There is a big difference.
Gender equality is a utopian concept. Men cannot naturally conceive and carry children in their wombs.
Ultimate gender equality would call for men to be able to conceive and carry children and give birth as women do, for this is a crucial part of the issue.
Gender balance pertains itself with redressing the imbalance among the genders. Things such as school enrollment, political/parliamentary representation, workforce participation etc.
You do not need to violate biology to embark on redressing adverse gender imbalances such as seen in some parts of rural Tanzania where the women do almost all the work and the men take the money and get drunk habitually.
On the other hand, gender equality is a theme for futuristic science fiction.
And that is the stark difference between the two.
