- Peter Elwelu served as Deputy Chief of Defence Forces (CDF) from June 2021 until March 2024. President Museveni replaced him and Gen. Wilson Mbadi in March 2024, appointing Gen. Muhoozi Kainerugaba as CDF and Lt Gen Sam Okiding as deputy. Elwelu then served as a senior presidential adviser and the army representative in Parliament.
Retired Lieutenant General Peter Elwelu was among more than 1,300 UPDF officers approved for retirement in July 2025, a move the military described as part of its routine retirement process. Elwelu, who previously served as Deputy Chief of Defence Forces, said he welcomed the leadership's decision and was ready to transition into retirement.
On October 27, 2026, Gen. Muhoozi said he had stripped Elwelu of his military rank and demoted him to Private. He called Elwelu a traitor and claimed more than 20 of his former soldiers had been arrested and were cooperating with investigators. He also said Elwelu’s wife had been arrested over alleged domestic abuse.
