Because it's obvious to everyone else' well apart from ccm bots.

-Bad land policies. This is one area which you guys need serious reform. It's unbelievable that tz greatest agricultural export is koroSHOW which occurs naturally and requires almost zero output. With such abundance in arable land, tz should be feeding itself and the world. Investments in mechanized agriculture would be unimaginable.

But do you even know what's land policy? A Kenyan is yapping about our LAND tenure, while you have a serious land problem. All countries which have system of holding land like of yours are throwing it away. RSA is preparing the law for compulsory acquisition of land without compensation. They want an equitable right to land.
Siyo kama nyie everything about land have been rest to Dalamare, Kenyatta family at al. Very few persons own the LAND which can be occupied by millions.

I'm not here to dispute the propaganda you have been fed(you can continue wanking to that), however it's evident that Kenyan land is 100 times more productive than tanzania land. This is because of the land policies in place, therefore planning for long-term agricultural investments is easy making it attractive for investment.
This however cannot be said in relation to your country and that is why you cannot attract investment in agriculture.
