Let me start by stating a brief description of what hacking means (in my own defination, not wikipeida).
Hacking is means of obtaining information or data by exploiting systems/applications vulnerability. However, hacking can also be used to asses potential risks on systems and take necessary steps to mitigate potential exploits. This is called "ethical hacking" and it what it been taught in Universities and other IT centers.
But most of the time hacking is used for personal gain. Stealing someone's identity and using it in the global network. The legal side of hacking is covered under the international laws and if you are caught, you could be extradited to another country or state to face legal charges.
In short my friends, HACKING IS ILLEGAL. Like many other Tanzania laws, they exists but are not exercised.
