What dish size are you trying to catch Signet with? I tried several times to catch it on a 6ft dish but I couldnt. When I switched to an 8 ft.... I easily nabbed it. So I think in this case, dish size matters a lot. I am not an expert though.

Try rising your dish kidoooogo. About 3 or 4 millimeters they will settle. That is what I did...
