Did God had a plan or did things fall out of his control?

Had God a plan for the universe before he created it? Did he see in his plan the fate of mankind that they will rebel against his laws, and in his planning he constructed a place/state of eternal torment (hell) for those who disobey? If yes, was he delighted in his plan that would end some of his own creations into an eternal agony in the fires of hell?? Had he no alternative plan that could avoid tormenting his own creation? He is after all omniscient and omnipotent! Or did things go in the way he didn't plan?
