CHAMA cha Demokrasia na Maendeleo (CHADEMA) kimetoa hadharani kinachoweza kuitwa ‘ushahidi', kikionyesha namna Rais Jakaya Kikwete na viongozi waandamizi wa Chama Cha Mapinduzi (CCM) walivyohusika na shughuli za kijeshi zinazofanywa na vijana wa chama hicho maarufu kama Green Guard.

Mbali na kufichua hali hiyo, CHADEMA pia kimemtaka Rais Kikwete na Mkuu wa Jeshi la Polisi Nchini (IGP) Said Mwema kukifuta kwanza kikundi hicho cha vijana wa CCM na makambi aliyodai yanaendeshwa kijeshi, badala ya kuwashutumu kwa maneno makali CHADEMA.

Akizungumza na waandishi wa habari jana jijini Dar es Salaam, Mkurugenzi wa Oganizesheni na Mafunzo, Benson Kigaila alisema CHADEMA wanashangazwa na kauli za vitisho za viongozi hao, huku wakijua kuwa kuna makambi ya CCM ambayo yamekuwa yakifanya mafunzo ya kijeshi.

Kigaila alisema Rais Kikwete aliwahi kuhudhuria mafunzo ya aina hiyo yaliyofanyika jijini Mwanza mwaka 2012, na kupigiwa saluti.

"Kabla ya kunyoosha kidole kwa mwingine, ni vyema kwanza viongozi hao wakaliondoa boriti lililopo katika jicho lao…kwani wamekuwa wakifanya mafunzo ya kijeshi, tena Rais Kikwete anajua na IGP anafahamu hilo, lakini hakuna aliyekamatwa wala kuchukuliwa hatua," alisema.

Alisema kutokana na mafunzo hayo, CHADEMA wanaamini vijana hao wa CCM ndio waliohusika kuwadhuru na kuwajeruhi wabunge Highness Kiwia wa Ilemela na Salvatory Machemli wa Ukerewe – wote wa CHADEMA.

Mkuu huyo alisema kuwa pamoja na vijana wa CCM kuendesha vurugu hizo na hata kutumia silaha, sio Rais Kikwete wala wakuu wa vyombo vya dola waliowahi kutoa tamko.
Alisema CCM iliendesha mafunzo katika makambi yaliyojumuisha vijana 500 jijini Mbeya na vijana kupelekwa mkoani Iringa katika Kata ya Kibete na Mbalamaziwa na kutenda uovu na hadi sasa hakuna aliyekamatwa.

"Tunapenda kama kweli viongozi hao wana nia ya dhati ya kutokomeza hili, waanze na Mbunge wa Iramba, Mwigulu Nchemba. Huyu ndiye amekuwa kinara wa kuwaweka vijana hao katika makambi na tumekuwa tukitoa taarifa polisi, lakini hakuna utekelezaji unaofanyika," alisema Kigaila.


Alisema kuwa pamoja na kutoa malalamiko ya kuwepo kwa kambi hizo za kijeshi, lakini viongozi wa chama tawala wamekuwa wakijitetea na kusema mafunzo hayo ni ya ujasiriamali.

Aidha, Kigaila alionyesha baadhi ya picha ambazo zimepigwa katika maeneo ya makambi ya vijana wa CCM huku wakiwa wamebeba silaha na nyingine zikionyesha Rais Kikwete akipigiwa saluti.

"Hivi leo kama mnatoka kupewa mafunzo ya ujasiriamali hivi unabeba silaha kwa ajili ya nini na wakazitumie wapi?" alihoji.

Kiongozi huyo alisema kuwa ni vyema Jeshi la Polisi likaanza na CCM na kuepuka kutazama jambo hilo kwa jicho moja kwa kuwa CHADEMA itakuwa ya mwisho kuchezea amani ya nchi.

"Watuambie ni wapi CHADEMA ilifanya vurugu, maana sisi tuna ushahidi uliofanywa na CCM…ni vyema Jeshi la Polisi likaepuka utawala wa kulindana ambao unaongozwa na kufanywa na CCM hatua inayosababisha kufanya madhambi," alisema.

Alisema kuwa CCM ndiyo watakuwa wa kwanza kuipeleka nchi sehemu mbaya kutokana na polisi kushindwa kuwachukulia hatua watawala hao.

"Hawa watu wanaenda mafunzoni wana bunduki kabisa, lakini tumekuwa tukisema na kuambiwa kuwa ni matoi," alisema Kigaila



UVCCM wajikanyaga

Katika hatua nyingine, Umoja wa Vijana wa CCM (UVCCM), umekiri kumiliki kikundi cha vijana wanaojifunza ukakamavu (Green Guard) kwa madai ya kutoa ulinzi katika shughuli mbalimbali za chama hicho.

Katibu Mkuu wa UVCCM Taifa, Martin Shigela alilazimika kutoa kauli hiyo, baada ya kubanwa na waandishi wa habari aliokutana nao jana katika makao makuu ya umoja huo, jijini Dar es Salaam.


Hata hivyo, Shigela ambaye pia ni mjumbe wa Halmashauri Kuu ya CCM, alidai kuwa hakuna mafunzo ya kijeshi wala silaha wanayopewa vijana hao, bali wanafundishwa ukakamavu na kujilinda katika shughuli za chama hicho.

Alisema mafunzo kwa vijana wao ni kwa ajili ya mahitaji ya sherehe, gwaride la ukakamavu na matamasha mengine na sio silaha kama ilivyodaiwa na Chama cha Demokrasia na Maendeleo (CHADEMA).

Kabla ya kukiri jambo hilo, Shigela alianza kumshambulia Mwenyekiti wa CHADEMA, Freeman Mbowe kwa tamko lake la kuanzisha kambi nchi nzima kwa ajili ya kuwapa mafunzo maalumu walinzi wa chama hicho, Red Brigade, ili kuwalinda viongozi na wanachama wake.

Katika tamko lake, Mbowe alisema CHADEMA imeamua kuchukua hatua hiyo baada ya kuongezeka kwa mashambulizi, kutekwa, kujeruhiwa na hata kuuawa kwa wanachama wake na viongozi, huku serikali ikishindwa kuchukua hatua za usalama.

Hata hivyo, hatua ya CHADEMA ilijibiwa kwa ukali na vyombo vya dola na viongozi wa CCM na serikali, kwamba ni ukiukwaji wa sheria.

Jana, Kigaila aliwataka Watanzania kuepuka propaganda zinazofanywa na viongozi wa CCM ya kupenda kupotosha masuala mbalimbali yanayohusiana na kikosi hicho.

"Sisi hatuanzishi kikundi cha kijeshi bali tunakwenda kuwapa mafunzo vijana wetu ili waweze kuwalinda viongozi na wananchi pindi wawapo katika mikutano," alisema Kigaila.

Alisema mafunzo yao hawatakuwa na silaha na watatangaza baadae mikoa watakayoenda na muda wa mafunzo hayo.

Kigaila alisema kuwa katiba ya chama chao imeruhusu kuwa na vijana na imesajiliwa kikatiba.

More than 2,000 Chadema officials and supporters are facing court cases aimed at weakening the party, its national chairman, Mr Freeman Mbowe, claimed yesterday.

Mr Mbowe made the remarks in Dar es Salaam yesterday when briefing reporters on the resolutions made by Chadema Central Committee during a two-day meeting held at the weekend.

Mr Mbowe said Chadema has compiled a book exposing the extent of human rights violations against leaders of the party and its supporters by the Police Force, which he accused of conspiring with the ruling CCM. Mr Mbowe said more details about the cases would be revealed in the book.

"Nearly all Chadema leaders are facing or have faced charges which are mainly aimed at weakening the party…we have been facing beatings from the police and whenever we have gone to report such abuses, they have arrest us," said Mr Mbowe.

According to party, the book will be handed over to the international community as well as the government.
"We want everyone to see how the police conspires with CCM to beat and torture us," said Mr Mbowe who was flanked by Chadema secretary general Wilbroad Slaa, among other party officials.

Mr Mbowe also said Chadema Central Committee condemned the statement made by Prime Minister Mizengo Pinda during the just-concluded Bunge session urging the police to beat up those who violate the country's laws.

Following such remarks, Mr Mbowe said, the CC has directed Chadema MPs to initiate a no-confidence vote against the Prime Minister. Mr Mbowe also appealed to President Jakaya Kikwete to take disciplinary measures against Mr Pinda because, he said, it violated the country's constitution.

"We are also appealing to the police to ignore the Prime Minister's statement because by doing what he directed them to do they would be violating the country's constitution," Mr Mbowe said.

Well articulated, though vilaza wa CCM watasoma neno moja tu au phrase moja tu ndiyo watatoka nayo hiyo na makelele ya kufa mtu. Ndiyo kama walivyokuja na hoja ya nchi haitatawalika. Hawataki kusema sentensi nzima kama ambavyo Dr. Slaa alilisema, wanachukua kaneno kamoja tu.

Mbowe juzi wakati anatangaza kuimarisha red brigade alisema tunapigwa sisi, tunauawa sisi..... etc lakini hayo ya awali hawasemi, tena wanabadilisha; badala ya kuwa tutaimarisha red brigade wao wanakuja na hoja ya chadema wataanzisha red brigade. Hata hawajui kama ilishakuwepo siku nyingi.

Halafu wanasema itapewa mafunzo ya kijeshi. Ni wapi katika tamko ambapo Mbowe amesema itapewa mafunzo ya kijeshi? Na bahati mbaya kubwa watu hawa ambao ni finyu wa kuchambua hata vitu vidogo kiasi hiki, ndiyo wanaongoza serikali, ndiyo wanasaini mikataba ya biashara. No wonder mikataba yote inayosainiwa ni ya hasara tupu.

Nakubaliana na wewe, upo sahihi sana. Natamani hili lijulikane na wengi sana kwani huo ndio ukweli. Chochote kinachofanywa na serikali yetu na ambacho hakitufurahishi (uporaji wa madini, wanyama, gesi, mafuta, uranium nk) kwa vvyovyote kitakuwa kinaungwa mkono na Mabeberu ambao wananufaika na hakika watakuwa tayari kuiunga mkono CCM iendelee kuwepo ili isiharibu mpango wao wa unyonyaji. Mabadiliko makubwa ya kisiasa yanaweza kuathiri mipango yao ya kiuchumi!!!!

The Red Brigade Terrorist Group




The Red Brigades was a Marxist-Leninist left wing terrorist group active in Italy in the 1970s and early 1980s. Known as ‘Brigate Rosse' in Italian and sometimes shortened to BR, their main aim was to force Italy to leave the NATO alliance. They are most famous for the kidnap and murder of former Italian Prime Minister Aldo Moro in 1978. During their long history of political and at times somewhat random violence they carried out approximately 14,000 acts of violence.


As with many Cold War European terrorist groups they were founded by radical students, in the case of the Red Brigades by Renato Curcio, Alberto Franceschini and Mara Cagol in 1970. In the beginning there were two main groups, that of the Trento Group with strong ties to the sociology Department of a catholic university and the Reggio Emilia group headed by Franceschini which recruited mainly from the Communist youth movement. At first the groups' areas of operations were around the University and in the industrial factories of Milan, both areas a rich source of recruits. Operations were fairly low level, mainly factory sabotage and burglary but did include a brief kidnapping in 1972. This was about to change when the Red Brigades began to get direct aid for the Soviet block via Czechoslovakia. By 1974 the Red Brigades had committed their first murder and become a totally covert terrorist organisation, although an earlier lethal petrol bombing was mistaken blamed on the Red Brigade.


In September 1974 an Italian secret service agent infiltrated the organisation and his information lead to the arrest of Curcio and Franceschini who were both sentenced to 18 years. Curcio was briefly rescued but soon re captured. Kidnapping now became the organisation's modus operandi with the taking of several industrialists and politicians, mainly to gain ransom money to fund the organisation. The organisation was supported during its heyday by Soviet small arms and explosives provided by Czechoslovakia often via the PLO and smuggling routes for heroin, as well as training for members in Syrian camps and in Prague. (See state sponsored terrorism). This support lead to friction between the Italian communist party and the KGB who refused to cut off support to the Red Brigades. As the Brigades became more radical and violent they also expanded into other regions of Italy striking against big industry and corporations. In 1975 a police attempt to rescue a hostage lead to a violent gun battle which left two police officers and Mara Cagol dead. This led to a campaign against Police and magistrates especially those who had been involved in the conviction of Red Brigade members.


The most famous crime committed by the Red Brigades was in 1978, when they kidnapped and 56 days later murdered the politician Aldo Moro. The attack was well organised with members using stolen Alitalia plane company uniforms, and carrying out an ambush which left five of Moro's bodyguards dead and him a prisoner of the Red Brigade. The Brigade wanted a semi official status as ‘insurgents' but the Government refused to negotiate despite various pleading letters from Moro to his family , friends and even the Pope. The terrorists started to fear discovery and had lost faith with the chance of getting what they wanted so shot Moro more than ten times and as a final insult to the police dumped his body in a car near the Christian Democratic Party headquarters in Rome, despite the city being under tight surveillance. The murder was counter productive, Aldo Moro had been a popular figure to people from both ends of the political spectrum, and the Italian left wing condemned the murder as did some of the imprisoned Brigade leaders. A further blow to the Brigade's popularity came in 1979 when they shot and killed Guido Rossa, a popular trade Union official who had reported Brigade members for distributing propaganda. This killing lost the organisation much of the support from the factory workers.


On the back of this loss in support the police made large inroads against the organisation arresting thousands of activists and forcing many others to flee to France or South America. Many those captured turned evidence and provided information to help capture other members in order to reduce their own prison sentences. Despite this decline in influence the Red Brigades were far from finished - on December 17th 1981 a small group kidnapped US Army Brigadier General Dozier who was at that time Deputy Chief of Staff for NATO Southern Land forces. 42 days later the General was rescued by Italian Special Forces from the apartment where he was being held. Despite this alarming swansong the organisation was in its death throes and in 1984 it split into two factions and many of its former leaders renounced the idea of armed struggle while the support from the Soviet Block dried up.


Isolated killings continued with the murders of the US Sinai Multinational Force commander Leamon Hunt in 1984, the ex-mayor of Florence Lando Conti in February 1986, General Licio Giorgieri in 1987, and Senator Roberto Ruffilli in 1988. Police operations in response led to many arrests and the Red Brigades had virtually ceased to exist as a meaningful entity by the end of 1988. A remnant of the group still exists, possibly a new group with very little connection to the old Red Brigades. It briefly resurfaced in the 1990s and early 2000s murdering several government advisors and some police in gunfights. On October 23rd 2003 police raids in several areas of Italy, including Rome and Sardinia led to the arrest of several members of this group, four of whom were sentenced to life imprisonment in June 2005. It is possible other isolated cells remain and the Red Brigades were certainly a long time in dying even after Soviet support was cut off at the end of the Cold War, but any threat they still pose is more one of criminal activity than any meaningful political action.

Founding Philosophy: The Red Brigades were founded on rigidly Marxist-Leninist principles. This radical leftist group advocated violence in the pursuit of class warfare. Concentrated in Italy, the Red Brigades targeted businessmen and politicians and were a notable terrorist threat in Italy during the 1970s and early 1980s. Due to developments during its existence, the Red Brigades took on some qualities of anarchist groups while still propagating its especially virulent and violent Communist philosophy. In the end, the Red Brigades' increasingly brutal attacks eroded the support of those sympathetic with the group's Communist ideals.
Current Goals: In April 1984, four of the Red Brigades' key leaders wrote a communique from their jail cells. In the open letter, the leaders proclaimed further armed combat as futile. The Red Brigades essentially ceased to exist with this letter. In their words, "The international conditions that made this struggle possible no longer exist." However, the legacy of the Red Brigades continues to this day. Following the release of this letter, two splinter groups broke off from the Red Brigades: the New Red Brigades/Communist Combatant Party (BR/PCC) and the Red Brigades/Union of Combatant Communists (BR/UCC). The BR/PCC specifically has chosen to continue in the ideological and violent path of the Red Brigades.
