Bloomberg: Kampuni za Uturuki na Ureno zashinda tenda ya ujenzi km 400 reli ya kati

Tanzania chose Turkish construction company Yapi Merkezi Insaat VE Sanayi As and Portuguese building firm Mota-Engil SGPS SA to build a railway at a cost of more than 1 billion euros ($1.1 billion) to connect the East African country with landlocked neighbors, people familiar with the matter said.

The contract is to build about 400 kilometers (249 miles) of track that will link Tanzania with Burundi and Rwanda. Mota-Engil and Yapi Merkezi hold a 50 percent stake each in the winning group, the two people said, asking not to be identified because the details are private.

Officials at Yapi Merkezi didn’t immediately respond to an e-mail requesting comment.

Yapi Merkezi has asked the Turkish government to provide guarantees for financing the project, one person said, without providing details. Turkish President Recep Tayyip Erdogan made a two-day visit to Tanzania last month to strengthen ties between the two nations.

Tanzania plans a 2,200-kilometer project known as the Central Railway Line from Dar es Salaam to the Rwandan capital Kigali, with two other lines branching off to Musongati in Burundi and to Mwanza port on the shores of Lake Victoria to service Ugandan shippers. It estimates that project will cost 16.7 trillion shillings ($7.5 billion). It also intends to build another line in the south linking the port town of Mtwara to coal projects in Liganga and Mchuchuma for about 16.1 trillion shillings.

Serikali imetiliana saini ya makubaliano ya ujenzi wa sehemu ya kipande cha reli ya kisasa (Standard Gauge), chenye urefu wa KM 300 kati ya mkoa wa Dar es Salaam na Morogoro ambao ujenzi wake unatarajiwa kuanza baada ya mwezi mmoja na nusu kutoka sasa.

Kampuni zilizotiliana saini makubaliano hayo na Serikali ni ya ubia kati ya YAPI MERKEZI ya uturuki na MOTA-ENGIL AFRIKA ya ureno kwa grahama ya dola zaidi ya bilioni moja za kimarekani.

Akishuhudia utiliaji saini uliofanyika jijini Dar es Salaam, Waziri wa Ujenzi, Uchukuzi na Mawasiliano Profesa Makame Mbarawa amesema ujenzi wa reli hiyo itayotumia umeme na kwenda kwa spidi ya kilometa 160 kwa saa itakuwa ni ya kwanza kwa Afrika ikifuatiwa na nchi ya Morocco.

“Tunataka kuifanya nchi yetu iwe ndogo kwa kutumia miundombinu ya kisasa ndio maana Serikali imeamua kujenga reli hii itakayotumia umeme na kwenda spidi kubwa kuliko nyingine zote barani Afrika”, amesema Prof. Mbarawa.

Ameongeza kuwa ujenzi wa reli hiyo utaongeza chachu ya maendeleo ya kiuchumi na kijamii kwa wananchi na kubainisha kuwa Safari ya Dar hadi Moro itatumia muda wa saa 1:16 wakati Dar hadi Dodoma itatumia muda wa saa 2:30 na safari ya Dar had Mwanza itatumia muda wa saa 7:30.


Aidha, Prof. Mbarawa amesisitiza kuwa gharama za ujenzi wa reli hiyo haitakuwa sawa na mikoa mingine kutokana na kutofautiana na hali ya jiografiia kwenye mikoa ambapo reli hiyo itapita.

Kuhusu kukamilisha mradi huu, Waziri Prof. Mbarawa ameahidi kuongeza bajeti ya ujenzi wa reli hiyo kwa mwaka ujao wa fedha na kuendelea kutafuta mkopo wa gharama nafuu ili kufanikisha ukamilishawaji wake.

Waziri Prof. Mbarawa amewataka wadau kujitokeza kwa wingi kuomba zabuni zIlizotangazwa hivi karibuni za ujenzi wa reli hiyo kwa awamu nyingine kutoka Morogoro-Makotopora KM 336, Makotopora-Tabora KM 294, Tabora-Isaka KM 133 na Isaka hadi Mwanza KM 248 ambazo zinatarajiwa kufunguliwa mwezi Aprili mwaka huu na kuahidi kuwa utaratibu wake utatendeka kwa uwazi na haki.

Naye Mkurugenzi Mtendaji wa Kampuni Hodhi Miliki ya Rasilimali za Reli (RAHCO), Masanja Kadogosa amesema kuwa ujenzi wa reli hiyo utajengwa kwa muda wa miezi 30 kutokea sasa na kuhusisha ujenzi wa miundombinu ya umeme, Stesheni sita za abiria na sita za kupishani treni na ujenzi wa wigo wa KM 102 kwa usalama wa watu na magari.

Kwa upande wake Balozi wa Uturuki nchini Mhe. Yassemin Eralp ameiahidi kuendeleza ushirikiano na Serikali katika mradi huo mkubwa na kuupongeza uongozi wa Serikali ya Awamu ya Tano katika kufanikisha maendeleo kwa wananchi wake.
