Tanzania imeweka its position clear on what terms it is willing to participate on the EAC block, na aijawazuia kufanya mnachotaka kufanya only it wont be part of things which are not beneficial to its people. Sasa tatizo liko mbona ni common arrangements kwenye miuongano.
Nchi tu kama USA wakati wanaungana kuna states zilitaka zibaki na autonomy zao za kisheria na maamuzi mengine na mpaka leo that is the case, kwanini liwe tatizo kwenye muungano wa independent sovereign nchi moja kukata some arrangements which its thinks are not in its interest. Mbona EU imekuwa taratibu na sasa ina miaka karibu hamsini lakini most of the recent arrangements are not even two decades and yet there some states who have not embraced all the proposed union arrangements and there still members on their terms.

Hata katika nchi za EAC(Kenya, Tanzania, Uganda) kuna similarities sana na geographical location ya Rwanda ipo pembeeni sana.
Rwanda ni mwanachama wa COMESA kuna tatizo gani Tanzania ikiwa SADC.

..Tanzania tutaendelea kuwepo ktk EAC, but on our own terms. Pia tunaamini kwamba eventually SADC na EAC zitakuja kuwa one big common market na Tanzania ndiyo tutakuwa kiungo muhimu ktk mjumuiko huo.

Mzee Mtei, nadhani hakuna tatizo kukiwa na ushirikiano miongoni mwa wanachama kama ulivyosema.I do not think genuine integrationists in East Africa should be worried by Kenya, Uganda and Rwanda meeting in Mombasa to plan joint projects; just as a meeting of Tanzania, Burundi and Rwanda to hasten the implementation of the proposed Musoma-Arusha-Tanga Railway should not worry Kenya and Uganda.
Projects which facilitate the integration of two or more of the partners in the EAC are all in the right direction. Rwanda and Burundi should for instance be very much interested in the rehabilitation and renovation of the Tanzania Central Railway Line and Dar es Salaam Port.
As the last Secretary General of EAC (Phase I) I lament that it was not possible during that phase to extend the Tanga-Arusha Railway to Musoma. Arguments that passing through the Serengeti National Park would disturb this wonder of the world were advanced by a number of people, especially those pre-occupied with Kisumu and Mombasa ports' business expansion. Anyway, the economic and financial strains that followed , made the Tanzania authorities shelve the project.
