Highlights
September 2010
• The president, Jakaya Kikwete, will retain his personal popularity in the final
months of his first term, despite below-trend economic growth, continued
corruption scandals and high inflation.
• The ruling party, Chama Cha Mapinduzi (CCM), has chosen Mr Kikwete as its
candidate for the presidential election on October 31st. He is expected to win,
albeit with a smaller majority as voters express their discontent.
• Slower economic growth has hit the fiscal deficit, which is estimated to have
reached 5.5% of GDP in 2009/10. Revenue growth will be stronger in 2010/11
but donor support will fall, with a resultant deficit of 5.7% of GDP.
• Real GDP growth is expected to increase to 6.4% in 2010 and 7.1% in 2011 as
investment, trade and tourism pick up slowly. Agriculture should also perform
well (weather permitting), helped by government subsidies.
• Inflation will ease, but stubbornly high food and oil prices will prevent it
from falling more rapidly. We forecast an average inflation rate of 8.2% in 2010
and 7.4% in 2011.
• The current-account deficit is forecast to fall to 6.7% of GDP in 2010 and 6.3%
of GDP in 2011 because of strong exports, led by gold, and decent economic
growth.
• The CCM has officially launched its national campaign for the forthcoming
presidential and legislative elections. The central feature of the campaign will
be the efforts of Mr Kikwete to cover as much of the country as possible.
• However, there are concerns over Mr Kikwete’s health, as he appeared to
collapse while speaking at the launch of the CCM’s national election
campaign at the Jangwani grounds in the commercial capital, Dar es Salaam.
• To re-enforce the party’s commitment to addressing the issue of corruption,
the CCM’s national campaign manager, Abdurahman Kinana, has stressed
that the party will conduct a campaign that is both “fair” and “ethical”.
• The government has announced that it plans to conduct a full population
census in August 2011.
• Export data for the first half of 2010 provide a mixed picture about the
economic outlook, notably in the crucial agricultural sector, where a number
of key exports have fallen compared with the same period of 2009.
• Despite the disappointing results in the coffee export sector for the first half
of 2010, the outlook is favourable, with better weather and strong international
prices
