Mtakumbuka kuwa mapema mwaka huu, Bodi ya Taasisi ya Mo Ibrahim, ambayo mimi ni mjumbe mmoja wapo, ilitoa uamuzi wa kufanya sherehe za kutunuku Tuzo ya Mafanikio ya Uongozi Bora Barani Afrika, hapa Dar es Salaam.
Kutokana na uamuzi wa Kamati ya Tuzo ya Mo Ibrahim mapema mwezi huu wa kutomtunukia yeyote Tuzo hiyo, hapatakuwa na sherehe ya kutoa Tuzo kama ilivyopangwa hapo awali. Hata hivyo, tumeamua kuitumia nafasi hii kutilia mkazo umuhimu wa Uongozi Bora barani Afrika. Kufuatia uamuzi huo, matukio muhimu mawili yameandaliwa. Tukio la kwanza litakalofanyika jioni tarehe 14 Novemba, 2009 ni la kiutamaduni ambalo, licha ya shughuli nyinginezo, watakaohudhuria wataweza kushuhudia michango ya wasanii mahiri kama Yossou N'Dour na Angelique Kidjo, tukio ambalo litatangazwa moja kwa moja katika radio na runinga mbalimbali barani Afrika. Sherehe hizo zitahudhuriwa na watu mashuhuri waliotoa mchango mkubwa kwa bara la Afrika pamoja na mamia ya watanzania na wageni mbali mbali kutoka pande zote za dunia.
Aidha, tukio hilo litatoa kipaumbele kuhusu nafasi, majukumu na wajibu wa vijana barani Afrika hivi sasa na katika siku za usoni.
Tukio la pili ambalo linazinduliwa kwa mara ya kwanza kabisa na Taasisi ya Mo Ibrahim, litakuwa ni Jukwaa (mbonge) ambalo litakutanisha wadau mbalimbali wakiwemo Viongozi, Maofisa wakuu wa serikali, Wafanyabiashara, Wanaharakati, Wasomi, Wanafunzi na Vijana kutoka nchi mbali mbali barani Afrika, ili kujadiliana mada mbalimbali zinazohusu fursa na mambo muhimu ya maendeleo. Jukwaa litafanyika siku ya Jumapili, tarehe 15 Novemba 2009. Kimsingi, lengo la jukwaa hilo ni kujadili na kuweka bayana fikra na mtazamo wa pamoja wa jinsi ya kushughulikia masuala ya maendeleo kwa siku za usoni.
Jukwaa hilo litakuwa na Mada kuu Tatu zitakazojadiliwa katika vipindi vifuatavyo:
Mjadala wa mada ya kwanza, utahusu Haki na Mabadiliko ya Hali ya Hewa Duniani (Climate Change and Climate Justice). Mwenyekiti atakuwa Rais Mstaafu Festus Mogae wa Botswana. Rais Mogae ni Mtunikiwa wa Tuzo ya Taasisi ya Mo Ibrahim kwa mwaka 2008, na ni miongoni mwa wawakilishi wanne maalum wa Katibu Mkuu wa Umoja wa Mataifa Bwana Ban Ki-moon, kuhusiana na masuala ya Mabadiliko ya Hali ya Hewa.
Mjadala wa mada ya pili, utahusu Kilimo na Usalama wa Chakula (Agriculture and Food Security). Mwenyekiti wa mjadala huo atakuwa Katibu Mkuu Mstaafu wa Umoja wa Mataifa, Bwana Kofi Annan. Bw. Annan ni Mwenyikiti wa Bodi ya Mshikamano wa Mapinduzi ya Kijani katika Afrika – AGRA.
Mjadala wa mada ya tatu, utahusu Ushirikiano wa Kikanda wa Kiuchumi (Regional Economic Intergration) ambao Mwenyekiti wake ni Bwana Abdoulie Janneh. Bwana Janneh ni Katibu Mtendaji wa Kamisheni ya Uchumi ya Afrika ya Umoja wa Mataifa.
Mkutano huu utakuwa ni Muhimu, utakaowaleta watu kutoka sehemu zote za Afrika. Wadau wote hawa wanakuja pamoja wakati ambapo kwa upande mmoja kuna maendeleo ya jumla katika bara la Afrika lakini kwa upande mwingine kuna vikwazo vya kutia wasiwasi katika baadhi ya nchi na hivyo kujenga umuhimu wa wadau na taasisi mbalimbali kukutana na kutafuta ufumbuzi na changamoto ambazo zinakabiliwa barani la Afrika. Kwa kufanya hivyo, tutaendeleza mjadala na mazungumzo kuhusu changamoto za msingi ambazo zinakabili bara la Afrika. Taasisi ya Mo Ibrahim inaamini kuwa ili kutoa mchango madhubuti katika juhudi za kuendeleza uongozi bora katika Afrika, taasisi haina budi kusaidia kufanikisha mijadala na mazungumzo mbalimbali yanoyohusu changamoto za msingi za muda mrefu zinazolikabili bara letu.
Baada ya kueleza hayo, ninapenda kutoa ufafanuzi kuhusu kazi moja kubwa ya Taasisi ya Mo Ibrahim, kazi ambayo tunaiona kuwa muhimu zaidi kuliko Tuzo yenyewe. Kazi hiyo ni ile kazi ambayo tathmini yake huwa ni mojawapo ya vigezo muhimu katika uamuzi wa kupatikana kwa TUZO. Ninakusudia kueleza Vigezo vya Taasisi ya Mo Ibrahim kuhusu Uongozi Bora barani Afrika (Ibrahim Index on African Governance), chombo maridhawa katika juhudi za kuendeleza uongozi katika Afrika. Tarehe 5 Oktoba mwaka huu tulitangaza vigezo hivyo huko Cape Town, Afrika ya Kusini. Vigezo hivyo ni vipimo kamili vya kupimia usawa katika uongozi. Ni kipimo cha uongozi bora ambacho hutoa taarifa na kuwawezesha wananchi kuendesha serikali na taasisi zao kwa kuwajibika. Hivyo vigezo vilivyoandaliwa na Taasisi ya Mo Ibrahim ni pamoja na michango ya watafiti maarufu, taasisi, na ule mchango wa Kamati ya Ushauri ambayo inajumlisha Wasomi wa Afrika na Watafiti. Vinalenga kuchachua mjadala kwa njia makini inayoweka misingi imara katika uongozi bora katika Afrika.
Vigezo vya Taasisi ya Mo Ibrahim hupima pia kwa kiasi gani huduma zinawafikia wananchi kupitia serikali na asasi zisizo za serikali. Vigezo vya Mo Ibrahim vimezingatia misingi mikuu minne kama ifuatavyo:
1.Usalama na Utawala wa Sheria
2.Ushirikishaji na Haki za Binadamu
3.Fursai na Uchumi Endelevu
4.Maendeleo ya Watu
Tathmini ya Taasisi ya Mo Ibarahim hupima utawala bora kwa kutumia vigezo 84 ambavyo hukusanywa kwa hali ya kutosheleza inayohusisha taarifa na takwimu (data) ambazo zinatathmini uongozi bora barani Afrika.
Vigezo vinahusisha:
"Taasisi ya Mo Ibrahim iko mstari wa mbele kusaidia uongozi wa Afrika ili kusukuma mbele hali ya Uchumi na Ustawi wa jamii wa watu wa Afrika. Lengo la Taasisi ni kuendeleza na kuinua uongozi bora na kutambua umahiri katika uongozi wa Afrika. Kamati ya Tuzo inatambua maendelea yaliyofikiwa katika baadhi ya nchi za Afrika kuhusiana na uongozi bora na wakati huo huo kuzingatia matatizo yaliyopo katika baadhi ya nchi. Mwaka huu Kamati ya Tuzo iliwazingatia baadhi ya viongozi wenye sifa na kuheshimika (Credible) lakini baada ya kuzingatia kwa undani na umakini Kamati haikuweza kuchagua mshindi."
Muundo wa Kamati ya Tuzo unajumlisha viongozi mashuhuri duniani ambao wanaamini kwa dhati kuisadia Afrika katika mapambano yake katika maeneo mbali mbali. Kamati hiyo ipo chini ya mwenyekiti aliyepokea Tuzo ya Amani ya Nobel, Katibu Mkuu Mstaafu wa Umoja wa Mataifa, Kofi Annan. Wajumbe wengine wa Kamati hiyo ya Tuzo ni pamoja na Marti Ahtisaari, Rais Mstaafu wa Finland ambaye pia ni Mtunukiwa wa Tuzo ya Nobel, Mohamed El Baradei, ambaye ni Mkuu wa Shirika la Kimataifa la Nishati ya Atomiki na Mtunukiwa wa Tuzo ya Nobel; Mary Robinson, Rais Mstaafu wa Ireland na Kamishna Mkuu wa zamani wa Umoja wa Matifa wa Haki za Binadamu; Aicha Bah Diallo, Waziri wa Elimu Mstaafu wa Guinea na Mkurugenzi Mkuu Msaidizi Mstaafu wa UNESCO pamoja na Mama Graca Machel, Kiongozi mashuhuri wa harakati za Haki na misaada ya kibinadamu na Mtetezi mkubwa wa Haki za Maendeleo ya Watoto.
Mimi kama mmoja wapo wa wajumbe wa kamati hiyo ya TUZO, ningependa kusisitiza tu kuhusu maamuzi hayo na kauli iliyotolewa. Mtakapoanza kuuliza maswali ni vema niwajulisheni waziwazi kwamba sitajibu maswali yeyote yale kuhusu mwenendo wa majadiliano ya Kamati ya Tuzo. Kifungu cha 11 cha hadidu za rejea kinasema:
"Majadiliano na viambatisho vyovyote vya Kamati ya Tuzo ni SIRI KUU. Mjumbe yeyote wa kamati ya TUZO haruhusiwi kutoa siri ya mwelekeo wa mazungumzo au matokeo ya kutofaulu kwa mtu yeyote yule na wakati wowote ule."
Hata hivyo, kama mjumbe wa Bodi ya Taasisi, ningependa nitoe maono machache:
Kwanza kabisa, Wajumbe wa kamati ya Tuzo huzingatia itikadi ya Tuzo na hufanya kazi kwa mujibu wa kanuni na miongozo iliyowekwa. Wanafanya hivyo kwa misingi ya uhuru, uaminifu na bila upendeleo. Pili, katika kumchagua mshindi, Bodi hutegemea kwamba Kamati ya Tuzo itatia maanani mambo kadhaa yakiwemo: Utendaji wa nchi kama ulivyopimwa kwa kutumia Vigezo vya Taasisi ya Mo Ibrahim pamoja na chambuzi nyingine zinazoheshimika na kukubalika. Viongozi wanaostahili ni watendaji wakuu wa nchi au Serikali waliostaafu, ambao wamepata madaraka kwa njia ya uchaguzi huru na halali na kustaafu katika kipindi cha miaka mitatu iliyopita; baada ya kuitumikia nchi kwa mujibu wa Katiba kama ilivyoainishwa wakati alipochukua madaraka. Kwa mujibu wa maelezo haya, kipindi kinachozungumziwa hapa ni kile cha mwaka 2006, 2007 na 2008.

Ladies and Gentlemen: Good morning.
Thank you for coming today.
As you are aware, early this year, the Board of the Mo Ibrahim Foundation, of which I am a member, took a decision to hold the ceremony of awarding the Ibrahim Prize for Achievement in African Leadership here in Dar es Salaam.
Given that the Prize Committee took a decision earlier this month not to award the Ibrahim Prize this year, we will not be holding a Prize ceremony as originally planned. We will nonetheless use the occasion to highlight the importance of governance in our continent. In this connection, two major events will take place; the first is a cultural celebration in the evening of Saturday 14 November that will feature contributions from African icons such as Youssou N'Dour and Angelique Kidjo. Broadcast live across Africa, this event will be attended by many of Africa's finest daughters and sons. The event will also highlight the important role that young Africans are playing and will play in the future of our continent. Let me just mention that this particular event will proceed as originally planned with invited guests from different parts of the world as well as Tanzanians.
The second event is an exciting new initiative of the Mo Ibrahim Foundation which will be launched for the first time in Dar es Salaam. On November 15, the Foundation has organised a forum in which African stakeholders will gather to discuss key issues and opportunities for progress. The aim of the forum is to articulate shared aspirations and a common vision for the future around these issues.
The forum will consist of three consecutive sessions:
First, Climate change and climate justice chaired by Former President Festus Mogae of Botswana. President Mogae, who is a laureate of the Mo Ibrahim Prize is one of United Nations Secretary-General, Ban Ki-moon's four special envoys on climate change.
Second, Agriculture and food security, chaired by the former Secretary General of the United Nations Mr. Kofi Annan. Mr Annan is Chairman of the Board of the Alliance for a Green Revolution in Africa (AGRA).
Third, Regional Economic Integration, chaired by Mr. Abdoulie Janneh. Mr Abdoulie Janneh is the Executive Secretary of the United Nations Economic Commission for Africa.
This will be an important gathering of people from all over the continent. At a time when, despite overall progress in Africa, we are seeing worrying setbacks in some countries, it is vital that African stakeholders and institutions come together to look for a way forward in some of the major challenges facing the African continent. If we can help foster debate and dialogue on the key long term challenges facing the continent, the Foundation will have contributed a great deal to furthering good governance in Africa.
At this juncture let me outline one other major activity of the Foundation: work which we consider to be even more important than the Prize and whose evaluation is one of the significant inputs in determining the winner of the Prize, I am, of course, referring to the Ibrahim index of African Governance, a very important tool in the efforts to improve governance across the continent. On 5 October this year we launched the Index in Cape Town, South Africa. The Index is a comprehensive ranking of African countries according to governance quality. It aims to be Africa's leading assessment of governance that informs and empowers citizens to hold their governments and public institutions to account. Thus the Index which is prepared by the Mo Ibrahim Foundation with input of able researchers and various institutions and effectively assisted by an Advisory Committee comprising of mostly African academics and researchers aims to stimulate debate in a constructive way and establish a framework for good governance in Africa.
The Ibrahim Index measures the delivery of public goods and services to citizens by government and non-state actors. The Ibrahim Index uses indicators across four main pillars:
1.Safety and Rule of Law
2.Participation and Human Rights
3.Sustainable Economic Opportunity
4.Human Development
The Ibrahim Index assesses governance against 84 criteria, making it the most comprehensive collection of qualitative and quantitative data that measures governance in Africa.
Criteria include:
"The Mo Ibrahim Foundation is committed to supporting great African leadership that will improve the economic and social prospects of the people of Africa. The Foundation's focus is the promotion of good governance in Africa and the recognition of excellence in African leadership. The Prize Committee noted the progress made on governance in some African countries while noting with concern recent setbacks in other countries. This year the Prize Committee has considered some credible candidates. However, after in-depth review, the Prize Committee could not select a winner."
The Prize Committee is composed of several eminent personalities of world stature who have one thing in common as far as Africa is concerned. They are firmly committed to supporting Africa's struggle in all its forms and manifestation. Chaired by the former Secretary General of the united Nations and Nobel Peace laureate, Kofi Annan, the committee's membership include: Marti Ahtisaari, former President of Finland and Nobel Peace laureate, Mohamed El Baradei, currently Head of the International Atomic Energy Agency and Nobel Peace Laureate, Mary Robinson, former President of Ireland and High Commissioner for Human Rights and Aicha Bah Diallo, former Minister of Education of Guinea and former assistant Director General of UNESCO and Graca Machel, a leading voice on Humanitarian Issues and a strong promoter of the Rights and Welfare of the Children.
As a member of the Prize Committee, I can only reiterate the Statement that was made. When you start raising questions, let me at the outset make it clear that I will not be able to answer any questions about the deliberations of the Prize Committee. Clause 11 of its terms of reference state that:
"The deliberations and supporting materials of the prize Committee are totally confidential. No member of the Prize Committee will reveal the thrust or details of deliberations, or the fate unsuccessful candidates, at any time."
However, as a member of the Board let me make a few observations: First, members of the Prize Committee ascribe to the values of the Prize and operate on the basis of clearly laid guidelines. They do so on the basis of independence, integrity and lack of conflict of interest. Secondly, in selecting a winner, the Board expects the Prize Committee to take several factors into account. These include (but not exclusive) the performance of countries as assessed by the Ibrahim Index and other analysis of repute. Eligible candidates are former executive heads of state or government who have taken office through proper elections and who have left office in the previous three years, having served the constitutional term as stipulated when taking office. Thus in this particular case, the period concerned was 2006, 2007 and 2008.

"Taasisi ya Mo Ibrahim iko mstari wa mbele kusaidia uongozi wa Afrika ili kusukuma mbele hali ya Uchumi na Ustawi wa jamii wa watu wa Afrika. Lengo la Taasisi ni kuendeleza na kuinua uongozi bora na kutambua umahiri katika uongozi wa Afrika. Kamati ya Tuzo inatambua maendelea yaliyofikiwa katika baadhi ya nchi za Afrika kuhusiana na uongozi bora na wakati huo huo kuzingatia matatizo yaliyopo katika baadhi ya nchi. Mwaka huu Kamati ya Tuzo iliwazingatia baadhi ya viongozi wenye sifa na kuheshimika (Credible) lakini baada ya kuzingatia kwa undani na umakini Kamati haikuweza kuchagua mshindi."
Muundo wa Kamati ya Tuzo unajumlisha viongozi mashuhuri duniani ambao wanaamini kwa dhati kuisadia Afrika katika mapambano yake katika maeneo mbali mbali. Kamati hiyo ipo chini ya mwenyekiti aliyepokea Tuzo ya Amani ya Nobel, Katibu Mkuu Mstaafu wa Umoja wa Mataifa, Kofi Annan. Wajumbe wengine wa Kamati hiyo ya Tuzo ni pamoja na Marti Ahtisaari, Rais Mstaafu wa Finland ambaye pia ni Mtunukiwa wa Tuzo ya Nobel, Mohamed El Baradei, ambaye ni Mkuu wa Shirika la Kimataifa la Nishati ya Atomiki na Mtunukiwa wa Tuzo ya Nobel; Mary Robinson, Rais Mstaafu wa Ireland na Kamishna Mkuu wa zamani wa Umoja wa Matifa wa Haki za Binadamu; Aicha Bah Diallo, Waziri wa Elimu Mstaafu wa Guinea na Mkurugenzi Mkuu Msaidizi Mstaafu wa UNESCO pamoja na Mama Graca Machel, Kiongozi mashuhuri wa harakati za Haki na misaada ya kibinadamu na Mtetezi mkubwa wa Haki za Maendeleo ya Watoto.
Mimi kama mmoja wapo wa wajumbe wa kamati hiyo ya TUZO, ningependa kusisitiza tu kuhusu maamuzi hayo na kauli iliyotolewa. Mtakapoanza kuuliza maswali ni vema niwajulisheni waziwazi kwamba sitajibu maswali yeyote yale kuhusu mwenendo wa majadiliano ya Kamati ya Tuzo. Kifungu cha 11 cha hadidu za rejea kinasema:
"Majadiliano na viambatisho vyovyote vya Kamati ya Tuzo ni SIRI KUU. Mjumbe yeyote wa kamati ya TUZO haruhusiwi kutoa siri ya mwelekeo wa mazungumzo au matokeo ya kutofaulu kwa mtu yeyote yule na wakati wowote ule."
Hata hivyo, kama mjumbe wa Bodi ya Taasisi, ningependa nitoe maono machache:
Kwanza kabisa, Wajumbe wa kamati ya Tuzo huzingatia itikadi ya Tuzo na hufanya kazi kwa mujibu wa kanuni na miongozo iliyowekwa. Wanafanya hivyo kwa misingi ya uhuru, uaminifu na bila upendeleo. Pili, katika kumchagua mshindi, Bodi hutegemea kwamba Kamati ya Tuzo itatia maanani mambo kadhaa yakiwemo: Utendaji wa nchi kama ulivyopimwa kwa kutumia Vigezo vya Taasisi ya Mo Ibrahim pamoja na chambuzi nyingine zinazoheshimika na kukubalika. Viongozi wanaostahili ni watendaji wakuu wa nchi au Serikali waliostaafu, ambao wamepata madaraka kwa njia ya uchaguzi huru na halali na kustaafu katika kipindi cha miaka mitatu iliyopita; baada ya kuitumikia nchi kwa mujibu wa Katiba kama ilivyoainishwa wakati alipochukua madaraka. Kwa mujibu wa maelezo haya, kipindi kinachozungumziwa hapa ni kile cha mwaka 2006, 2007 na 2008.

Ladies and Gentlemen: Good morning.
Thank you for coming today.
As you are aware, early this year, the Board of the Mo Ibrahim Foundation, of which I am a member, took a decision to hold the ceremony of awarding the Ibrahim Prize for Achievement in African Leadership here in Dar es Salaam.
Given that the Prize Committee took a decision earlier this month not to award the Ibrahim Prize this year, we will not be holding a Prize ceremony as originally planned. We will nonetheless use the occasion to highlight the importance of governance in our continent. In this connection, two major events will take place; the first is a cultural celebration in the evening of Saturday 14 November that will feature contributions from African icons such as Youssou N'Dour and Angelique Kidjo. Broadcast live across Africa, this event will be attended by many of Africa's finest daughters and sons. The event will also highlight the important role that young Africans are playing and will play in the future of our continent. Let me just mention that this particular event will proceed as originally planned with invited guests from different parts of the world as well as Tanzanians.
The second event is an exciting new initiative of the Mo Ibrahim Foundation which will be launched for the first time in Dar es Salaam. On November 15, the Foundation has organised a forum in which African stakeholders will gather to discuss key issues and opportunities for progress. The aim of the forum is to articulate shared aspirations and a common vision for the future around these issues.
The forum will consist of three consecutive sessions:
First, Climate change and climate justice chaired by Former President Festus Mogae of Botswana. President Mogae, who is a laureate of the Mo Ibrahim Prize is one of United Nations Secretary-General, Ban Ki-moon's four special envoys on climate change.
Second, Agriculture and food security, chaired by the former Secretary General of the United Nations Mr. Kofi Annan. Mr Annan is Chairman of the Board of the Alliance for a Green Revolution in Africa (AGRA).
Third, Regional Economic Integration, chaired by Mr. Abdoulie Janneh. Mr Abdoulie Janneh is the Executive Secretary of the United Nations Economic Commission for Africa.
This will be an important gathering of people from all over the continent. At a time when, despite overall progress in Africa, we are seeing worrying setbacks in some countries, it is vital that African stakeholders and institutions come together to look for a way forward in some of the major challenges facing the African continent. If we can help foster debate and dialogue on the key long term challenges facing the continent, the Foundation will have contributed a great deal to furthering good governance in Africa.
At this juncture let me outline one other major activity of the Foundation: work which we consider to be even more important than the Prize and whose evaluation is one of the significant inputs in determining the winner of the Prize, I am, of course, referring to the Ibrahim index of African Governance, a very important tool in the efforts to improve governance across the continent. On 5 October this year we launched the Index in Cape Town, South Africa. The Index is a comprehensive ranking of African countries according to governance quality. It aims to be Africa's leading assessment of governance that informs and empowers citizens to hold their governments and public institutions to account. Thus the Index which is prepared by the Mo Ibrahim Foundation with input of able researchers and various institutions and effectively assisted by an Advisory Committee comprising of mostly African academics and researchers aims to stimulate debate in a constructive way and establish a framework for good governance in Africa.
The Ibrahim Index measures the delivery of public goods and services to citizens by government and non-state actors. The Ibrahim Index uses indicators across four main pillars:
1.Safety and Rule of Law
2.Participation and Human Rights
3.Sustainable Economic Opportunity
4.Human Development
The Ibrahim Index assesses governance against 84 criteria, making it the most comprehensive collection of qualitative and quantitative data that measures governance in Africa.
Criteria include:
- Personal Safety
- Education Provision and Quality
- Civil Liberties
- Quality of Infrastructure
- Judicial Independence
- Personal Safety
- Rule of Law
- Rights
- Gender
- Economic Management
- Environment and the Rural Sector
- Education
"The Mo Ibrahim Foundation is committed to supporting great African leadership that will improve the economic and social prospects of the people of Africa. The Foundation's focus is the promotion of good governance in Africa and the recognition of excellence in African leadership. The Prize Committee noted the progress made on governance in some African countries while noting with concern recent setbacks in other countries. This year the Prize Committee has considered some credible candidates. However, after in-depth review, the Prize Committee could not select a winner."
The Prize Committee is composed of several eminent personalities of world stature who have one thing in common as far as Africa is concerned. They are firmly committed to supporting Africa's struggle in all its forms and manifestation. Chaired by the former Secretary General of the united Nations and Nobel Peace laureate, Kofi Annan, the committee's membership include: Marti Ahtisaari, former President of Finland and Nobel Peace laureate, Mohamed El Baradei, currently Head of the International Atomic Energy Agency and Nobel Peace Laureate, Mary Robinson, former President of Ireland and High Commissioner for Human Rights and Aicha Bah Diallo, former Minister of Education of Guinea and former assistant Director General of UNESCO and Graca Machel, a leading voice on Humanitarian Issues and a strong promoter of the Rights and Welfare of the Children.
As a member of the Prize Committee, I can only reiterate the Statement that was made. When you start raising questions, let me at the outset make it clear that I will not be able to answer any questions about the deliberations of the Prize Committee. Clause 11 of its terms of reference state that:
"The deliberations and supporting materials of the prize Committee are totally confidential. No member of the Prize Committee will reveal the thrust or details of deliberations, or the fate unsuccessful candidates, at any time."
However, as a member of the Board let me make a few observations: First, members of the Prize Committee ascribe to the values of the Prize and operate on the basis of clearly laid guidelines. They do so on the basis of independence, integrity and lack of conflict of interest. Secondly, in selecting a winner, the Board expects the Prize Committee to take several factors into account. These include (but not exclusive) the performance of countries as assessed by the Ibrahim Index and other analysis of repute. Eligible candidates are former executive heads of state or government who have taken office through proper elections and who have left office in the previous three years, having served the constitutional term as stipulated when taking office. Thus in this particular case, the period concerned was 2006, 2007 and 2008.
