated and total contributions of your management team and the entire product and behaviour of Mkombozi.
- Provide leadership, mentorship, coaching and feedback to the Senior Management Team to ensure that the strategic vision and mission of Mkombozi are realized and your accountability to the Trustees is honoured. Effectively mobilize the Senior Management Team to ensure Mkombozi reaches its strategic objectives.
- Program Oversight: including developing program objectives, assisting in program monitoring and evaluation and supporting programme staff in making key decisions.
- Facilitating leadership development both of your Senior Management Team and staff throughout the organization; through counseling, coaching, and feedback. You will invest in people and create empowered subordinates who accept responsibility for themselves, for their team, and for their contributions to the organization. You need to ensure that managers at every level do the same for their those staff working under and with them.

Strategy – Strategic Partner
As the ‘Face of the Organization’ you will communicate and advocate Mkombozi’s vision, mission and objectives at the highest levels with government, donors, other agencies and stakeholders as well as internally.
- You will lead the short and long-term strategic planning process and the development of a 3-5 year strategic plan to ensure Mkombozi is at the forefront of quality child rights programming and advocacy the protection of children in Tanzania.
- You will work to ensure that the sustainability and the future growth of Mkombozi are realized through effective networking and donor development while providing oversight to ongoing fundraising activities and initiatives.
- You will develop effective alliances with other organizations to efficiently and effectively deliver services to vulnerable children and youth. You will maintain close cooperation with local and national government authorities, especially in matters related to children’s rights.
- You will communicate effectively with the Trustees of the UK Charity Friends of Mkombozi so that they may service potential on behalf of Mkombozi in Tanzania
Organizational Leadership
Oversee the implementation and continued development in initiatives, on behalf of our child client, both in Community Engagement, Children’s Programming and Advocacy.
- Create opportunities to present concept proposals that support the future development of programmes within Mkombozi.
- Create along with the External Relations Manager, effective and targeted communication on the positive impact of Mkombozi on child rights and on other agencies as Mkombozi contributes to their capacity.
- Develop and identify future donor relationships that foster shared opportunities for growth and development.
- Develop strategic partnerships with other agencies that leverage opportunities in realizing Mkombozi’s vision and mission.
- Provide oversight to ensure that there is little disconnect between what Mkombozi preaches and its practice with children. Ensure that Quality Assurance is at the heart of Mkombozi’s work.

- Monitor and evaluate organization impact, through consultation and review of progress reports, and taking corrective action when necessary.
- Oversight of the Finance Manager to ensure that internal controls are functioning, effectiveness and efficiency in budget allocation achieved and that short and long range financial planning takes place.
- Oversee major infrastructure upgrades and operational aspects of the organization.

Qualifications and Experience:
A proven track record of a leading non-profit organization, working with a board of directors / trustees within a policy governance framework and fund development on a national or international level is vital to the position. A professional background in child rights and / or organizational development will be a significant advantage. The ability to appreciate and articulate the distinctive ethos of Mkombozi, to lead staff, and to work independently and within a culturally diverse organisation will be critical to the success of this post.
Qualifications:
- Masters degree or higher, preferably in the field of social sciences, management or law.
- Evidence of on-going professional development after graduation and self-initiated learning.

Skills and Experience:
- At least ten years of previous management experience.
- At least 5 years working within child rights programmes in an African context. A background and experience in working with diverse and vulnerable populations is strongly desired.
- Willing to take risks and challenge the status quo with respect to the traditional regard for and treatment of children in Tanzania.
- Exceptional communication (written and verbal) and interpersonal skills, with evident emotional intelligence and compassion.

Job Description

The first case of HIV/AIDS in Tanzania was identified in Kagera Region in 1983. Since the, the disease has become pandemic. The estimated population prevalence in Tanzania in 10%, in Kagera Region the population prevalence in Bukoba Urban in 2004 was 8%. The disease has had, and continues to have a devastating social and economic impact on the population.

In October 2004, the Care and Treatment Programme including HAART at Kagera Regional Hospital started. MdM-France signed an agreement and received funding from Columbia University and through sub-agreements is providing technical support and funding to Kagera Regional Hospital (KRH) and TADEPA.

Following the success of this programme MdM-France plans to implement activities in south Kagera in three districts (Ngara, Biharamulo, Chato) by using the district approach to support PMTCT/+, counselling and testing, adherence and care and treatment, improving the linkages between care of HIV/TB patients and also to reduce the loss to follow-up. We plan to improve the laboratory capacity and develop Monitoring and Evaluation. Those activities will be established at primary health centre; and reinforce community linkages. MdM-France will directly manage the MTCT+ and provide technical advice and supervision to the other two components. HIV positive and eligible patients will be started on HAART, using standardized and simplified regimes. Patients enrolled on the program, but not eligible for HAART will receive monitoring and clinical care.

On the whole, the future of the MdM mission in Tanzania will have the following format:
- Representation office in Dar Es Salaam with the presence of the country coordinator. This office will support the different projects in both Kagera region and possibly the new region to be identified. It will also deal with public relation with donors, partners and national authorities
- Administration office in Bukoba, which will manage/support all the administration of the Tanzania mission. It will also support directly the projects in south Kagera and possibly in the new region in terms of logistics. This office will also manage the phase out and handover of activities at Kagera Regional Hospital in Bukoba
- Complete Care and Treatment activities in three districts in the south part of Kagera region the implementation side will be supported by an office based in Ngara

The essential duties of the General Coordinator are:
- Take overall responsibility for budgetary decisions, including checking accounts and budgetary forecasting
- Recruit, manage and supervise the expatriate and local staff
- Provide technical advice and support to the MDM teams (Bukoba, South Kagera and any other regions)
- Ensure adequate staff regulations and staff development procedures are in place
- Represent MDM and the programme at a local, regional and national level
- Lease with government and other partners at a local and national level
- Establish links with other NGOs working in the HIV/AIDS and HAART work areas at a local and national level
- Identify potential programme donors and develop proposals for the programme
- Carry out other tasks and duties as assigned by MDM Paris headquarters
- Represent MDM at national level
- Monitor security and epidemics in the region
- Report to MDM headquarters on a regular basis
- Manage the strategic direction of MDM programmes in collaboration with other stakeholders
- Supervise programme development, monitoring and evaluation
- Write regular progress reports for headquarters and donors
- Supervise the collection, monitoring and evaluation of medical and programme data
- Supervise the ordering, storing and distribution of medical and other supplies
